Plan Commission Minutes May 4, 2026 at 6:00 p.m. City Hall Council Chambers Commission Members Present: Brewster, Erickson, Holzman, Lawson, Lenard, Reed, Zeug, Wolfgram Staff Members Present: White, Tangeman Community Present: 1. Call to Order – Chairperson Erickson called the meeting to order at 6:00 p.m. 2. Roll Call – Chairperson Erickson called roll and a quorum was present of eight members. 3. Introduction of new Plan Commission members: Commissioners Guettinger and Wolfgram a. Chairperson Erickson introduced members. Guettinger was not present. 4. Election of Officers a. Commissioner Lawson nominated Erickson for Chair, second by commissioner Reed. No other nominations and motion carried unanimously. b. Commissioner Brewster nominated Wolfgram for Vice Chair, second by commissioner Lenard. No other nominations and motion carried unanimously. c. Commissioner Lawson nominated Zeug for Secretary, second by commissioner Brewster. No other nominations and motion carried unanimously. 5. Open public comment period for items not on the agenda noted as public hearings. No public comments. Consent Agenda 6. A. Approval of April 6, 2026, Plan Commission minutes B. CSM 6-26, 4 Lot CSM, Venture Drive with Right-of-Way Dedication C. CSM 7-26, 4 Lot CSM, Music Road with Right-of-Way Dedication D. CSM 8-26, 2 Lot CSM, Hamilton Avenue with Right-of-Way Dedication Commissioner Brewster moved to approve the consent agenda. Seconded by Commissioner Wolfgram and the motion carried unanimously. Regular Agenda 7. Public Hearing – For Recommendation to the City Council Rezoning (Z-1763-26) – UR and UR PD to UC • To recommend rezoning properties from Urban Residential and Urban Residential Planned Development to Urban Commercial Applicant: Real Land Surveying & Advanced Engineering Concepts Location: 900 Block of Menomonie Street Tangeman presented the proposed rezoning of three properties on the 900 block of Menomonie Street. The rezoning is from UR and UR - PD to UC. The future land use is a mixed-use building which is allowed in UC zoning. The rezoning aligns with the Comprehensive Plan’s Future Land Use Map and the Land Use and Growth Management Chapter. The commissioners asked about any other conditions in the Land Development Ordinance and about developers reaching out to the neighborhood associations. Sean Bohan from Advanced Engineering Concepts spoke as the applicant. He confirmed that the developer reached out to the neighborhood association. Plan Commission Meeting April 6, 2026 Page 2 Commissioners asked about when the build would start. Applicant said that construction will start this year. Commissioner Brewster moved to recommend approval. Seconded by Susan Wolfgram, and the motion carried unanimously. 8. Presentation and Discussion – Long Range Transportation Plan, West Central Wisconsin Regional Planning Commission Eric Anderson, the director of the Chippewa-Eau Claire MPO, talked about their collaboration with cities and towns. Specifically, the Long-Range Transportation Plan focuses on how to make roadways safer and plan for future service improvements. Commissioners asked about data provided and possible areas of transportation safety improvement in the City of Eau Claire. 9. Future Agenda Items and Announcements Commissioner Wolfgram noted JONAH’s affordable housing task force community meetings. White noted that the first steps for the Comprehensive Plan are occurring this month. 10. Adjournment _________________________ Josh Zeug, Secretary
