The 149th Annual Meeting of the Town of Seymour was held on Tuesday, April 16, 2024, at the Seymour Town Hall.
Board members present were Town Chair Jessica Janssen, Town Supervisor Kerry Parker, and Town Supervisor Ken
Schick. Also present were Road Supervisor John Oxley, Town Clerk/Treasurer Jean Eisold, Deputy Clerk/Treasurer
Sarah Smith, and two area residents.
Chair Janssen called the meeting to order and led us in the pledge of allegiance to the flag.
The Board and staff were introduced.
Chair Janssen asked if there were any additions and/or corrections to the minutes of the 2023 Annual Meeting. Chair
Janssen motioned to accept the minutes as presented. Kerry Parker seconded the motion. Motion carried.
Town Assessor, unable to attend. Provided information they are currently conducting revaluation for the 2024 assessment
year. The work being done will bring our municipality back into compliance with the Wisconsin Department of Revenue.
Once the work has been completed, all classes of property will be as close to 100% of market value. The 2024 work is on
going and will likely be throughout the summer. To comply with the State of WI Chapter 70 state statues, we will need to
hold Board of Review meeting and adjourn for later in the year, when assessment is complete.
Financial Statement Highlight was provided by Clerk/Treasurer Jean Eisold. Unaudited 2023 Financials report was
provided, see attached. Revenue notes: Intergovernmental Increased in 2023 due to increase in State Revenue Sharing and
grant from County for Broadband, Regulation and Compliance - Landfill Income increased by approximately $50,000,
and Miscellaneous Income increased due to sale of small truck ($23,500). Expense notes: General Govt increased due to
several items (Town Hall utility expenses, insurance, and new security system), Public Works increase includes $19,636
engineering fees and carryover road work on Burnell, Capital Outlay includes Broadband expense and 140th bridge
expenses. No Debt service - all loans paid in full.
John Oxley and Matt Reas of the Seymour Fire Station gave a report on the 2023 activities of the Fire Department. The
Township Fire Department has five stations in the county. There were 114 active members (75 volunteer firefighters, 17
Emergicare, 20 firefighter/Emergicare, and 2 associated members) of the Township fire department in 2023. In 2023 there
were 158 Emergicare calls in the Town of Seymour (accounts for 14% for the department) and 20 fire related calls. They
provided EMS staffing or standby for six special events in 2023. See attached Township fire department 2023 annual
report.
John Oxley, Roads and Buildings Supervisor, reported on the road projects for this year. For the 2024 “road work” season,
the Town of Seymour will be having roads reconstructed/repaved, crack sealed, seal coated and having some line striping
refreshed. A culvert replacement is necessary on S 140th Ave to replace some (2) failing concrete culverts with one HDPE
(plastic) culvert. Will be replacing the asphalt apron in front of our salt shed to protect from salt runoff into the wetland
and paving the back entrance to the ball field parking lot. The parking lots for the Fire Station as well as the Town Hall
will be repainted for parking. All the money for payments of this scheduled roadwork is in the general budget, and we
should be within budget for all this year’s projects. Parks and Rec building activity: plan to replace windows for the Rec
“concessions” building, as well as looking into possibly residing the upper section. This was coordinated by the Seymour
Ball Club, with approval from the Town Board. (John’s report attached for more in depth information.)
Clerk/Treasurer Jean Eisold reviewed the 2023 MS4 Report. MS4 is a report of structures in the Town of Seymour that
gather stormwater and discharge that can affect local streams or rivers. Also, the report captures that we offer public
education of Storm Water Management. John Oxley and Dakota Nichols inspected seventeen sites (see attached report) in
April, of all inspected no sites showed signs of illicit discharge. Throughout 2023 we had four educational/outreach
events, which provided storm management information at 2023 elections, town newsletter, annual meeting, and annual
picnic.
Public Comments
Boat Landing- Concerns were brought to the attention that there are no signs warning of boat landing/water ahead. It was
mentioned that there have been multiple incidents where vehicles have driven into the water or ice without knowledge of
lake ahead. Chair Janssen mentioned adding reflective caution signs to address the issue.
Town Hall Updates- Plan to update and expand men’s and women’s bathrooms.
Chair Janssen thanked everyone for attending. The next meeting date is set for April 15, 2025, at 7:00 pm.
Motion to adjourn made by Supervisor Parker and seconded by Chair Janssen. Motion carried. Meeting adjourned at
7:44 p.m.
Respectfully Submitted,
Jean Eisold, Clerk Treasurer
