Development Type: Rezoning File Number: Z-1769-26 Completeness Date: 8/5/26 Waterways & Parks Commission: 9/23/26 Plan Commission: 10/5/26 City Council: 10/12/26 Owners: Mayo Clinic & Capstar Radio Operating CO & City of Eau Claire Applicant: Ayres Associates Address: 575, 619 and 809 Cameron Street Present Zone(s): UC – Urban Commercial Present Use(s): Commercial, Parking lot, and Vacant Present Land Use Map: Commercial Proposed Zone(s): CC – Corridor Commercial Proposed Use(s): Commercial and future development Proposed Land Use Map: Same Zoning District Summary: The subject site is reviewed on 17.07.03 of the Land Development Ordinance. Project Analysis Mayo Clinic along with Capstar Radio Operating CO and City of Eau Claire have submitted a rezoning request from UC to CC located at 575, 619 and 809 Cameron Street along Half Moon Lake. The parcels are zoned UC – Urban Commercial and is approximately 9.7 acres in size. This area is along Half Moon Lake. This area includes the Mayo parking lot, iHeart Media Eau Claire and vacant city owned lot along Cameron Street. The narrative submitted by the applicant notes the existing urban commercial zoning is intended for pedestrian-oriented, neighborhood scale spaces, the scale of the proposed facility aligns better with the standards in corridor commercial. This area is more auto focused and transient from the downtown area. The proposed rezoning would strength the area for commercial development potential and match the existing iHeart Media building. All site improvements will need to meet the requirements of the Land Development Ordinance. A final site plan will be finalized at a later date and will be administratively approved. A future trail will be proposed along Half Moon Lake. This recommendation rezoning will be reviewed by the Plan Commission at their October 3rd meeting and City Council at their October 10th meeting. Recommendation This recommendation will be forwarded to the Plan Commission and City Council to consider. 0 625 1250312.5 Feet 0000 519 596 560 0000 1832 1914 1515 1812 610 1726 0000 1732 460 714 725 620 0000 722 806 814 1722 620 816 528 710 1608 1830 726 1818 830 1728 809 1725 1809 1726 811 1603 1812 610 1807 824 705 527 1828 1811 1820 511 1827 1523 1817 818 702 1907 550 1617 1906 810 714 616 1720 1724 1704 1705 1706 1621 1906 1614 602 531 1910 1911 1622 1812 514 1819 1823 1823 1813 1818 1808 1913 1806 510 1804 444456 1824 1809 1818 440 1819 1714 1721 1725 424 1711 1715 450 1710 434 428 1529 420 1707 1721 606 1713 815 1714 530 1537 1831 1821 1611 1607 1722 604 406 1710 534 405 548 514 429 1533 320322 1719 1821 1827 1817 512 1811 313 1715 1720 1500 1506 602 600 575 813 809 1717 615 1706 619 0000 615 1412 709 0000 0000 323 1709 CAMERON ST W M A D I S O N S T µ Notification Area Subject Property Notification Map Agenda Item: Z-1769-26 Address: 575-809 Cameron St. ´ 0 625 1250312.5 Feet 0000 519 596 560 0000 1832 1914 1515 1812 610 1726 0000 1732 714 725 620 0000 722 806 814 1722 620 816 528 710 1608 1830 726 1818 830 1728 809 1725 1809 1726 811 1603 1812 610 1807 824 705 527 1828 1811 1820 511 1827 1523 1817 818 702 1907 550 1617 1906 714 616 1720 1724 1704 1705 1706 1906 1614 602 531 1911 1622 1812 514 1819 1823 1813 1818 1806 510 1804 1803 456 1824 1818 1714 1710 428 1707 1721 606 1713 815 1714 530 1537 1831 1821 1607 1722 604 406 1710 534 405 548 514 429 1719 313 1715 1720 1500 1506 602 600 575 813 809 1717 615 1706 619 0000 615 1412 709 0000 0000 323 1709 P LI LI LI LI P MR MR NR NR UC NR MR NR MR NR NR MR P NR NR NR MR MR NR MR NR NR MR NR NR NR MR NR NR NR MR NR NR MR MR MR NR NR MR MR MR MR UR MR NR MR NR NR MR MR NR NR NR NR MR NR NR NR NR NR NR NR NR MR MR NR NR NR NR MR NR NR NR NR MR NR NR MR MR NR MR NR MR MR NR NR MR NR NR NR NR MR NR NR MR NR MR NR MR NR NR MR NR NR MR MR NR MR MR NR NR NR MR MR NR MR MR MR UC MR NR MR MR MR MR MR MR MR MR MR MR P UC P UC UC P UC MR MR P UC P P UC NR P P MR MR PLATT ST 4TH ST 6TH ST 7TH ST 8TH ST CAMERON ST E H A L F M O O N D R RANDALL ST P A V I L I O N D R CAMERON TRL KENDALL ST MAXON ST CHARLES ST W MADISON ST W H A L F M O O N D R µ Subject Properties Zoning Map Agenda Item: Z-1769-26 Address: 575, 619, and 809 Cameron Street ´ Agenda Item: WATERWAYS & PARKS COMMISSION AGENDA ITEM COVER SHEET Meeting Date: ___________________ Agenda Item: __________________________________________ Department or Individual: _______________________________________ SUMMARY / BACKGROUND ACTION / ATTACHMENTS Agenda Item Request – Waterways and Parks Commission Agenda Category (select one): ☐Business Agenda Item – Action: Vote of Recommendation Needed ☐ - Yes ☐Discussion Agenda Item ☐Work Session ☐Informational Item ☐ Other: ____________________________ Purpose / Reason for Commission Review: (Please reference the applicable authority under Bylaws Article I, Sections A–F) Article 1, Section: __________________ Suggested Motion (if action is requested): __________________________________________ Attachments: ______________________________________________________________________________
