1 TOWN OF PLEASANT VALLEY October 25, 2023 TOWN BOARD MEETING CALL THE MEETING TO ORDER Chairman Dan Hanson called a Town Board Meeting of the Town of Pleasant Valley to order on Wednesday, October 25, 2023, in the Pleasant Valley Town Hall in Cleghorn at 10:00 a.m. ATTORNEY REQUEST FOR PROPOSALS The board reviewed the two Request for Proposals received. Motion (Nelson/Green) to invite Christopher Gierhart from Weld, Riley SC to an upcoming meeting to discuss entering into an agreement. Chairman Hanson announced the ayes carry and the motion is adopted 3-0. REVIEW 2024-25 LRIP APPLICATION The Town is applying for a TRIP-S grant through the WI DOT. Eau Claire County is part of a pilot program and scoping services are being provided. The application and narrative were reviewed with suggestions made. Jen will edit and forward to Mark Servi for review. REVIEW CAPITAL PLAN The current capital plan was reviewed. Proposed 2024 Budget The board reviewed, discussed and recommended the proposed 2024 budget of $1,942,206 Revenues that include General Town Tax of $607,921, Debt Service payment levy of $427,976 and Applied Balances and Reserves of $295,988. Applied Balances and Reserves include an applied amount of $85,000 for highway purposes, a balance forward of $36,288 from the Park Account, a balance forward of $2,260 from the Museum Account, a balance forward of ARPA funds of $154,700 and a balance forward of $20,000 from the contingency fund to be applied to General Fund. The board reviewed, discussed and recommended the Proposed Expenditures of $1,942,206 which include funds to Reserves for Contingency Fund of $20,000 and Park Fund Balance Forward of $ 28,028. The budget figures are based on levy limit increase per the state determination of allowable 2023 payable 2024 levy of 3.7% (net new construction) increase and debt service payment of $427,976. CAPITAL OUTLAY PROJECTS The town will order a new plow truck in 2024 for delivery in 2025. Painting of the museum and lines in the parking lots are also included int capital outlay projects. APPROVE PROPOSED BUDGET SUMMARY FOR POSTING Motion(Hanson/Nelson) to approve the 2024 summary of proposed budget with changes as discussed to be published and posted. Chairman Hanson announced the ayes carry and the motion is adopted 3-0. ADJOURNMENT Motion (Nelson/Green) to move this meeting is adjourned.
