1 Board Meeting April 8, 2025 The meeting was called to order by Chair Jennifer Meyer. Flag Salute Adopt Agenda: Supervisor Mona Mathes made a motion to adopt agenda and be able to move around for those that must leave. Supervisor Paul Travis seconded the motion. All voted yes, motion carried. Attendance: Chair Jennifer Meyer, Supervisor Megan Bischel, Supervisor Jeff Whyte, Supervisor Paul Travis, and Supervisor Mona Mathews all in attendance. Congratulations on recently elected Town Board members serving a 2 -year term: - Supervisor Jeff Whyte / sworn in 04-8-2025: - Supervisor Megan Bischel / sworn in 4-3-2025 - Chairperson Jennifer Meyer / sworn in 4-3-2025 Approve Minutes: March 11th meeting minutes: Chair Jennifer Meyer made a motion to approve. Supervisor Megan Bischel seconded the motion. All voted yes, motion carried. Comp Plan: No Applications Visit Eau Claire: - No report received. Park Commission: - Monthly meeting update: Barb Kleist was not in attendance. Chair Jennifer Meyer mentioned that the sidewalk at Sherman Creek Park does not belong to Town of Union, it is the City of Eau Claire’s. City of Eau Claire will be fixing the sidewalk real soon, curb and gutter will also be repaired. Town of Union Fire Station will spray down and scrub the pavilion. Still working Huffcutt for the vault restroom. This will be paid with Park Commission Destination dollars from Visit Eau Claire. Chair Jennifer Meyer is meeting with Haas and Sons for the wash out at Sherman Creek Park, need a quote for work that needs to be done. 2 Fire Station #3: - Monthly report / Battalion Chief Eddie Yates not in attendance. Brush fire on County Line and a fire on Crescent. Crash on Clairemont. Roads: - County Line Rd./updates: Grant has been submitted and should be back in 2 -3 months. Haas and Sons will fix the pond at Menards. Haas and Sons will also fix any standing water sitting in resident’s yards. Also need private property markers. Dennis Mack from Cedar Corp. is working with Excel regarding a tree and brush that was removed. Resident wants stump removed, but Excel will not remove the stump. - Eau Claire County Highway to begin crack filling Monday, April 17th, weather permitting. - Any other road business – Weight Limits will be removed April 14th. Metropolitan Planning Organization: - Technical Advisory Committee (TAC) April 16, 2025, virtual meeting - Any other updates Public Comment The purpose of public comment is to provide members of the public with an opportunity to present information to the Board. It is not intended for interactive debate. There will be no response or comment from the Town of Union Board Supervisors. Wis Stat §19.84(2) Utility Applications: - None Review and Approve: - Monthly expenditures: Clerk Beverly Christopherson handed out the Payables report. Supervisor Mona Mathews made a motion to approve as presented to the Board. Chair Jennifer Meyer seconded the motion. All voted yes, motion carried. Treasurer’s Report: - Treasurer John McLaughlin; monthly financials report handed out. John McLaughlin also mentioned loan for County Line Rd. is due and asking if Town wants to pay it off in full or extend it? Supervisor Mona Mathews made a motion to pay off the loan in full. Supervisor Jeff Whyte seconded it. All voted yes, motion carried. 3 Licenses: - Operators: Supervisor Paul Travis made a motion to approve. Supervisor Megan Bischel seconded. All voted yes, motion carried. - Liquor License for Circle K (Indianhead Oil Co.) Supervisor Mona Mathews made a motion to approve. Supervisor Jeff Whyte seconded. All voted yes, motion carried. Town Properties: - Noticeable changes to the Excel Street Light Inventory bill should go down. - 31 tires and garbage picked up on Morning Crest on March 24, 2025 - Conservancy electrical panel damage / repair updates, Supervisor Paul Travis will fix. - Town of Union Board to review Municipal Code Fee Schedule / discussion next month.
