APPROVED MINUTES TOWN OF SEYMOUR BOARD MEETING Vol. 37 Page 07 A meeting of the Seymour Town Board was held Monday, April 8, 2024, at 7:00 p.m. Notice was posted at the Seymour Town Hall, Township Fire Dept. Station 1- and at www.townofseymour.org under “Agendas”. Board members present were Chair Jessica Janssen, Supervisor Kerry Parker, and Supervisor Ken Schick. Also present were Road Supervisor John Oxley, Clerk/Treasurer Jean Eisold, Deputy Clerk Sarah Smith, and two Town residents. Chair Jessica Janssen called the meeting to order at 7:00 p.m. MINUTES APPROVAL: Motion from Supervisor Parker to approve the 03/11/2024 meeting minutes as presented. Seconded by Supervisor Schick. Motion carried. GENERAL COMMENTS FROM THE PUBLIC: Dan Knudson- Garbage haulers are still on town roads prior to 6am. The noise and speed of trucks have improved. Class B sign has been knocked down. Cosco’s has been cleaning up garbage. FINANCIAL REPORT: Received Grant for voter envelopes, year to date we have only received one payment from the landfill, made amendments to budget, reviewed income statement with budget comparison. ROADS & BUILDINGS SUPERVISOR REPORT: Have removed plows for season, started brush removal, recreation building has leak in men’s room, Boom mower still on back order, truck 23 has recall and will be in to get fixed. Next month will start patching roads, culvert replacement, hall in salt and sand, stake road gravel. BUILDING INSPECTOR REPORT: Absent- Fourteen Permits issued so far, this year. DISCUSSION ITEMS A) 140TH AVENUE BRIDGE: After meeting with CBS Squared Engineering and Architectural firm, project is delayed. Payment is needed to County for Acquisitions (three/four parcels). ACTION ITEMS a) PICNIC LICENSES FOR SEYMOUR BALL CLUB FOR 5/17-19/2024, 6/14-16/2024, 7/12-14/2024, & 8/22-25/2024. RENEWAL OPERATOR LICENSES (2) FOR BALL CLUB FOR 07/01/2024- 06/30/2025 AND (2) INITIAL OPERATOR LICENSE FOR BROWN HUT: Licenses were approved for ball club Jason Woodford and Stephanie Lundquist, Brown Hut Anita Schlageter and Isabell Buttke. Motion to approve by Chair Janssen, Motion, 2nd by Supervisor Parker. Motion Carried. B) APPROVAL OF EC COUNTY ZONING- Discussed pros and cons and concluded at this time we will adopt the new EC County Zoning code. Motion to approve by Chair Janssen, Motion, 2nd by Supervisor Parker. Motion Carried C) MARK ERICKSON, 4508 BOOKS DRIVE- CONDITIONAL USE PERMIT: will be added to next month’s agenda. D) BOARD OF REVIEW DATE AND TIME? ALTERNATE SHEILA RUNNING: Board of review meeting will be held May 13th at 7:00 p.m. prior to monthly board meeting, meeting will be adjourned due to incomplete assessment roll. Jean Eisold and Sarah Smith appointed as alternates for Board of Review. E) TOWN HALL COPY MACHINE: Was notified that current printer is becoming obsolete for maintenance and supplies. EO Johnson has provided quote on used machine as possible replacement. Board would like to get quote from One Source Imaging as well, to compare. F) RESOLUTION CCF BANK: Resolution signed by Chair Janssen and Ken Schick. G) PLAT 8: Has been signed and ready to go to deeds. H) PLAT 9: Waiting for 30 days’ notice to get posted. Jess is checking on Bonnin property to see if it has been sold. If the property has been sold, she will contact new owner and notify them of Plat 9 and current timeline. I) ANNUAL MEMBERSHIP DUES FOR WISCONSIN TOWN: Will continue membership. Will need to update/add members (John/Sarah). J) SEYMOUR PLANNING COMMISSION: Need to reach out to current members to see if they would like to continue committee. 1-2 members will need to be replaced due to no longer residing in the Town of Seymour. Will post committee openings in upcoming newsletter. BOARD MEMBERS COMMUNICATIONS A. The next Board Meeting will be May 13, 2024 B. Plat 8 & 9 C. 140th Bridge D. Backup generator for Fire Station. SIGN CHECKS AND FORMS: A/P checks were signed. Board approved cash disbursements and payroll for March 12, 2024, through April 8, 2024. ADJOURNMENT: Motion by Chair Janssen to adjourn meeting.
