Jessica Schoen, 2416 Shale Ledge Road spoke in support of the amendments to help working class folks reduce business costs. She said the original approved ordinance was too restrictive Plan Commission Meeting June 1, 2026 Page 2 and would not allow people to take advantage of the conditional use permit. She thought the provisions having to be next to commercial and industrial districts would help make the use more compatible. She had anecdotal conversations with some constituents she serves on City Council and with some neighborhood associations that there did not seem to be any opposition. Craig Rihn, 3014 Seymour Road, spoke in support of the proposed changes since he has a larger corner lot and has fence screening to help conceal the semi-truck parking. He said he has been parking his truck for 11 years before the violation was given. Noise and smells have not been a problem with his neighbors. Commissioners discussed the changes and Zeug and Wolfgram were concerned about creating and amending ordinances for one person instead of looking at the issue city-wide. Commissioner Brewster moved to recommend approval. Seconded by Reed. A friendly amendment by Brewster and Wolfgram to include a condition that at least 75% of adjacent property owners must agree in writing on a provided form, passed 6 to 2 with commissioners Guettinger and Lawson voting nay and Zeug abstaining. The original amended motion then carried 6 to 2 with the same commissioners voting the same way. 7.
