Reading & Approval of Past Meeting Minutes (February 17, 2026) Goulet made a motion to approve; Gunderson seconded. Motion carried unanimously. 3. Open Public Comment Period for Items that do not appear on this Agenda Scott Larson spoke about the Chippewa Valley Bike Maps and asked BPAC for a donation for printing. He stated that BPAC donated $500 to the maps back in 2021 for 30,000 maps, and the map inventory is almost depleted so it’s time to order more. By giving a donation, the City of Eau Claire logo would be included on the non-profit page of the bike map. The Committee will place the discussion on next month’s agenda. Scott Larson also noted that BPAC elections have historically taken place at the January meeting. In 2025 they were held in March and in 2026 they will be held in April. Scott suggested that BPAC should get back to holding January elections in 2027. 4. Business Agenda Items a. Election of BPAC Officers  Due to the absence of four members tonight, the Committee decided to postpone this item until next month. b. BPAC Funds for Safety Items and Awards  Rinka announced that he was able to find $500 of budget from the Engineering Department’s operating expense accounts to purchase bike week safety item handouts and award plaques. The Committee also wants to discuss at next month’s meeting donating some funds to the paper maps that Scott Larson asked for in the Public Comment period. 5. Discussion Agenda Items a. Complete Streets Policy Presentation  Zastoupil gave a PowerPoint presentation on Complete Streets policy ideas. Following the presentation the group discussed ideas of how to move forward; it was decided to modify the current 2019 Draft Policy to include some additional specifics that were mentioned in Zastoupil’s presentation. A discussion also took place about how the City is working on an update to the Comprehensive Plan and will be requesting an update to the Complete Streets Policy from BPAC, which would be included in the update to the Comprehensive Plan. This provides more reason for the BPAC group to update the 2019 Draft Policy of Complete Streets. 6. Announcements and Future Topics: a.
