Approved by unanimous vote by John Ailie, Kathy Campbell, Joe Knight, Matt Steinbach and Richard Arnold. Approval of Minutes for August 14, 2025 : Motion by Richard and seconded by John Ailie. Approved by 4 members, with Joe Knight abstaining. Public Comments: None Landfill Data Presentation and Summary: Presented by Mark Vinall, GFL Representative ● 111,431 tons of waste were collected in Q3. This is an increase of approximately 14,000 tons when compared with Q3 2024. Mark cites the reason for higher volume collected at transfer stations in Mosinee and Antigo and roof repairs due to storm damage in our area. ● The amount of leachate removed was higher in Quarter 3 compared to second Quarter due to more rain. More leachate is being generated in the new cell when compared to Quarter 3 of 2024. ● Litter was picked up from County Q 33 times and County Q was swept 62 times. ● Winds were moderate over the third Quarter. ● No odor or dust complaints were received. ● The WDNR inspected Sector 1 and 2 on July 2, 2025. During the inspection, a leachate spill occurred. The WDNR staff were informed of the cause, extent and clean-up actions taken. The spill was documented and a report to the WDNR was completed on August 8, 2025. ● No groundwater monitoring or private well monitoring was conducted in Quarter 3. However, a letter was sent on September 16, 2025 to eligible residents within a half mile of the landfill, offering private well testing. These wells are not tested for PFAs. Very few PFAs have been banned. The county tests for 30 of the 1000s of different chemical PFAs that could be found in the landfill, environment, clothes, cookware, etc. that may be responsible for health issues. The WDNR hasn’t provided guidance on acceptable levels to test leachate, agricultural fertilizers, etc. that may appear in groundwater. PFAs have been found in multiple wells in four areas in Eau Claire County. Certain water filters provide a reasonable, affordable treatment for drinking water. Reverse osmosis filters can be used when higher-level contamination is present. ● GFL submitted multiple GEMS reports, a Spill Report on August 8, 2025 and completed a semi-annual Monitoring report on August 28, 2025. ● Currently, UW-EC and UW-Stout contract with GFL to haul food waste to the landfill for composting. Discussion and Action Items: A. Property Protection Letter was sent on May 22, 2025 to eligible residents by John Blackmon. B. Host Fee ACH Process has been functioning well. C. Legal Interpretation and Clarification: John received information as to Atty. Helquist’s legal interpretation of whether payment is due to the estate of deceased residents. He said GFL is holding to their interpretation of the Agreement that if the residence is not owner-occupied as of November 30, that individual is no longer eligible for a payment. Atty. Helquist also stated that a list should be kept if any exceptions are made to this interpretation. The Exceptions that have been made as of this date: The Estates of Dale Johnson and John Anderson each received a sociological payment for 2024. Even though Michael and Katherine Asmussen had given a Life Estate to their daughter, Kammy Brown, they received a payment for 2022, 2023 and 2024. D. Sociological Payment and Process Report: The report from GFL and Roxie at Eau Claire County Planning and Development were provided to Kathy to review. E. Compare and Compile 2025 Sociological Reports: The reports from GFL and Planning and Development were reviewed, additions and revisions were made to bring the reports up-to-date. A list of the revisions will be given to John Ailie, Mark and John Blackmon, as representatives of GFL, Planning and Development and the Town Clerk. Payment is also dependent upon GFL receiving the completed W-9 form. Kathy will remind the three new residents to complete the W-9 form available at the GFL office at the Landfill. GFL and Planning and Development will update their lists to ensure the correct 2025 sociological payment for eligible residents. These lists will be provided to Kathy and the Town of Seymour Clerk for future reference. F. Appointment of Replacement: John Ailie has not been informed of Jon Johnson’s replacement on this committee. Joe will ask Jon Johnson if he knows who will fill his position. G. Provide Copy of 1996 Seven Mile Creek Landfill Agreement: The reason for this request had to do with having a complete record regarding the host payment. In 1996, a Purchase Agreement was entered into by the parties, but Mark says there was not a provision regarding a host payment in that document. The first Agreement that refers to a host payment was in 2001. Therefore, Mark provided a copy of the 2001 Host Agreement between Superior Disposal, Eau Claire County, City of Eau Claire and the Town of Seymour to the Town Clerk, rather than a copy of the 1996 Purchase Agreement. He will put the 2001 Host Agreement on Google Drive for committee members to review. H. Information and Monitoring of VOCs at EMR: Phil was unable to attend and will address this issue at the next meeting. Other Business: It was requested that notice of the next meeting date be sent to members and GFL representatives shortly after the meeting to get it put on the calendars. Kathy will ask Jean or Sarah to send the date, so it goes directly onto the receiver’s electronic calendar. Next Meeting Agenda: Appointment of Replacement for Jon Johnson: John Ailie Notice to members and GFL Representatives of Next Meeting Date: Kathy Upload 2001 Agreement to Google Drive: Mark Update on 2025 Sociological Payment Process & Report: Mark and John Blackmon Private Well-Testing Reports: Mark and John Blackmon Information and Monitoring of VOCs at EMR: Phil Schumacher Set Next Meeting: January 29, 2026 at 1:00 p.m. at the Seymour Town Hall Adjourn: Motion to Adjourn at 2:43 p.m. by Matt Steinbach and seconded by Joe Knight. Approved unanimously. Respectfully submitted, Kathy Campbell Seven Mile Creek Standing Committee Secretary
