APPROVED MINUTES TOWN OF SEYMOUR BOARD MEETING Vol. 37 Page 04 A meeting of the Seymour Town Board was held Monday, March 11, 2024, at 7:00 p.m. Notice was posted at the Seymour Town Hall, Township Fire Dept. Station 1- and at www.townofseymour.org under “Agendas”. Board members present were Chair Jessica Janssen (via phone), Supervisor Kerry Parker, and Supervisor Ken Schick. Also present were Road Supervisor John Oxley, Clerk/Treasurer Jean Eisold, Deputy Clerk Sarah Smith, and nine Town residents. Supervisor Kerry Parker called the meeting to order at 7:00 p.m. MINUTES APPROVAL: Motion from Supervisor Schick to approve the 02/12/2024 meeting minutes as presented. Seconded by Supervisor Parker. Motion carried. GENERAL COMMENTS FROM THE PUBLIC: DuWayne Anderson wondering if the town would be interested in purchasing a section of property near Burnell Drive & 90th Avenue (SE corner) for a historical landmark. FINANCIAL REPORT: What was received from Landfill for 2023 ROADS & BUILDINGS SUPERVISOR REPORT: See Attached BUILDING INSPECTOR REPORT: Absent- Nine Permits issued so far, this year DISCUSSION ITEMS A) 140TH AVENUE BRIDGE: Engineering Firm meeting planned for the 3/21/2024 at noon. B) QUOTES FOR REPLACEMENT OF FIRE ALARM PANEL FOR FIRE STATION: Received two quotes one from Summit and one Hudson Electric. Motion made by Supervisor Parker to approve Hudson Electric, Motioned seconded by Chair Janssen. Motion carried. ACTION ITEMS A) RUTH CAMPBELL/PAT SMITH- CONDITIONAL USE PERMIT FOR AUXILIARY STORAGE SHED: Accessory Structure in excess to 1,800 square feet. No objections to building a new workshop 36’ x 56’ x 14’, Jean will email Eau Claire County. B) JAMES HAUCH, LOT 9 OF MOSSY RIDGE – APPROVE LOT DIVISION WITH NEW DRIVEWAY: No objections to subdivide parcel into two lots add driveway to lot 2. Jean will email Eau Claire County. C) SAFETY CONCERN - ADD PERMANENT “NO PARKING” SIGNS ON EITHER SIDE OF HILL ON BURNELL DRIVE: Add seasonal “NO PARKING” to one side of the street, Northside of Burnell Drive between 50th and County Road P (200 feet on each side of the hill) from March 15th thru September 15th. Motion to approve made by Supervisor Schick, Motioned seconded by Chair Janssen. Motion carried. D) PLAT 8 AND 9 – NEXT STEPS: Plat 8- Notified we have complied with letter requirements. Motion made by Chair Janssen to approve finalization of Plat 8, Motioned 2nd Supervisor Parker. Motion carried. RLS to send to Register of Deeds to be recorded. Plat 9- Jeremy for RLS working with a property owner and should move forward with Plat 9 in the next week or two. E) ROAD WORK- APPROVE LETTING OF BIDS, THEIR DUE DATE/TIME, BID OPENING DATE, AND BID APPROVAL: Bids due to Town of Seymour Town Hall by April 1st, 2024, at 1:00PM. Bids to be opened during Special Town Board Meeting on April 1st, 2024, at 1:30PM. Bids will be awarded at Special Town Board Meeting on April 8th, 2024. Motioned to approve by Supervisor Parker and Motioned seconded Supervisor Schick. Motion carried. (See attached for list of road work projects.) F) SIGN/APPROVAL OF AMENDMENT TO AGREEMENT WITH AYRES ASSOCIATES INC. FOR EXTENDED ENVIRONMENTAL MONITORING OF LANDFILL: Per DNR, Seymour will need to indefinitely monitor landfill. Supervisor Schick signed agreement. G) APPROVAL AND PAYMENT OF PARCO WINDOWS FOR CONCESSION STAND: Reviewed bid for Parco windows. Supervisor Parker made motion to approve, motion seconded by Supervisor Schick. Motion carried. Chair Janssen needs to sign off. H) RESTRICTED FIREARMS ORDINANCE- DISCUSSION OF CREATING A COMMITTEE TO RESTRUCTURE: Suggested committee review and update ordinance. Committee should consist of five affected residents and one board member. The estimated date for updated ordinance is July 15th, 2024, and the board will review at August 2024 board meeting. Motioned by Supervisor Parker to approve committee set up, Motioned seconded by Supervisor Schick. Motion carried. I) SET DATE TO DISCUSS DOCK AT INDIAN HILLS LANDING (ON SITE MEETING): Meeting date set for Tuesday, March 26th, 2024, at 4:30PM at Indian Hills boat landing. BOARD MEMBERS COMMUNICATIONS A. The next Board Meeting will be April 8, 2024 B. Plat 8 & 9 C. 140th Bridge D. Backup generator for Fire Station. Supervisor Parker attended Hazard Mitigation Meeting. Grants may be available to help pay for the generator. Determine what hazards could generator be used for. SIGN CHECKS AND FORMS: Supervisor Parker signed A/P checks. Board approved cash disbursements and payroll for February 13, 2024, through March 4, 2024. ADJOURNMENT: Motion by Supervisor Parker to adjourn meeting. Motion seconded by Supervisor Schick.
