Project Analysis Ayres Associates and Mayo Clinic have submitted a conditional use permit for a parking lot located at 1412 Whipple Street. This parcel is zoned UC – Urban Commercial and is approximately 0.22 acres in size. This parcel is along the trail and adjacent to Half Moon Lake. This was the former Luther Lakeside Apartments which was demolished in late 2023. Currently, the parcel is used for approximately 70 parking stalls and the remaining lot is vacant. A conditional use permit was submitted to reconfigure and expand the existing land use for more parking. The narrative submitted by the applicant notes with the loss of parking near and around the ER expansion, Mayo Clinic needs more parking for daily need. This parking lot will provide relief of parking congestion due to current needs along with proposed projects on campus. All site improvements will need to meet the requirements of the Land Development Ordinance, along with landscaping that will be added to the site. Access will remain from Whipple Street and some of the existing trees between the trail and the new parking lot will remain in place. A final site plan will be finalized at a later date and will be administratively approved. The estimated schedule for construction for this project will start in summer and should be completed in fall of this year. This will be reviewed by the Plan Commission at their July 6th meeting. Recommendation This recommendation will be forwarded to the Plan Commission to consider. 0 200 400100 Feet 610 1506 1506 600 1400 0000 615 1412 1326 WHIPPLE ST RANDALL ST µ Subject Property Aerial Map Agenda Item: CZ-2602 Address: 1412 Whipple Street ´ CP 1 CP 2 BM 50 BM 51 STM MH 1009 1011 1026 2" SAN MH 1128 2" 4" 18" FO FO FO FO FO FO FO FO E G G ASPHALT ASPHALT ASPHALT ASPHALT WOODED W HIPPLE STREET STM 13 SPOTS 18' 28' 24' 18' 10' 9' TYP 24' 11.9' 27 SPOTS25 SPOTS 25 SPO TS 18'24'18'18'24'18' 120' 10' 9 SPOTS 18' 39.11' 10' 7.56' 27 SPOTS NORTH 0 20 40 File: C:\ACC\ACCDocs\Ayres Engineering Services\MCHS LC Lot 11 Expansion\Project Files\3.Production\Civil3D\Design\2064-x-plan.dwg | Layout: Exhibit | Plot Date: 28/04/2026 Project Name - Project Location | Exhibit Title 08/18/2025 Ayres Associates | 3433 Oakwood Hills Parkway, Eau Claire, WI 54701 | 715.834.3161 | www.AyresAssociates.com | # 23-xxxx TOTAL PARKING SPOTS: 126 LOT SIZE AREA: 39,380 SQ FT PARKING AREA: 28,630 SQ FT 261 ft 120 ft Interior Area 120' x 260' = 31,200 SF Landscape Requirement = 10% 31,200 x 10% = 3,120 SF Legend Description Quantity Unit Planting 3,124 sf
