TOWN BOARD MEETING
CALL THE MEETING TO ORDER
Chairman Doug Nelson called a Town Board Meeting of the Town of Pleasant Valley to order on
Monday, May 12, 2025, in the Pleasant Valley Town Hall in Cleghorn at 7:00 p.m.
PLEDGE OF ALLEGIANCE
Chairman Doug Nelson called to honor our flag with the Pledge of Allegiance.
INTRODUCTION OF TOWN OFFICIALS
The board members present were Chairman Doug Nelson, Supervisor Scot Iverson, and Supervisor Megan
Bechel. The staff members present were Jen Meyer, Clerk/Treasurer, and Highway Foreman Wyatt
Wathke.
CONFIRMATION OF PROPER POSTING
Clerk/Treasurer Jen Meyer confirmed that the meeting was posted properly more than 48 hours ahead of
its scheduled time on the Town webpage and the Town Hall posting board, as required by state statute.
PRELIMINARY REZONE DISCUSSION
Barton Guo and prospective land buyer Larry Becker shared the arising issues with the previously rezoned
40-acre parcel from AP to A3. Due to the wetlands, the configuration of the two 20-acre parcels does not
allow for enough road frontage. A3 requires 330 ft of road frontage. They are unable to obtain any road
frontage on Cty HH, and Cty W has a significant amount of mapped wetland, not allowing for driveway
access to the northern 20 without access being provided further south. They have spoken with Planning
and Development regarding their options. They have also met with Travis Holt from DNR to work on
delineating a portion of the mapped wetland, as an onsite visit revealed dry land in the mapped area.
Mr. Guo and Mr. Becker propose that the Town rezone the southern 20 acres of the newly created A3 land
to A2. The Town is not supportive of this change in zoning. The town supports delineating the wetland, a
shared driveway, or an easement.

Park/Historical Committee/Lions Club/TFD updates
-Frank has an estimate for playground equipment from one distributor. The project would cost $110,000 -
$120,000 if we were to do it today. It is not pertinent that this is completed soon, but it does need to be part
of our long-term plan. There are other equipment suppliers and opportunities for grants.
-Concrete bids for the dugouts have been received. A bid request for the fencing will go out in early June.
-Additional red lime needs to be ordered for the ball field.
CITIZEN INPUT
Kim Nimmo, of Balsam Road, expressed concerns regarding the field access driveway connecting to
Balsam Road being too close to the intersection with Lowes Creek Road. There are other existing access
points to said field. The Town will eliminate this access point as part of road construction. A letter will
be sent to the property owners informing them of the change.
