MINUTES EAU CLAIRE CITY COUNCIL SPECIAL MEETING Monday, April 20, 2026 City Council Chamber 6:00 p.m. PLEDGE OF ALLEGIANCE AND ROLL CALL Council Vice President Werthmann called the meeting to order. The following Council Members were present: Aaron Brewster, Charles Johnson, Larry Mboga, Joshua Miller, Nate Otto, Ethan Reed, Clara Serrano and Andrew Werthmann. The following Council Members were absent: Emily Berge and Jessica Schoen. PUBLIC DISCUSSION Public Discussion on candidates for the vacant Aldermanic District 2 seat on the City Council. Public comments recorded separately. BUSINESS AGENDA The City Council considered a resolution making an appointment to fill the vacant Aldermanic District 2 seat on the Eau Claire City Council. Thereupon a motion was offered by Council Member Otto and seconded by Council Member Serrano “to adopt the resolution.” The Council then voted by public ballot with six votes being required for appointment. In the first round of voting, Joyce Orth received five votes, Brian Trowbridge received zero votes, and Shelley Janke received three votes. Brian Trowbridge was eliminated and a second round of voting occurred. Joyce Orth received five votes and Shelley Janke received three votes. In the third round of voting, Joyce Orth received five votes and Shelley Janke received three votes. Thereupon a motion was offered by Council Member Johnson and seconded by Council Member Miller “to postpone” to the April 28, 2026, City Council meeting. Said motion passed by unanimous vote.
