Housing Opportunities Commission Minutes March 11, 2026 1. Call to Order at 5:16pm 2. Roll Call and Introduction of new Commissioner A. Commissioners Present: Erin Hanson, Christina Thrun, Todd Scwartz, Brooke Peterson, Carrie Poser, Cody Filipczak, Angie Stokes B. Commissioners Absent: Laura Lash, Madison Buechner, Jessica Schoen C. Staff Present: Billie Hufford, Jessca Oleson-Bue, Nicole Kragness 3. Approval of meeting minutes of February 11, 2026 – Motion to approve made by Commissioner Stokes, seconded by Commissioner Poser, passed unanimously. 4. Open Public Comment Period Phil Swiler introduced himself as the new Executive Director of Habitat for Humanity. 5. Public Hearings 6. Business Agenda items A. Housing Fund Matrix Review (30 min) (Action Required) Hufford presented updates to the matrix and made suggestions on a few points. Hufford also shared the “to apply” criteria that would be included in the RFP. Commissioners reviewed the matrix and provided feedback. Motion to recommend matrix to Coun cil made by Commissioner Poser, seconded by Commissioner Hanson, passed unanimously. B. Housing Funding Programs – Training Session Planning (30 min) Discussed potential training on housing programs. Tentatively planned for mid-summer/July. 90- minute session with 3 programs discussed. C. Staff updates (30 min) (a) Housing Projects Update (i) Commissioner Filipczak shared information on a development he is working on. (ii) Commonweal Report – Hufford shared information from the Commonweal Development Report for 2025. (iii) Community Development Report & Map – Hufford shared the Community Development Report for 2025. 7. Discussion and Direction A. Future Agenda Items B. Announcements a. Next meeting: April 8, 2026 Hufford shared the April meeting will be the last meeting for Commissioners Filipczak and Poser. Chair Thrun shared she will be a part of a panel hosted by JONAH on May 14 th, 5pm-7pm. 8.
