I. The meeting was called to order at 6:00 PM and roll call was taken. Motion by Coons/Wegener to
approve the agenda. Motion carried 4-0.
II. Motion by Wegener/Coons to approve the minutes from the previous meetings. Motion carried 4-0.
III. Public Appearances/Comment. Leo from Applied Technologies. Discussed the disinfection
program being implemented and the measurement of flows. Suggests testing effluent flows from the
plant, not just from the final clarifier to get most accurate results. Discussed applying for a Clean
Water Fund loan, will check into possible grants being offered. Will need to notify Sensient of DNR
required Disinfection Plan.
IV. Monthly Business:
A. Approve Vouchers and Checks. Motion by Coons/Wegener to approve payment of
WPPI invoice for $261,385.21 and checks of $150,003.55. Motion carried 4-0.
B. Review Prior Month Income Statement. Sewer showed a net loss in April due to
large interest payment on CWF loan.
C. Council Acts Affecting Utility. None
D. Consumption Loss Report. Had Sewer flows of >1M gallons/day for 5 days in April
from all the rain.
E. Review Totals of Delinquent Customers. 9 disconnects in May; all are back on.
V. Report of Officials:
A. Utility Accountant
1. Discuss and take possible action on scholarship application form. Contacted
Dodgeland about their scholarship application form, criteria is much like what is
on our form, suggest using their form to simplify the application process for the
students; we will still have our form available on our website. Motion by
Wegener/Coons to adopt Dodgeland’s scholarship application platform in
addition to our form. Motion carried 4-0.
B. Electric Superintendent
1. Discuss and possibly approve stand-by policy. Nick provided a draft policy
for stand-by pay. Through trying to hire another lineman, Nick is finding a
majority of the surrounding communities offer stand-by pay, and we are
losing candidates. Discussed the draft policy Nick provided, commission
requests some points to be changed, possibly have a separate disciplinary
handbook. Nick to make changes and bring to next meeting. No action
taken.
2. Project Updates. Suggest having MEUW provide training to DPW staff on
operation of the bucket truck and required safety equipment, cost is $400-
500; we’re installing banners for DPW until training is completed. Wegener
will put this on next Public Works committee agenda. Had a planned outage
at a business on E Oak St, during outage we cleaned up some of the
connections in Acorn Alley. GIS update: we have one circuit done on the
Industrial substation, got the map to where we can start our summer duties
and get some of the cutouts replaced, and get ready for other projects coming
up. Industrial sub expansion: had a meeting with ATC, they had our in-
service date as 6/2027, which the summer months are impactful for us to
have a substation down; talked with ATC and sounds like the start of
construction will be pushed back to Sept 2027 and our in-service date will be
in Feb/Mar 2028; talked with WPPI about the loan for this project and we
can wait to take it until we need it. Post office is going to be redoing their
parking lot, we’re going to take advantage of that and bury pipe across the lot
to move the street light wiring from overhead. Repaired a couple fiberglass
pedestals we found while doing our GIS asset collection. Jail reached out to
us re: 2 chillers that aren’t working and are getting 520V at the circuit, we
checked voltage at the transformer and were able to confirm that the issue is
on their side. Tested our 3-phase meters, they’re on a rotation schedule. 340
Oak Point Dr requested a socket to be removed for a siding job. Rate case
status: had a meeting with PSC, they’ve reviewed and agreed to our
application we provided, next steps will be to notify our larger customers,
along with other steps required by PSC. WPPI orientation on 6/11, and
dinner is on 6/17.
C. Water/Wastewater Superintendent
1. Review, discuss and possibly approve 2025 Compliance Maintenance Annual Report.
Motion by Coons/Lee to approve the report and forward on to Council for resolution.
Motion carried 4-0.
2. Discuss and possibly approve changes to on-call and WWTP weekend pay structure.
Propose changing policy on regular weekend rounds pay to be actual hours worked
and implementing stand-by pay policy similar to what Electric dept drafted; all
surrounding communities except Waupun have this. No action taken.
3. Projects Update. Received a draft of release of easement for the Home Rd property,
it’s addressed to the town of Oak Grove but has been annexed to the City, will need to
be changed. Had a Moraine Park student come through for a tour of the WWTP.
Submitted the application for fluoride grant funding for about $19,000 for equipment.
Removed the concrete pedestals from the propane tank and planted grass seed.
Flagpole and its lighting is installed. Dug out for the turnaround at Well 3, is ready
for asphalt. Held meeting with Hydrocorp, corrosion control contract is up in August,
voiced our frustrations with their program, will be checking with MSA on what their
program offers. Approved quote for the generator extended service warranty, price
lowered to $3,940 and includes an allowance for travel time. Had meeting with
Landia, Staab, MSA and the City attorney; we requested 2 new replacement units for
the defective ones, Landia will discuss with management and try to accommodate us.
Had meeting with attorney from Boardman & Clark on the sewer lateral ordinance, he
will look at it and compose it to make it fit, but also proposed reviewing our
ordinance book to make sure the ordinances are cohesive; did some checking and
found that we had the same complaint in 2024 as we got from W North St. The
trucks sold at auction, and along with other equipment and scrap, we’ve collected
$28,257. Water sampling for lead/copper is due in summer, and would like to again
offer the $50 bill credit to residents for participating. Looking at different alternatives
for Wellhouse update projects, possibly change out media. Focus on maintenance at
WWTP is done, will be moving on to flushing hydrants this week.
