1. Call to Order: 6:30 p.m., Village Hall Meeting Room, 122 E. Lincoln Ave., Fall Creek 2. Pledge to Flag 3. Roll Call: Members Present: Chairman Chester Goodman, Trustees Bob Jenkins, Matt Mattoon, Wayne Steinke, Karen Strasburg, Dane Zook. Members Absent: Tina Jacobson. Staff Present: Clerk-Treasurer Renee Roemhild. Also Present: four citizens. 4. Certify Open Meeting Law Requirements Have Been Met: A notice of the meeting and an agenda was posted in the three public places & newspapers were notified. 5. Adopt Agenda:  MOTION (Steinke/Mattoon) to adopt the agenda as printed PASSED, without negative vote. 6. Bret Luedtke, Eagle Scout Project: Bret Luedtke presented the board with design and location options for signs as discussed at the 7/13/15 & 8/10/15 village board meetings.  MOTION (Steinke/Mattoon) to select the horizontal option for the south entrance to the Village and the lamp-post style option for the north entrance to the village. PASSED, without negative vote. 7. Consider Ingrid Schultz Petition to Rezone 132 W McKinley Avenue from Two-Family Residential (R2) to Commercial Central Business District (C-1): President Chester Goodman reported the Plan Commission held a public hearing regarding the above petition and then made a recommendation that the village board approve the request.  MOTION (Mattoon/Strasburg) granting the request of Ingrid Schultz to rezone 132 W McKinley Ave to C-1. PASSED, without negative vote. 8. Move to Convene in Closed Session Per Wis. Stat. 19.85(1)(e) Deliberating or Negotiating the Purchasing of Public Properties, the Investing of Public Funds, or Conducting Other Specified Public Business, Whenever Competitive or Bargaining Reasons Require a Closed Session, Namely Negotiations and Strategies Regarding Specific Economic Development Opportunity.  MOTION (Jenkins/Steinke) @ 6:55 p.m. and to invite the Clerk-Treasurer into the closed session. President Goodman announced that at the end of the closed session, the Board would return to open session to conduct further business. PASSED, roll call vote: Jenkins-yes, Mattoon-yes, Steinke-yes, Strasburg-yes, Zook-yes, Goodman-yes. 9. Move to Return to Open Session and Action, if Any, on Matters Discussed in Closed Session:  MOTION (Jenkins/Mattoon) @ 8:08 p.m. PASSED, roll call vote: Steinke-yes, Strasburg-yes, Zook-yes, Goodman-yes, Jenkins-yes, Mattoon-yes. 10.
