5. Public Hearing – For Recommendation to City Council
Rezoning (Z-1764-26)
Request: To recommend rezoning a portion of a property from NR to CC
Applicant: CCS Services LLC
Location: 1718 Warden Street
Noel presented the proposed rezoning and noted a CSM and site plan will follow at a later date.
The rezoning would help correct the outstanding land use violation for this contractor parking in
a residential district.
Dale Repinski of 1706 Warden St., presented photos and spoke regarding his concerns on dirt,
noise, and stormwater that is causing water damage. He stated the stormwater should be
connected to the City’s stormwater system. He had concerns with overcrowding in the rental
house. The parking problem has been occurring for 5 years now and he asked the commission to
not grant the request.
Daniel Schulze of 1626 Warden St., spoke in opposition. He stated there has been standing
water in his backyard and has a concern with increased traffic safety for the residential area.
Shaun Kolle of 1629 Warden St., was opposed to the rezoning request for the same reasons as
the other neighbors.
Jeff Riebbe, owner and applicant, spoke in support and stated the gate will be removed and
there is not a noise issue. His vehicles access the site from the N. Clairemont easement and will
have the parking lot project done before fall.
Mark Erickson with Everyday Surveying and Engineering stated there is a retention area to the
southern area for runoff control and more investigation can be done to control water. There is
no proposed lighting, and dust control will be no longer with the hard surface. CSM and site plan
have been submitted to staff.

Noel presented the conditional use permit, specifically allowing a surface parking lot in a UC
district. A site plan will follow to complete the project.
Gordie Howie with Mayo Clinic spoke in support. They need more parking for the patients and
to offset the parking lost with the childcare center moving to Cameron St.
