Deputy
Director
of
Community

Ty
will
be
the

of
Community
Services
when
Lane
retires
and
will
also
be
appointed
as
a
representative
to
this
Committee.
Landfill Data Presentation and Summary Presentation by GFL: Mark Vinall ● John will send the steps on how to access the Google Drive to review quarterly reports
to
Ty
and
Brian.
● DNR Permission for a Soil Borrow has been requested in the 80 acres by the closed
sector
of
the
Landfill.
This
soil
will
be
used
for
cover
and
capping
closed
cells.
● 7 Mile Landfill was purchased by GFL October 20, 2020. GFL has acquired two disposal
companies
this
year,
Modern
Disposal
in
Black
River
Falls
and
a
Transfer
Station
in
Mauston.
Although
the
tonnage
was
down
due
to
seasonality,
Quarter
4
tonnage
of
101,540
is
higher
when
compared
with
Quarter
4
in
2025
of
90,588.
● Host Fee payments are being received on a timely basis. ● Leachate has been lower in both Sector 1 and 2 when compared to 2025. Chippewa
Falls
is
no
longer
accepting
leachate
due
to
PFAFs,
so
Medford
is
the
only
place
accepting
it
at
this
time.
Regulations
on
PFAFs
and
PFOFs
are
getting
more
stringent
as
thousands
of
these
“forever
chemicals”
are
being
produced
and
identified
as
harmful
microplastics.
New
technology
is
being
developed
to
incinerate,
bury
or
inject
the
“media”
that
collects
the
PFAFs
from
treatment
systems.
● GFL is installing a temporary treatment system using Reverse Osmosis to process
18,000
gallons
of
leachate
a
day.
They
plan
to
increase
up
to
50,000
gallons
a
day
by
2027-28.
This
pilot
is
due
to
begin
functioning
in
June
or
July.
GFL
also
has
treatment
facilities
operating
in
Michigan
and
S.
Carolina.
Once
the
PFAFs
are
removed,
water
treatment
plants
will
accept
it.
● The City of Eau Claire has installed an ion-exchange resin system to remove the PFAFs
from
drinking
water
coming
from
exposed
wells.
The
City
will
be
updating
the
County
Board
before
the
system
goes
on
line.
The
City
could
accept
leachate
at
its
treatment
facility
after
GFL
has
removed
the
PFAFs.
● GFL picked up litter 17 times in Quarter 1 and swept the road 31 times. ● There were no shutdowns in Q1. However, high winds and stormy weather in April
caused
the
shutdown
of
a
tipper.
● There were no recorded odor or dust complaints. ● The following reports were submitted to WDNR in Quarter 1: Semi-Annual Monitoring Reports for July-December, 2025 October, 2025 GEMS Letter No biopile activity occurred this Quarter, but the permit to treat contaminated soil has
been
maintained
and
the
2025
Annual
Report
to
WDNR
completed.
Final AEI Summary and Annual Liquids Addition Report ● Construction on cell 14B will take place in late May. ● Technology to develop a Waste to Energy program is still being considered. ● No one from the City of Eau Claire has discussed the possible increase in food waste
collection
to
be
processed
at
the
landfill
with
Mark.
Discussion and Action Items : A. Committee Member Replacement: Applicants are being considered for a replacement
for
Richard
Arnold,
former
citizen
representative
for
the
City
of
Eau
Claire.
B. Sociological Payments/Process: Revisions were made to update the list of recipients and
eligible
property
owners
received
the
annual
payment.
C. Sociological Payment Report and Clarification of 1099 Issuance: According to tax law,
the
year
the
payment
is
made
by
the
payor
is
also
the
year
that
the
recipient
must
claim
the
payment
on
their
tax
statement.
The
year
in
which
the
payment
is
received
is
not
the
determining
factor.
D. Clarification and Legal Opinion on Deceased Property Owner’s right to Sociological
Payment:
John
A.
will
contact
Atty.
Anders
Helquist
to
clarify
legal
interpretation.
E. Notice of Next Meeting Date: Matt will send out a notice of the next meeting date to the
members
of
this
committee
of
the
next
meeting
date.
F. It would be helpful for the Town Office and Kathy to have a large-sized map of the
Landfill
and
property
within
a
1
mile
radius,
listing
the
property
owners
and
identifying
their
location
for
reference.
The
map
contained
in
the
2022
Agreement
is
8
½
x
11”
and
is
too
small
to
be
useful.
If
Mark
would
provide
the
map,
Lane
could
make
large
copies.
Agenda Items for Next Meeting: ● Access to GFL Quarterly Report: John A. ● Provide 2 copies of a large-sized map of the Landfill and property within one mile radius:
Mark
and
Lane
● Progress on development of Leachate Treatment Facility: Mark ● Bi-Annual Landfill Inspection: Phil Schmacher, City-County Health Department ● Clarification and Legal Opinion on Deceased Property Owner’s right to Sociological
Payment:
John
A.
Next Meeting Date: Thursday, July 23, 2026, 1:00 p.m. at the Town of Seymour Hall Adjourn: Motion to Adjourn at 2:16 p.m. by Lane and seconded by Joe Knight. Approved
unanimously.
