1 Board Meeting February 11, 2025 The meeting was called to order by Chair Jennifer Meyer. Flag Salute Adopt Agenda: Chair Jennifer Meyer made a motion to adopt agenda. Supervisor Mona Mathews seconded the motion. All voted yes, motion carried. Attendance: Chair Jennifer Meyer, Supervisor Megan Bischel, Supervisor Jeff Whyte, Supervisor Paul Travis, and Supervisor Mona Mathews all in attendance. Approve Minutes: January 14 th meeting minutes: Supervisor Mona Mathews made a motion to approve. Supervisor Paul Travis seconded the motion. All voted yes, motion carried. Comp Plan: - No Land Use applications - Any updates: Might have 2 CUP’s and one concept next month. Visit Eau Claire: - Dana From Visit Eau Claire was in attendance and went over report that was sent electronically. Park Commission: - Monthly meeting update: Barb Kleist was in attendance. Still working at Sherman Creek school, Eau Claire County not interested in doing the work, will look for someone to do the work. Looking at putting in a more permanent restroom at Conservancy, Huffcutt Does make permanent bathrooms. Landmark is talking with Huffcutt about their buildings. May 7th will be a Garlic Mustard pulling at the Conservancy. Fire Station #3: - Monthly report / Battalion Chief Eddie Yates mentioned that they were not as busy this month. Did have a chimney fire. Roads: - County Line Road final/Project Engineer Dennis Mack was in attendance. Letter stating work is complete has wrong date, Dennis Mack will change and Town will accept and pay Haas for their final bill. Dennis Mack mentioned 2 that they have more time on the project than on their proposal. Board mentioned to Dennis Mack to come back next month to go over additional charges. - EC CTY HWY Boom cutting updates/new wheel excavator - Any other road business – Working on Chip Seal and Crack fill for roads. Also received Bridge Inspection report, needs maintenance. Metropolitan Planning Organization: - Meeting updates – Nate and Sarah attended and transportation was the topic. Talked about cameras at all intersections. Long Range Transportation update. WI Towns Association (WTA) Unit Meeting Update: Supervisor Mona Mathews: - Storm Water Management and erosion: Jon Johnson from Eau Claire County mentioned that most Towns did a good job inventorying. Lots of discussion on Town Land Use. 2023 Study on EMS/Ambulance, no changes. - Emergency Management Operations Plan to be filed with EC CTY Public Comment The purpose of public comment is to provide members of the public with an opportunity to present information to the Board. It is not intended for interactive debate. There will be no response or comment from the Town of Union Board Supervisors. Wis Stat §19.84(2) Utility Applications: - None Review and Approve: - Monthly expenditures: Clerk Beverly Christopherson handed out the Payables report. Need to pay Haas Final bill for County Line project. Supervisor Mona Mathews made a motion to approve as presented to the Board with the addition of Haas final billing of $245,645.30.. Supervisor Paul Travis seconded the motion. All voted yes, motion carried. Treasurer’s Report: - Treasurer John McLaughlin; monthly financials report handed out, Tax collection done, collected 4.6million. Dog licenses, 173 collected and last year 221 dog licenses at this time. Licenses: - None to report Town Properties: - Street Light Inventory - Will look at again in Spring. - Town Hall ADA Compliance update – nothing received yet. - Conservancy electrical panel damage – Eau Claire County Highway Department called to let Town know they backed into the electrical 3 panel. Supervisor Paul Travis will fix when it warms up. - Town Hall flag lowering – website sent for dates of flag lowering.
