1 Board Meeting September 10, 2024 The meeting was called to order by Chair Jennifer Meyer. Flag Salute Adopt Agenda: Supervisor Paul Travis made a motion to adopt agenda. Supervisor Megan Bischel seconded. All voted yes, motion carried. Attendance: Chair Jennifer Meyer, Supervisor Paul Travis, and Supervisor Megan Bischel all in attendance. Supervisor Mona Mathews and Supervisor Jeff Whyte not in attendance. Approve Minutes: August 14 th meeting minutes: Supervisor Megan Bischel made a motion to approve. Supervisor Paul Travis seconded the motion. All voted yes, motion carried. 4-H Presentation for small library: A. Loralie Schwartz was at meeting and mentioned that it is almost all painted. Supervisor Paul Travis will call diggers hotline and help set poles. Comp Plan: A. No Applications Visit Eau Claire : A. Monthly tourism update: Visit Eau Claire sent report electronically to Town Board. Park Commission: A. Monthly meeting update: Barb Kleist from the Park Commission was in attendance to give the report. Barb Kleist mentioned they are working on the annual event being held on 10-19-2024. Trail maintenance is getting done also working with Bit and Spur Club to help with their 100 th Anniversary. B. Annual Fall Event at the Conservancy October 19 2024. Fire Station #3: A. Battalion Chief Eddy Yates was not in attendance to give report. West Ridge Acres: A. Issues with dirt racetrack in the retention pond, Romain Bergh owner. The HOA does not maintain the retention ponds. A letter was sent back in 2020. 2 Roads: A. County Line Road project update: Project has started and the project started with the Intersection. Did find bad sub-grade and need to add geo grid. Some fiber optics were hit when digging and everything fixed. Residents’ mailboxes were moved down by the church. B. County HWY T Public Informational Meeting (PIM) Wednesday, September 11, 2024, from 5- 7pm at The Crescent, 5775 20 th Ave., Eau Claire (current Country Jam grounds) C. EC CTY HWY recent updates on road maintenance; Chair Jennifer Meyer and Supervisor Jeff Whyte are working with Shawn Nyhus. D. Kane Rd: request to post road with permanent NO PARKING signs from HWY 312 north to County Line Rd.. Town Board approved signage to be put up. E. CTH CC (W. Folsom St.) construction update: Project has started F. Birchwood Lane Signage: Signage will be taken care of to the South of Cameron St. G. ROW continuing Tree maintenance H. Curb, sidewalk and gutter in front of Sherman Creek Park: Working with City of Eau Claire to find out what responsibility Town of Union has. I. Any other road business - non Metropolitan Planning Organization: A. revised study boundary by Advisory Council Meeting: Advisory Council handed out the study boundary. Chair Jennifer Meyer, Nate and Sarah Peleschak attended the meeting. Sewer Service Area recommends keeping Town of Union Boundary. Public Comment The purpose of public comment is to provide members of the public with an opportunity to present information to the Board. It is not intended for interactive debate. There will be no response or comment from Town of Union Board Supervisors. Wis Stat.§19.84(2) James Rolbiecki is running for Representative to the Assembly District 93 stopped in to introduce himself to the Town. Utility Applications: - Xcel Energy County Line Rd gas line relocate for road construction - Xcel Energy 3087 Sky Hawk Dr. gas installation Review/Approval Bills: A. Monthly Payables: Report was distributed by Clerk. Chair Jennifer Meyer made a motion to approve payables as presented to the Board. Chair Jennifer Meyer asked to add a bill for translation $50 made payable to Yee Xiong, invoice will be sent to clerk for payment. Seconded by Supervisor Megan Bischel. All voted yes, motion carried. B. ARPA reporting – all paperwork for reimbursement will be sent to Eau Claire County. Treasurer Report – A. Treasurer John Mclaughlin’s report was distributed to the Board. 3 Licenses: A. No licenses applied for. . Town Properties: A. Continued street light inventory: Chair Jennifer Meyer is getting more information. B. WTA Convention / Board Supervisors: Chair Jennifer Meyer and Clerk Beverly Christopherson will be attending conferences. C. Any other Town property concerns: Chair Jennifer Meyer is working with the Railroad regarding closing railroad crossing.
