1 TOWN OF PLEASANT VALLEY October 21, 2024 TOWN BOARD MEETING CALL THE MEETING TO ORDER Chairman Dan Hanson called a Town Board Meeting of the Town of Pleasant Valley to order on Monday, October 21, 2024, in the Pleasant Valley Town Hall in Cleghorn at 10:00 a.m. REVIEW CAPITAL PLAN The current capital plan was reviewed. Proposed 2024 Budget The board reviewed, discussed and recommended the proposed 202 5 budget of $1,823,320 Revenues that include General Town Tax of $620,105, Debt Service payment levy of $426,163, TFD Levy of $5,827 and Applied Balances and Reserves of $228,830. Applied Balances and Reserves include an applied amount of $50,000 for highway purposes, a balance forward of $38,928 from the Park Account, a balance forward of $3,282 from the Museum Account, a balance forward of ARPA funds of $100,000, a balance forward of $16,620 from the Generator Account, and a balance forward of $20,000 from the contingency fund to be applied to the General Fund. The board reviewed, discussed and recommended the Proposed Expenditures of $ 1,823,320 which include funds to Reserves for Contingency Fund of $20,000 and Park Fund Balance Forward of $ 34,928. The budget figures are based on levy limit increase per the state determination of allowable 202 4 payable 2025 levy of 2.0% (net new construction) increase and debt service payment of $426,163. CAPITAL OUTLAY PROJECTS The town will order a new plow truck in 2025 for delivery in 2026. The loan will not be obtained until delivery. Finishing office space and a radar speed sign are included in the capital outlay projects. APPROVE PROPOSED BUDGET SUMMARY FOR POSTING Motion (Nelson/Hanson) to approve the 2025 summary of proposed budget with changes as discussed to be published and posted. Chairman Hanson announced the ayes carry and the motion is adopted 3-0. ADJOURNMENT Motion (Nelson/Iverson) to move this meeting is adjourned.
