5. Public Discussion – For Recommendation to City Council
2027-2031 Capital Improvement Plan (CIP)
Request: To consider the CIP for 2027-2031
Applicant: City of Eau Claire
Location: City Wide
White presented the proposed CIP and noted relevant projects under transportation, water and
sewer extensions.
Korbol answered questions related to project financing, timing and expenditure.
Commissioner Wolfgram stated she wanted more funding in the City’s CIP Affordable Housing
Fund to better address local housing needs.
Commissioner Brewster moved to recommend approval of the CIP. Seconded by Commissioner
Zeug and the motion carried unanimously.
6. Public Hearing – For Recommendation to the City Council
Rezoning (Z-1762-26) – Land Development Ordinance (LDO) Heavy Vehicle Parking Amendment
Request: To recommend amendments to the LDO, Title 17 related to heavy vehicle parking in
residential
Applicant: City of Eau Claire
Location: City Wide
Noel presented the amendments to the conditions in the conditional use permit, specifically
allowing semi’s trailers, no minimum lot size and a 5 foot driveway setback.
Jessica Schoen, 2416 Shale Ledge Road spoke in support of the amendments to help working
class folks reduce business costs. She said the original approved ordinance was too restrictive

Page 2
and would not allow people to take advantage of the conditional use permit. She thought the
provisions having to be next to commercial and industrial districts would help make the use
more compatible. She had anecdotal conversations with some constituents she serves on City
Council and with some neighborhood associations that there did not seem to be any opposition.
Craig Rihn, 3014 Seymour Road, spoke in support of the proposed changes since he has a larger
corner lot and has fence screening to help conceal the semi-truck parking. He said he has been
parking his truck for 11 years before the violation was given. Noise and smells have not been a
problem with his neighbors.
Commissioners discussed the changes and Zeug and Wolfgram were concerned about creating
and amending ordinances for one person instead of looking at the issue city-wide.
Commissioner Brewster moved to recommend approval. Seconded by Reed. A friendly
amendment by Brewster and Wolfgram to include a condition that at least 75% of adjacent
property owners must agree in writing on a provided form, passed 6 to 2 with commissioners
Guettinger and Lawson voting nay and Zeug abstaining. The original amended motion then
carried 6 to 2 with the same commissioners voting the same way.
7. Comprehensive Plan Advisory Committee Discussion
Noel introduced the need for two commissioners to serve on the committee.
Commissioner Brewster moved to recommend commissioners Wolfgram and Zeug to serve on
the committee. Seconded by Holzman, and the motion carried unanimously.
8. Future Agenda Items and Announcements
Noel announced that the comprehensive plan public process will kick off in August.
9. Adjournment

Project Analysis
Real Land Surveying, on behalf of the owner, SCS Eau Claire Estates LLC (SC Swiderski)
submitted a final plat for SCS Eau Claire Phase IV. This phase was originally approved in 2023 as
5
City of Eau Claire
Staff Report
P-2-23 - Page 2
phase V, but was not recorded within the 3-year statutory time limit. The developer has re-filed
it as phase IV and intends to build 13 twinhomes for 26 units/lots. The two-unit structures will
share an interior lot line at a zero-foot setback, which is allowed per the PD and LDO. The 9.78
acre subdivision will dedicate two outlots for public stormwater purposes and the rest of
Christopher Drive, connecting the neighborhood to the west. Note that the included utility plan
calls out this subdivision as Phase 3 of the overall development.
The PD’s General Development Plan (GDP) included a mix of residential housing styles and
multi-unit configurations including a duplex plan. Introducing three new twinhome designs is
consistent with the intended housing diversity.
This final plat along with the developer’s Subdivision Infrastructure Agreement (SIA) will be
reviewed by the City Council at the July 14th meeting.
Recommendation
Staff recommends approval of this phase IV as it is consistent with the previous plat that was
approved. The following conditions shall be met.
1. Record the final plat per Ch. 236, Wis. Stats.
2. Install street trees at 1 per 30’ spacing and species mix per the City Forester’s direction.

MEMORANDUM FINANCE DEPARTMENT
Date: July 6, 2026
To: Plan Commission
From: Todd Bohrer, Land Records Technician
Subject: Land Acquisition and Right-of-way acceptance
The City of Eau Claire Engineering department proposed a roundabout at the intersection of
Marquette Street and Mercury Avenue, which was approved at the City Council meeting on
January 27, 2026. As part of that construction, it was determined that 682. 54 square feet of land
needs to be acquired from Northern States Power Company (d/b/a Xcel Energy) and that this land
would be deeded as street right-of-way to facilitate the removal and construction of the new street.
Rather than waiting for a certified su rvey map to be produced, the City’s legal department
approved of the document wording whereby the land would be deeded and dedicated as right -of-
way from Xcel.
City staff recommends approval of the land acquisition and right-of-way acceptance.
Approval is scheduled to be presented to the City Council on July 14th, 2026

Staff Report
Z-1764-26 - Page 1
Agenda Item: To recommend approval of the rezoning of property from NR – Neighborhood
Residential to CC – Corridor Commercial on the western portion of 1718 Warden Street.
Development Type: Zoning Map Amendment
File Number: Z-1764-26
Completeness Date: 5/26/2026
Plan Commission: 7/6/2026
City Council: 7/13 & 7/14/2026
Project Name:
Owner: CCS Services, LLC (CCS)
Applicant: Everyday Surveying & Engineering, LLC
Address: 1718 Warden Street
Legal Description: See Exhibit
Present Zone(s): NR – Neighborhood Residential
Present Use(s): Unimproved Parking Lot
Present Land Use Map: Transitional Low Density
Residential/Commercial
Proposed Zone(s): CC – Corridor Commercial
Proposed Use(s): Improved Parking Lot
Proposed Land Use Map: Same
Project Analysis
Everyday Surveying & Engineering, on behalf of CCS Services, LLC, has requested to rezone property
from NR – Neighborhood Residential to CC – Corridor Commercial for the purpose of creating an
improved parking lot. A future CSM and site plan will be formally submitted later to complete the
project and will be approved administratively. A concept site plan has been submitted to understand the
project.
The narrative notes a 0.19 acres rezoning request to replace the existing base course (gravel) parking
surface on this portion of land with the installation of a concrete parking area. This parking lot on NR
zoned land has been in violation of City standards for its parking use and unimproved surface. The
company started to park their service vehicles on the western end of the lot over a year ago. The
applicant was given notices to comply and has submitted plans to correct the violations.
The applicant anticipates a land division to consolidate the lots to meet code requirements and support
the development plan. The existing lot at 1718 Warden St. is approximately 0.425 acres in size and
contains a residential one-unit. The house is owned by CCS. The 0.19 acre rezone request to CC and
subsequent CSM to combine the two parcels will leave the existing parcel at 1718 Warden St. with
approximately 0.235 acres or 10,237 square feet. This is well over the 3,000 square feet minimum lot
size for the NR district. Combining the 0.19 portion to CCS’s 1717 N. Clairemont Ave. lot at 0.35 acres
will provide a 0.54 acre lot. There are no minimum lot size standards for CC properties.
Section 17.12.23 (Zoning Map Amendments) of the LDO states that the proposed rezoning must align
with the Planned/Future Land Use Map from the Comprehensive Plan. This area is considered
31
City of Eau Claire
Staff Report
Z-1764-26 - Page 2
transitional. Properties to the immediate west and north are CC zoned and the existing house along
Warden St will remain NR zoned. NR zoned properties exist to the immediate south and east.
This request will be reviewed by Council at their July 13th public hearing meeting and vote on July 14th.
Findings of Fact
The Plan Commission will need to find the proposed rezoning consistent with the following findings of
fact:
1. The applicant has submitted a complete application.
2. The applicant’s request is consistent with the City of Eau Claire’s Comprehensive Plan’s Land Use
and Growth Management chapter meeting Objective #2 Figure 2-1, Planned Land Use Map with
the designation for the properties both Low-Density Residential and Commercial
3. The proposed zoning of CC - Corridor Commercial allows for land uses such as a future improved
parking lot to be permitted according to Table 17.03.03(A): Principal Uses.
4. Currently the unimproved parking lot surface is in violation of 17.08.05 H. 2. Surfacing Materials
and a condition is to improve the lot with a hard surface such as concrete or asphalt.
5. To prevent further commercial vehicle parking and activities on 1718 Warden St., a condition of
approval is that the thru access shall be terminated.
6. A future site plan will be reviewed by staff later under Intermediate Redevelopment criteria and
will need to follow the Land Development Ordinance (LDO), as it relates to but not limited to
parking lot design, setbacks, privacy fencing, screening.
Recommendation
If the Plan Commission finds the rezoning consistent with the Comprehensive Plan, the Commission
should approve the rezoning.

Commercial Site Plan
Narrative
Site Information:
The CCS Services Property (Property) is located at 1717 North Clairemont Avenue on the
west side of the City. The Property gains access from North Clairemont Avenue Service
Road through an existing access easement. The Property currently has an existing
Commercial Building on it with the associated site improvements. This Property is currently
zoned Corridor Commercial (CC).
Property Objective:
This Property and the parcel located at 1718 Warden Street will be requesting City approval
on the creation of a Two (2) Lot Certified Survey Map (CSM), Rezoning, and a Commercial
Site Plan.
Development Plan/Process:
This Property is petitioning to rezone a portion of 1718 Warden Street’s Land, approximately
0.19 acres, from the current zoning of Neighborhood Residential (NR) to Corridor
Commercial (CC).
Upon this review and approval, the Property is proposing to acquire a portion of land from the
adjacent easterly parcel of land located at 1718 Warden Street. This will be done by the
creation of a Two (2) Lot CSM.
Upon both of these approvals, the owner of CCS Services would like to replace the existing
base course (gravel) parking surface on this portion of land with the installation of a concrete
parking area.
Project Details:
Currently, this Property uses a portion of 1718’s land, currently in gravel, for parking work
service and employee vehicles. CCS Services employes 12 team members and has in the
range of five to nine work service vehicles. The existing Property has 12 parking stalls on it.
Along with undefined number of additional gravel parking stalls on that portion of 1718’s land.
This project will assist with creating twelve (12) more parking stalls in a more formal parking
area for their employees and service vehicles as they continue to grow. This overall Project,
CSM, Rezoning, and Site Plan Approval will bring the use of the land in compliance with the
City Zoning Ordinance.

Zoning District Summary: The subject site is zoned UC – Urban Commercial and is reviewed as a
conditional use permit per 17.07.03(A) of the Land Development Ordinance.
Project Analysis
Ayres Associates and Mayo Clinic Health System have submitted a conditional use permit for a parking
lot located at 1412 Whipple Street. This parcel is zoned UC – Urban Commercial and is approximately
0.22 acres in size. This parcel is east of the City’s trail and Half Moon Lake beachfront. This was the
former Luther Lakeside Apartments which was demolished in late 2023. Currently, the parcel is used for
approximately 24 parking stalls and the remaining lot is vacant. A conditional use permit was submitted
to reconfigure and expand the existing land use for more parking with approximately 109 parking stalls.
The narrative submitted by the applicant notes with the loss of parking near and around the ER
expansion, Mayo Clinic needs more parking for daily need. This parking lot will provide relief of parking
congestion due to current needs along with proposed projects on campus.
All site improvements will need to meet the various requirements of the Land Development Ordinance
including parking lot design, setbacks, islands, landscaping, screening, and access. Access will remain
from Whipple Street and some of the existing trees between the trail and the new parking lot will
remain in place. A final site plan will be finalized at a later date and will be administratively approved.
The estimated schedule for construction for this project will start in summer and should be completed in
fall of this year. The Waterways, Parks and Forestry Commission recommended approval at their June
24th meeting.
Findings of Fact
Based on this staff report analysis, findings of fact include:
42
City of Eau Claire
Staff Report
CZ-2602 - Page 2
1. The applicant has filed an application for a Conditional Use Permit which was deemed complete.
2. The site plan when submitted for final administrative approval, will need to meet all applicable
standards of the City Code of Ordinances and the Land Development Ordinance, including but
not limited to the screening of the parking lot from the street view and adjacent properties per
17.03.03 B. 4. c.
Recommendation
Staff recommends approval of the conditional use permit request which is consistent with the use
standards in the UC district and review criteria in 17.12.14 D. under conditional use permits.

Re: Mayo Clinic Health System Lot 11 Expansion
Dear Mr. White:
Ayres has prepared a site plan for the Lot 11 Expansion project in the City of Eau Claire is submitted on
behalf of Mayo Clinic Health System (MCHS).
Lot Summary
The Lot 11 expansion will add much-needed parking c apacity to the nearby medical facilities. Project
intent is to expand space availability and vehicle parking.
The lot addition will be located off the west end of Whipple Street and will be an approximate 38,440
square foot footprint. Plans include 109 proposed parking stalls. The structure will include the capacity for
future total campus parking. Open space inside the proposed landscape borders will allow for scalable
growth in the vegetation and provide flexible areas that are adaptable as future needs may develop.
Site Plan Summary
The lot expansion will be constructed at the western side of Whipple Street. Existing asphalt, concret e
sidewalks, and topsoil will be removed and utilities demo’d to accommodate the expansion.
Utility Services
A proposed 12” storm sewer services will tie into the existing storm network. Proposed 24” drain basins
outlet will tie the proposed biofilters into the storm sewer system around the lot addition.
Parking
Twenty-five existing parking stalls will be replaced with one hundred and nine stalls. No general pati ent or
employee parking spaces will be modified. This parking lot will provide relief of parking congestion due to
current and proposed projects on campus as shown in the attached campus map.
Planting Plan
Existing plantings and grass areas will be removed for construction of the lot addition. No high value trees
will be removed. High value trees along the western boundary line will be protected. Landscaping and
foundation plantings are provided meeting the city’s LCO ordinance.
Grading and Storm Water Treatment
The site is tributary to the Chippewa River with connection to public storm sewer on Whipple Street. No
peak rate control will be required. The suspended solids of impervious areas exposed to vehicular travel
are being managed via two biofiltration swales.
