Project Analysis
Real Land Surveying, on behalf of KEBB CI EC LLC, has requested to rezone property from CC-P – Corridor
Commercial with a Planned Development to straight CC - Corridor Commercial to remove the existing
planned development. These properties are two of the remaining pieces of the Southfield Park of
Commerce General Development Plan (Z-1387-07) from 2007 that laid out four quadrants of
development, with the subject properties being within the 31.5 acre “Southfield Retail Center”
quadrant.
The narrative notes that the 5.11-acre project area is divided into two sites through CSM #4039. Lot 1 is
2.35 acres and has a hotel under construction on it, Lot 2 is 2.76 acres and is currently vacant. The
applicant specifically does not declare a specific use of land as being the impetus of the proposed
change and note that their desire is to remove the existing planned development. By removing the
planned development, any new projects would be required to follow the standards of the new LDO and
any future site plans would be administratively approved, rather than approved at the Plan Commission.
Section 17.12.23 of the LDO states that the proposed rezoning must align with the Planned/Future Land
Use Map from the Comprehensive Plan. This area is designated as Commercial on the future land use
map, this zoning change would align with that designation. This request will be reviewed by Council at
their October 12th meeting.
Recommendation
The CC rezoning request meets the LDO criteria in 17.12.23. It is consistent with the Comprehensive
Plan’s Planned Land Use Map of commercial, is suitable and compatible for commercial uses, will not
generate negative impacts on adjacent properties, nor impair health and safety. Staff recommends
approval.

Zoning Map Change: The request is reviewed using 17.12.23 of the Land Development Ordinance (LDO).
Project Analysis
Mayo Clinic along with Capstar Radio Operating CO and the City of Eau Claire have submitted a rezoning
request from UC to CC located at 575, 619 and 809 Cameron Street along Half Moon Lake. The parcels
are zoned UC – Urban Commercial and are approximately 9.7 acres in size. This area is along Half Moon
Lake. The area includes the Mayo Clinic parking lot, iHeart Media Eau Claire and a vacant City lot.
The applicant’s narrative notes the existing UC zoning is intended for pedestrian-oriented, neighborhood
scale spaces, but the scale of their proposed childcare facility aligns better with CC standards. This area
is more auto focused and transitional from the downtown. The proposed rezoning would strengthen the
area for this type of commercial use. The existing iHeart Media building also aligns with CC zoning given
its one-story height and deeper setbacks. The Comprehensive Plan’s Trail System Plan requires a trail,
which will increase connectivity and directly benefit people using the daycare, sites and lake. A future
trail was shown in a 2005 site plan approval for Mayo’s large parking lot but was never built.
The Waterways and Parks and Urban Foresty Commission recommended approval at their September
23rd meeting. The rezoning recommendations will be reviewed by the City Council on October 10th.
Staff recommends
approval subject to the following condition:
1. A future public trail along the sites shall meet 17.08.09 B. in the LDO.

Community Development Director
Eau Claire, WI 54702
Re: Mayo Clinic Health Systems Childcare Facility
City of Eau Claire
Dear Mr. White,
Ayres Associates has prepared this rezoning petition for the property located at 575
Cameron Street for Mayo Clinic Health System Northwest Wisconsin Region Inc. (MCHS).
In conjunction with this rezoning petition it has been requested to petition for rezoning of
the properties at 619 and 809 Cameron Street.
The proposed rezoning would align the property with the Corridor Commercial (CC)
district, which is intended to support a variety of commercial and service-oriented uses
that serve surrounding neighborhoods and the broader community.
Property Summary
The subject property is a 6.20-acre (approximately 270,000 square feet) parcel currently
uses as a parking lot. Located at 575 Cameron Street, the land is identified as Parcel
1822122709180050021 and is owned by my MCHS. Legally, the tract is described as “a
portion of Government Lot 5, Section 18-27-9, beginning on the center line of Cameron
Street at a point 312 feet East of the West line of said Government Lot 5, thence running
East 956.75 feet, thence South at a right angle to Cameron Street 133 feet, thence South
56 degrees 22 minutes West 725 feet more or less to the shore of Half Moon Lake, thence
Northwesterly along the shore line 371.25 feet more or less to a point due South of the
point of beginning, and thence North 470 feet more or less to the point of beginning,
excluding the East 300 feet thereof and subject to existing easements.”
The other requested properties are listed below. There is no redevelopment planned at
this time for the parcels listed.

Rezoning Request & Justification
It is desired to rezone the property from Urban Commercial (UC) to Corridor Commercial
(CC). While the current UC zoning is intended for pedestrian-oriented, neighborhood scale
spaces, the scale of the proposed childcare facility aligns far better with the standards of
the CC zone. Transitioning to Corridor Commercial allows the area to function as a highly
visible and attractive facility that can safely handle the heavier traffic. Furthermore, the CC

classification provides the necessary flexibility for a larger project while utilizing its major
roadway to create convenience and access as well as minimizing local traffic congestion.
The proposed rezoning to CC would:
Strengthen the property's commercial development potential.
Better align the property with surrounding commercial uses and development patterns (if
applicable).
Support retail, office, restaurant, and service-oriented uses.
Shift the focus from mixed-use and residential-oriented development toward commercial
activity.
Provide a zoning designation that is consistent with the intent of the Community
Commercial district.
Project Schedule
The proposed schedule for the transition of the property from its current state to the active
childcare facility is planned for the near future. Demolition of the existing lot and
construction of the facility and parking lot are targeted to align with a planned completion

Zoning District Summary: The subject site is zoned LI – Planned Development and is reviewed per the
dimensional standards within 17.02.03 H. of the Land Development Ordinance (LDO) and the General
Development Plan (GDP) of the Gateway Northwest Business Park – Phase II, Amended 2019.
Project Analysis
Advanced Engineering Concepts, on behalf of OEM Fabricators Inc, have submitted a site plan for a
building located at 6325 Venture Drive. This project is within the Planned Development for the Gateway
Industrial Park. The zoning of the property is Light Industrial with a Planned Development (PD) overlay. A
condition of the PD states that all site plans need to be reviewed and approved by the Plan Commission.
This parcel of land was created by a CSM and the property is approximately 10 acres in size.
The proposed site plan shows an approximately 33,150 square feet industrial building. The building
elevations show the building materials and the rooftop mechanical equipment are fully screened, as
proposed. The access into the site is from the proposed Venture Drive extension. The site plan shows
approximately 36 parking stalls to the south of the building. The landscape plan shows proposed street
trees and foundation plantings.
Recommendation
Based on this analysis, the Plan Commission may approve the site plan with the following conditions:
1. Meet the conditions of the Engineering Report, including submitting an administrative
adjustment application for the wider 40’ driveway.
2. Screen any trash dumpsters that are not located inside the building. A fully opaque fence from
the front yard view is acceptable.
3. Any proposed access gravel drives shall be hard surfaced per the GDP.
4. A proposed lighting plan should be submitted at a later date meeting the LDO.
5. Proposed signs should meet the city code section 17.09 and are reviewed with a sign permit.
6. A building permit should be issued prior to the start of construction on the site.

Engineering Analysis & Report
Engineering Department
SUBJECT: SP-2612, Project Spectacle – OEM
DATE: September 28, 2026
BY: Al Rinka, P.E.
Deputy City Engineer
The proposed site plan is located north of County Line Road and east of Venture Drive. The
following comments are based on materials received by the City of Eau Claire
Engineering Department on August 25, 2026.
Grading and Drainage: The site is tributary to Sherman Creek via a northwesterly regional
conveyance.
The regional stormwater infiltration facility will meet the peak rate runoff control and infiltration
requirements for the site. On-site runoff water quality BMP’s may be required for pretreatment
due to the industrial operations of the site.
Public Utilities: Water and sewer service is being constructed for this site as part of the
Venture Drive extension north of County Line Road. Record dimensions of public facilities can be
obtained by calling the Engineering Department. Utility connections may require a work in the
right-of-way permit and a plumbing permit.
Fire sprinkler designs should be based on fire hydrant flow tests. Contact the Water Utility at
715-839-5045 to obtain fire hydrant flow test data or to request a flow test.
Traffic: The traffic generated by the proposed improvements should not adversely impact
traffic flow in the area.
Two driveway accesses are shown for this project, one 27-foot-wide access and another
40-foot-wide access. Driveway widths more than 30 feet will require an administrative adjustment
(section 17.12.04(1)(i)); Section 17.08.07(C) “Driveway Dimensions” lists the criteria allowing an
administrative adjustment of the 30-foot requirement if one of the following is met:
1. A wider driveway is needed for the turning movement of large trucks,
2. A wider driveway is warranted by the volume of entering or exiting traffic, or
3. For other good reason directly related to traffic control and safety.
Transit: The proposed project is not likely to impact Transit. There is no bus service within
one mile of this project location.
Recommended Conditions:
1. City of Eau Claire Engineering Department approval of drainage calculations and
drainage plan.
2. Submit an Administrative Adjustment for review of the 40-foot-wide driveway. Provide updated
truck turning movements exhibiting the entering and exiting movements through the site.

GENERAL DEVELOPMENT PLAN
GATEWAY NORTHWEST BUSINESS PARK – PHASE II
Amended February 12, 2019
General Purpose
The purpose of this General Development Plan is to provide for development of a moderate
amenity business park allowing such uses as warehousing, distribution centers, industrial sales
or service, light manufacturing and production, and related compatible uses. These provisions
are intended for the protection from incompatible, unsightly, or nuisance uses, which will serve
to maintain property values and attract firms consistent with the Gateway Northwest Business
Park Plan – Phase II. The provisions of this plan are as provided in Chapter 18.10 of the City’s
Zoning Code. The administration of these provisions is further stated in said chapter.
I. Development Review Process
The review process for development within this business park is established in Section
18.10.030 of the Zoning Ordinance.
A. General Development Plan – This General Development Plan provides the
restrictions for the development of this property as required by the provisions of
Section 18.10.030 of the Zoning Ordinance.
B. Final Implementation Plan – Prior to development of any property within this
area, a site plan as required by Section 18.10.030 of the Zoning Ordinance must
be submitted for Plan Commission consideration. Such site plan must be in
compliance with these provisions.
II. Permitted Uses
Those uses permitted in the Gateway Northwest Business Park are the following as
defined in Section 18.06.040 of the City Zoning Ordinance:
A. Warehouse and Distribution
B. Industrial Services
C. Industrial Products Sales
D. Light Manufacturing and Production\
III. Conditional Uses
The following conditional uses are permitted in the Gateway Northwest Business Park,
only upon the granting of a conditional use permit by the City Plan Commission in
accordance with Chapter 18.35 of the City Zoning Ordinance, or as amended.
A. Public and quasi-public uses such as utilities, transportation or communication.
B. Office activities as defined in Section 18.05.040 B. (It is the intent of this
provision to allow certain office activities associated to or compatible with the
42
2
permitted uses listed herein. Such activities may include contractor’s offices,
research and development facilities, testing laboratories and other similar
facilities. This should not include professional facilities.)
C. Restaurants.
D. Vehicle Services.
E. Any use involving an outdoor storage yard for materials used in production or
equipment that is over 200 square feet in size.
IV. Yard Setbacks
Minimum setback from County Highway T is 50 feet. Minimum side yard shall be 10
feet, minimum rear yard shall be 20 feet, and a minimum front yard shall be 25 feet.
Structures such as fences may be allowed in side or rear yards; however, shall be
prohibited in the front yard. Signs shall be permitted in the required front yard as
provided herein.
V. Building Design
Exterior walls of buildings may be of steel, masonry, wood or similar building materials.
Rooftop equipment should be screened from view from the front yard street.
Quality design is encouraged. Bright, primary colors should be avoided unless they are
an integral part of the architectural design, or can be justified on the basis of a
company’s image or logo.
VI. Non-building Site Elements
All operations shall be carried on within fully enclosed buildings and no outside activities
shall be carried on except storage of materials used in, or resulting from, an on-site
manufacturing operation, the parking of motor vehicles and the loading or unloading of
motor vehicles.
Materials, supplies, or products stored outside are to be surrounded by a masonry wall,
opaque fence or suitable screen approved as part of the site plan.
All walks, parking areas, driveways, and loading zones shall be paved and storage yards
may be constructed of a dust-free, all-weather surface which would prevent dust and
erosion.
VII. Access
Access from County Line Road or local streets shall be approved as part of the site plan
review.
VIII. Parking
Parking may be permitted in front or side yards, facing streets, not closer than 10 feet
from the street right-of-way. The number, size, dimensions and layout of parking spaces
shall be as provided in Chapter 18.25 of the Zoning Ordinance.
43
3
The width and location of all driveways/curb cuts shall be as approved by the site plan
consistent with Section 18.10.060 E. of the Zoning Ordinance.
IX. Landscaping and Open Space
Landscaping consisting of lawn, trees, shrubs, flowers, etc., shall be completed by the
owners and tenants at the time of occupancy, or commencing at the next growing
season.
At least 10 percent of all parcels shall be set aside, maintained as landscaped open
space areas, and located where visible from the adjacent public street(s). In general,
front yard areas should be landscaped other than driveways and parking. A minimum of
10 feet between public right-of-way and paved areas shall be landscaped.
X. Screening of External Activities
All exterior activities shall be screened as provided in Section 18.10.060 H. of the Zoning
Ordinance.
All parcels abutting exterior lot lines of this business park shall be provided with solid
effective screening as provided in Section 18.20.170 of the Zoning Ordinance to protect
any planned or existing non-business use. Such screening shall be indicated on the
approved site plan.
