________________________________________________ Monthly Common Council Tuesday, August 11, 2026 7:00 PM at City Hall MINUTES ________________________________________________ Members Present: Bob Chapman, Michael Cypert, Doug Lee, Troy Justmann, Jeff Schoenwetter, Dan Wegener, and Mayor Fude Utility Members Present: Robert Affeld and Bart Coons Members Absent: Ross Caniff Also, Present: Meagan Buchda & Mike Devitt The meeting was called to order at 7:00 p.m. The Pledge of Allegiance was recited, and roll call was taken. Agenda Approval: Motion by Justmann second by Wegener to approve agenda. Motion carried 6-0. Approval of previous minutes: Motion by Wegener second by Justmann to approve minutes of previous meetings. Motion carried 6-0. Approval of minutes from intervening meetings: Motioned by Justmann second by Chapman to approve the minutes of intervening meetings. Motion carried 6-0. Public appearances and citizen comments regarding agenda items: R. Affeld stated his concerns with agenda item number 7. Communications: Mike Peters presented for WPPI. Motion by Cypert second by Chapman to approve $172,844.52 in checks and $235,175.25 in electronic payments. Motion carried 6-0. Reports of Officials: A. Mayor: a. 2 nd reading of Ordinance 277-2026 (Ordinance to Amend City of Juneau Ordinance 2.08.020-Order of Business). Justmann motioned and Shoenwetter seconded to adopt Ordinance 277-2026. Motion carried 4-2. Yay-Justmann, Schoenwetter, Cypert, Lee. Nay-Chapman, Wegener. B. Clerk/Treasurer: M. Buchda reported that the City got new IPads and a new camera for the Council room. C. Justmann motioned and Wegener seconded to approve Resolution 21-2026 (Approve Certified Survey Map for Parcel 012-1015-0443-003). Motion carried 6-0. B. Finance Committee 1. Chapman motioned and Cypert seconded to approve Resolution 22-2026 (Approve Recreation Program Coordinator’s Posted Hours). Motion defeated 1-5. D. Public Safety 1. Chairman Report – T. Justmann 2. 2nd Reading of Ordinance 2.28.110 (Billing for Emergency response fees Juneau Fire Department and Juneau Emergency Medical Services). Motion by Lee, second by Chapman to approve the regular bartender’s license to expire June 30 th, 2027 Motion carried 6-0.
