1 Board Meeting September 9, 2025 The meeting was called to order by Chair Jennifer Meyer. Flag Salute Adopt Agenda: Supervisor Mona Mathews made a motion to adopt agenda. Supervisor Megan Bischel seconded the motion. All voted yes, motion carried. Attendance: Chair Jennifer Meyer, Supervisor Megan Bischel, Supervisor Mona Mathews, and Supervisor Paul Travis all here. Supervisor Jeff Whyte not in attendance. Approve Minutes: August 12th meeting minutes: Supervisor Mona Mathews made a motion to approve. Supervisor Megan Bischel seconded the motion. All voted yes, motion carried. Comp Plan: Comp Plan Amendment discussion: Sarah Peleschak was in attendance to go over Amendment changes. Town is to take care of their own rezoning. Town will have a form that will need to be filled out. Sarah has the form and showed to the Board: Supervisor Mona Mathews made a motion to approve the form for amendment changes. Supervisor Paul Travis seconded the motion. All voted yes, motion carried. Visit Eau Claire : Nothing received from Visit Eau Claire. Park Commission: - Monthly meeting update: Barb Kleist was in attendance. Barb Kleist mentioned that the vault toilet for The Conservancy will be ready sooner than expected. Landmark meeting will be held at the Brewery Project. Fall Event at The Conservancy will be October 25th. Rip-Rap at Sherman Creek School is all finished. Fire Station #3: - Monthly report / Battalion Chief Eddie Yates was not in attendance. Nothing to report except the door needs to be fixed. Roads: - Update on Town roads ditch maintenance / road tour / CTY HWY quote on Soley. Chair Jennnifer Meyer went on road tour with Gary Tiddel, has list of what to do. Quote from Eau Claire County for Soley Lane is $2,500.00 per day. 2 - Kane Road South, road repairs cold patching, ditch work & 2 inch over lay / September 10th & 11th - Sportsman Dr. drainage flume to be completed by EC CTY HWY when they pave CTH EE; from CTH C to the guardrail on CTH EE - Truax Lane soil borings – Still waiting to get this taken care of. - Any other road business – Chair Jennifer Meyer will attend Jurisdictional meeting. Public Comment The purpose of public comment is to provide members of the public with an opportunity to present information to the Board. It is not intended for interactive debate. There will be no response or comment from the Town of Union Board Supervisors. Wis Stat §19.84(2) Mona Mathews mentioned ATV’s and Mini Bikes are riding on Crescent. Metropolitan Planning Organization: - Next meeting was August 13th; this was a zoom meeting and they Approved TIP Amendments. SSA meeting moved till December. Board Supervisor reports: - Email sent on 9/4 for a one-hour webinar on Pre-Disaster Flood Resilience Grant program through WI EM. September 10th or 15th - September Town newsletter - Set budget workshop date / public hearing November 18,2025 at 6pm Budget workshop will be held on Wednesday, October 22 at 5pm. - WTA Unit meeting / October 30, 2025 / Town of Brunswick - WTA Eau Claire Fall Workshop / September 16th / Florian Gardens - WTA Convention / October 12-14 / Kalahari WI Dells Utility Applications: - None Review and Approve: - Monthly expenditures: Clerk Beverly Christopherson handed out the Payables report. Chair Jennifer Meyer made a motion to approve as presented to the Board, with the addition of 2% Dues for Township Fire. Supervisor Mona Mathews seconded the motion along with 2% Dues. All voted yes, motion carried. Treasurer’s Report: - Treasurer John McLaughlin; monthly financials report handed out. Town has received August Settlement from the County and Dog Licenses are down from 2024. Licenses: - None 3 Town Properties: - Transfer Station: a. Lighting will be done by Supervisor Paul Travis. b. Use left over aggregate for the tire area. - Conservancy: a. Electrical panel repair / Paul Travis - also needs diggers hotline before Vault is put in. - Town Hall: a. No Overnight Parking signage will be done by Highway Dept. - Fire Station: a.
