DISCUSSION AND ACTION ITEMS
A. HUNTING PERMITS- The Board reviewed the hunting permit request for M. Wold. It was determined
that no town permit is required, as the property is located within the newly designated modified restricted
zone. The Board noted that if the property owner plans to allow gun hunting on the property, they should
review applicable state regulations due to the property’s proximity to a state highway.
B. OPERATOR LICENSE- Supervisor Schick motioned to approve initial Operators License for D.
Reynolds. Motion seconded by Supervisor Parker. Motion carried.
C. PICNICE LICENSE APPLICATION- Supervisor Schick motioned to approve Picnic License for Eau
Claire Ski Striders (Chippewa Valley Nordic Ski Team) upon proof of one member completing Wisconsin
Responsible Server course. Motion seconded by Supervisor Parker. Motion carried.
D. REZONE-CHRIS/JOE ELSNER- C. Elsner read a prepared statement explaining reasons for their request
to split the parcel. Chair Ailie reported that he spoke with Matt at Eau Claire County, who noted that rezones
related to family use for building purposes are generally viewed more favorably. The parcel is currently
zoned AP and the proposal would change one parcel to A-3 and the other to A-2. J. Elsner confirmed
the current parcel is not enrolled in Managed Forest Crop nor agricultural production programs. Supervisor
Parker questioned whether this would constitute spot zoning. Chair Ailie made a motion to inform Eau Claire
County Zoning that the Town is in favor of the rezone request. Supervisor Schick seconded the motion.
Motion carried (2 Aye/1 Nay).
E. FOLLOW-UP OF TOWN’S PLANNING COMMISSION MEETING- AUGUST 27,2025 BY
KEN SCHICK- It remains unclear whether Eau Claire County Planning and Development has changed, or
is in the process of changing, the terminology from “Agricultural” to “Agricultural Related.” Supervisor
Schick requested a copy of the previous zoning definitions, as well as a copy of the proposed Comprehensive
Plan zoning definitions.
F. HERITAGE ESTATES SUBDIVISON/LEGACY DRIVE- The Board reviewed resolution to adopt
Legacy Drive as a town road. Supervisor Schick made a motion to approve the resolution to adopt Legacy
Drive. Supervisor Parker seconded the motion. Motion carried.
G. RESOLUTION AUTHORIZING MUNCIPALITY TO EXCEED LEVY LIMIT FOR THE JOINT
FIRE DEPARTMENT- The Board reviewed resolution Authorizing a Signatory Municipality to Exceed
the Levy Limit for the Joint Fire Department. Supervisor Parker made a motion to approve the resolution.
Chair Ailie seconded the motion. Motion carried.
H. BUDGET SCHEDULE- Will hold special Town meeting of electors to approve 2025 town levy and Public
Hearing on town’s proposed 2026 budget on November 10 at 6:30 p.m.
I. EAU CLAIRE COUNTY TRI ENTITLEMENT FOR 2026-27 LRIP PROGRAM- The Town is in
the queue to submit TRI Entitlement projects for the 2026–2027 program cycle. Supervisor Parker completed
the LRIP application form for funds to be used on Burnell Drive. Chair Ailie will review and sign the
application before submitting it to M. Servi before November 15.
J. EMERGENCY PLAN- The Board reviewed the current Emergency Plan on file for the Town and
determined the information is outdated. Supervisor Parker will review and determine updates needed.
CLOSED SESSION: Supervisor Parker made a motion to enter closed session to review 2026 Town employee
salaries. Supervisor Schick seconded the motion. Motion carried. The closed session was called to order at 8:45 p.m.
At 9:06 p.m., Supervisor Schick made a motion to adjourn the closed session. Supervisor Parker seconded the
