Board of Review — Minutes

BOARD OF REVIEW * WEDNESDAY, SEPTEMBER 18, 2024 * 5:00 O’CLOCK P.M. The Board of Review for the City of Augusta was called to order by City Clerk Cynthia Anderegg at 5:00 pm. Present were Board members Jason TePaske, Sue Troxel, Patricia Wessel, Brian Leslin, and Cynthia Anderegg. Also present was Assessor Jason Winters, Bowmar Appraisals. Absent: Robert Chaffee Notices of this meeting were posted at 3 places and the door of City Hall on August 20, 2024. The Augusta Post Office, Lance’s Fresh Market, and the Augusta Memorial Public Library. A notice was published in The Ad-Delite in the August 20, 2024 issue. Motion by Troxel seconded TePaske to appoint Cynthia Anderegg as Clerk for the Board of Review. Motion carried. Motion by Wessel seconded by Anderegg to appoint Jason TePaske as Chairperson of the Board of Review. Motion carried. Motion by TePaske seconded by Leslin to appoint Patricia Wessel as Vice-Chairperson of the Board of Review. Motion carried. Clerk Anderegg certified that all training requirements were fulfilled for certification. The following have completed Board of Review training in 2024 prior to the BOR’s first meeting: Patricia Wessel, Sue Troxel, Robert Chaffee, and Cynthia Anderegg. Chairperson TePaske verified that City ordinance 14.06 provides for confidentiality of information about income and expenses that is provided to the assessor. Motion by Wessel seconded by Leslin to adopt policy on Procedure for Sworn Telephone or Sworn Written Testimony Requests. Motion carried. Motion by Anderegg seconded by Troxel to adopt policy on Procedure for Waiver of Board of Review Hearing Requests. Motion carried. Assessor Jason Winters read in to record the Assessor’s Affidavit. Clerk Anderegg verified that the Assessor’s Affidavit was signed and attached to the 2024 Assessment Roll. Clerk Anderegg swore in Assessor Jason Winters. Certify all corrections of error under state law: There were no corrections. Review Notices of Intent to File Objection: Property Owner: Christopher Jones and Linda King Parcel # 1820222606324402005 Property address: 807 Hudson St. Original assessment: Land $12,900, Improvements $149,200, Total $162,100 The objector was sworn in by Clerk Anderegg and his testimony was heard. Motion by Troxel seconded by Wessel to accept the Assessor’s original assessment value of Land $12,900 and Improvements $149,200 Totaling $162,100. Roll call: Jason TePaske, yes; Sue Troxel, yes; Patricia Wessel, yes; Brian Leslin, yes; Cynthia Anderegg, yes. Motion carried. As no other objectors are currently present the Board went into recess. Motion by Troxel seconded by Wessel to call the meeting to go into recess until an objector is present. Chairperson Troxel called the meeting out of recess at 7:00 pm. No additional objections were heard. Motion by Leslin seconded by Troxel to adjourn Board of Review. Motion carried and Board adjourned at 7:00 p.m. Cynthia Anderegg, Clerk
