MINUTES EAU CLAIRE CITY COUNCIL SPECIAL MEETING Monday, March 30, 2026 City Council Chamber 5:00 p.m. PLEDGE OF ALLEGIANCE AND ROLL CALL Council President Berge called the meeting to order. The following Council Members were present: Emily Berge, Aaron Brewster, Larry Mboga, Joshua Miller, Nate Otto, Ethan Reed, Jessica Schoen, and Andrew Werthmann. The following Council Members were absent: Charles Johnson and Clara Serrano. PUBLIC DISCUSSION A Public Discussion on an Agreement between City of Eau Claire and Eau Claire United Soccer Club, Inc. for the Operation of the Eau Claire Soccer Park. Public comments are recorded in notes separately. BUSINESS AGENDA The City Council considered a resolution Approving an Agreement between City of Eau Claire and Eau Claire United Soccer Club, Inc. for the Operation of the Eau Claire Soccer Park. Thereupon a motion was offered by Council Member Otto and seconded by Council Member Brewster “to adopt the resolution. Thereupon a motion was offered by Council Member Werthmann and seconded by Council Member Reed “to amend the agreement” by adding: Section 10. u. Follow a nutrient management plan that promotes optimal turf health and supports recovery and growth. Apply a total of no more than 3–4 lbs. of nitrogen per 1,000 sq ft annually, divided into four applications throughout the growing season, consistent with the following: Section 10. u.i. If the City Council adopts policies, standards, or guidance that reduce or restrict the application of fertilizers or herbicides on City-owned parks and green spaces, such policies, standards, or guidance shall apply equally to the Soccer Park. Upon such adoption, the nutrient management plan shall be revised to conform to those policies without the Transferee being deemed in breach of this Agreement, provided that turf quality is maintained consistent with the maintenance standards of care set forth in this Exhibit C. Said motion passed by unanimous vote. A vote was then taken “to adopt the resolution” with amended agreement. Said motion passed by the following vote: Aye: Council Members Berge, Brewster, Miller, Otto, Reed, Schoen, and Werthmann. Nay: Council Member Mboga.
