1 TOWN OF PLEASANT VALLEY October 23, 2025 TOWN BOARD MEETING CALL THE MEETING TO ORDER Chairman Doug Nelson called a Town Board Meeting of the Town of Pleasant Valley to order on Monday, October 23, 2025, in the Pleasant Valley Town Hall in Cleghorn at 6:00 pm. REVIEW CAPITAL PLAN The current capital plan was reviewed. Proposed 2026 Budget The board reviewed, discussed, and recommended the proposed 2026 budget of $2,319,405. Revenues include the General Town Tax of $642,381, the Debt Service payment levy of $530,906, the TFD Levy of $5,540, and the Applied Balances and Reserves of $344,883. Applied Balances and Reserves include an applied amount of $160,000 for highway purposes, a balance forward of $28,648 from the Park Account, a balance forward of $3,500 from the Museum Account, a balance forward of $47,735 from the Generator Account, a balance forward of working capital of $85,000, and a balance forward of $20,000 from the contingency fund to be applied to the General Fund. Also included in revenues are proceeds from long-term debt of $300,000 for the purchase of a new plow truck that will be delivered in late 2026. The board reviewed, discussed, and recommended the Proposed Expenditures of $2,319,405, which include funds to Reserves for Contingency Fund of $20,000, generator fund balance forward of $67,735, working capital of $85,000, and Park Fund Balance Forward of $28,648. The budget figures are based on the levy limit increase per the state determination of the allowable 2025 payable 2026 levy of 3.6% (net new construction) and the debt service payment of $530,906. CAPITAL OUTLAY PROJECTS The town has ordered a new plow truck for delivery in late 2026. The loan will not be obtained until delivery. Community center improvements for $7,000. Town shop improvements of $5,000. APPROVE PROPOSED BUDGET SUMMARY FOR POSTING Motion (Iverson/Bechel) to approve the 2026 summary of the proposed budget to be published and posted.
