PUBLIC HEARING – AMEND ZONING CODE ORDINANCE 6:30 P.M. – Augusta City Hall Notice pursuant to section 62.23(7)(d), Wisconsin Statutes and Chapter 9 of the Code of General Ordinances of the City of Augusta, WI. Notice is hereby given that, on Tuesday, November 12, 2024 at 6:50 p.m., the Augusta City Council will meet at Augusta City Hall, 145 W. Lincoln Street, Augusta, WI 54722 for a public hearing to consider the adoption of general updates and revisions to Chapter 9 Zoning Code of General Ordinances of the City of Augusta. All interested parties should attend. Mayor Jason TePaske called the Public Hearing to order at 6:50 p.m. Present were council members Sue Troxel, Patricia Wessel, Robert Chaffee, and Brian Leslin. Also present: Gordon O’Brien and Cynthia Anderegg. PUBLIC COMMENT None ADJOURNMENT Motion by Chaffee seconded by Leslin to adjourn. Motion carried. Mayor Jason TePaske called the Regular meeting of the Augusta City Council to order at 7:00 p.m. Present were council members Sue Troxel, Patricia Wessel, Bob Chaffee, and Brian Leslin. Also present were Gordon O’Brien, Scott Williamson, Kasandra Thompson, Leslie LaRose, and Cynthia Anderegg. Vacant: Ward 2. Pledge of Allegiance ACKNOWLEDGEMENT OF PROPER POSTING A notice of the meeting and an agenda were posted at the three public places, and the local newspaper was notified. APPROVAL OF AGENDA Motion by Troxel seconded by Wessel to approve the agenda. Motion carried. APPROVAL OF MINUTES • Motion by Leslin seconded by Wessel to approve the minutes for the October 10th City Council Meeting. Motion carried. City Council Meeting August 20th; Personnel Committee Meetings August 20th, 29th, and September 4th. Motion carried. • Motion by Wessel seconded by Leslin to approve the minutes for October 30th Special City Council meeting. Motion carried. • Motion by Troxel seconded by Leslin to approve the minutes for November 7th Special City Council meeting. Motion carried. PUBLIC COMMENT None APPROVAL OF DEPARMENT REPORTS Motion by Wessel seconded by Leslin to receive the Treasurer’s Report. Motion carried. Motion by Troxel seconded by Chaffee to receive the Police Department Report. Motion carried. Motion by Wessel seconded by Troxel to receive the Senior Center Report. Motion carried. Motion by Troxel seconded by Wessel to receive the Library Report. Motion carried. Motion by Leslin seconded by Chaffee to receive the Public Works Department Report. Motion carried. The following Augusta Bridge Creek Fire Department Minutes were available for review July, August and September 2024. DISCUSS AND CONSIDER ADOPTING CHAPTER 9 ZONING CODE ORDINANCE GENERAL UPDATES AND REVISIONS Motion by Leslin seconded by Chaffee to adopt the revisions and updates to the Chapter 9 Zoning Code Ordinance per Plan Commission’s recommendations. Roll call vote: Ward 1, yes; Ward 2, Vacant; Ward 3, yes; Ward 4, yes; Ward 5, yes. Motion carried. The updates and revisions include but are not limited to changing the title of “Building Inspector” to Zoning Administrator” CONSIDER APPOINTING WARD #2 ALDERPERSON TO FILL VACANCY Motion by Troxel seconded by Chaffee to Table until the January 2025 City Council meeting. Motion carried. CONSIDER APPROVAL OF REVISED AMENDMENT #5 TO ENGINEERING AGREEMENT WITH DAVY ENGINEERING Motion by Leslin seconded by Chaffee to approve amending the engineering agreement with Davy Engineering. The amended agreement includes adjusting time and budgets, and updates to the 2023 Water System Projects for additions and modifications to Phase 1 & 2 for the Well#11 projects, and Phase #3Well #7, Well #9 Water Loop, and Pease St. Railroad projects. This will be a net increase of $3,790.00. The previous Amendment was approved on May 14, 2024. Roll call vote: Ward 1, yes; Ward 2, Vacant; Ward 3, yes; Ward 4, yes; Ward 5, yes. Motion carried. REVIEW AND DISCUSS SEWER UTILITY RATES FOR 2025 Motion by Chaffee seconded by Troxel to Table until the November 26, 2024 Special City Council meeting. Motion carried. DISCUSS AND CONSIDER PURCHASING A NEW UNDERGROUND UTILITY LOCATOR No Discussion. Public Works Superintendent, Scott Williamson, will revisit this in the future. APPROVE BARTENDER LICENSE APPLICATIONS None ANNOUNCE AND DISCUSS UPCOMING MEETINGS AND EVENTS a. Public Hearing and Special Budget meeting – November 26th at 6:30 pm b.
