Resolution Approving Changes to the Rural Functional Classification System
in St. Croix County
Cover Memo
To: Transportation Committee
From: Ken Witt, County Administrator
Robbie Krejci, Highway Commissioner
Date: October 2, 2026
Agenda Item: Resolution Approving Changes to the Rural Functional Classification System in St. Croix County
Background Information:
Every 15 years, the County is required to review the functional classification of highways located within federally
designated rural areas of the County. St. Croix County is due for this review, as the functional classifications were last
reviewed in 2015. St. Croix County and Wisconsin Department of Transportation (WisDOT) staff have reviewed the
existing classifications and agreed upon a proposed functional classification map for the applicable areas within the
County. The proposed map is attached for Committee review.

RESOLUTION APPROVING CHANGES TO THE RURAL
FUNCTIONAL CLASSIFICATION SYSTEM IN
ST. CROIX COUNTY
1 WHEREAS, functional classification is the method by which roads and streets are
2 categorized based on the levels of mobility and access they provide; and
3
4 WHEREAS, functional classification categories are separate for Urban and Rural areas;
5 and
6
7 WHEREAS, geographic areas not within a designated Urban Area (UA) are designated
8 as Rural; and
9
10 WHEREAS, Rural areas, for the purposes of functional classification, are defined by
11 each county; and
12
13 WHEREAS, functional classification of a road or street has a bearing on federal
14 transportation funding eligibility; and
15
16 WHEREAS, the Federal Highway Administration (FHWA) and Wisconsin
17 Department of Transportation (WisDOT) have developed guidance for functional classification
18 of roads and streets; and
19
20 WHEREAS, WisDOT periodically reviews and updates the functional classification
21 system of roads and streets throughout the State; and
22
23 WHEREAS, these recommended functional classification changes were developed
24 through joint review by County officials and WisDOT planning staff; and
25
26 WHEREAS, documents identifying the recommended functional classification changes
27 are attached; and
28
29 WHEREAS, WisDOT will, after local approval of the recommended functional
30 classification changes, approve the changes and submit them to the FHWA for final
31 approval; and
32
33 WHEREAS, the approved final map will be made available to St. Croix County after
34 FHWA final approval; and
35
36 WHEREAS, the new functional classifications will supersede the existing functional

Agenda Item: Review 2027 Routine Maintenance Agreement for STH Maintenance.
Background Information:
St. Croix County annually enters into a Routine Maintenance Agreement (RMA) with the Wisconsin Department of
Transportation (WisDOT) to perform maintenance activities on the State Highway System within the County. The
agreement establishes the maintenance activities, service expectations, and funding provided by WisDOT for work
performed by County Highway Department staff.
The proposed 2027 RMA identifies the anticipated maintenance needs and associated funding for the upcoming
calendar year. Maintenance activities may include winter maintenance, pavement and shoulder maintenance, roadside
and vegetation management, drainage, traffic control devices, and other routine activities necessary to maintain the
State Highway System.
Highway Department staff will review the proposed 2027 agreement, including the overall funding level, anticipated
service levels, and any significant changes from the current agreement. The agreement will be finalized with WisDOT for
implementation beginning January 1, 2027. Attached is a memo from WisDOT highlighting routine maintenance
amounts for each County and level of funding versus full maintenance funding levels.

SUBJECT: Calendar Year 2027 Routine Maintenance Allocations and Schedule
This memo provides Routine Maintenance Agreement (RMA) allocations for calendar year 2027
(CY27) and outlines the RMA timeline.
CY27 LOS Unrestricted Budget
WisDOT continues to use the LOS model to distribute funding between counties. The CY27 unrestricted LOS
model budget was $292.8 million, which is about a 17% increase over CY26. The reasons for this increase
include:
• Removed a less severe winter (CY20) from the 5-year average (CY21 to CY25)
• Added a more severe winter (CY25) to the 5-year average
• County expenditures in CY25 were significantly higher
• Increased total lane miles
Because the LOS model unrestricted budget increased, the overall percentages for each county were
subsequently reduced. The LOS model percentages will fluctuate on a yearly basis based on the inputs
provided. If the unrestricted budget increases, the percentages decrease. However, if the LOS budget
decreases, the percentages will increase.
As WisDOT sets the allocations, the main goals remain the same:
1. Increase RMA allocations for all counties
2. Narrow gap between the lowest and highest percentage of the county’s allocation to the Level
of Service (LOS) unrestricted model. In CY26, the LOS model disparities between counties were
14 percent (64 to 78 percent).
Routine Maintenance Allocations for CY27
For CY27, the Wisconsin Department of Transportation’s Division of Transportation System Development
Bureau of Highway Maintenance (BHM) is allocating $171.1 million for the county routine maintenance
agreements (RMAs). This is an increase of $6.8 million over the CY26 RMA allocation and equates to the
increase received for the second year of the 2026-2027 biennial budget.
The CY27 county LOS model percentage disparities between counties is 57 percent to 71 percent
(difference of 14 percent). While the gap between the lowest and highest counties remains at 14 percent
(same as CY26), the distribution is more condensed with 70 counties between 57 and 65 percent (8 percent
difference). The statewide average is 58 percent.
The county allocations are provided at the end of this memo.

Upcoming changes to State-Municipal Maintenance Agreements
WisDOT is continuing to update the maintenance policy and associated State-Municipal Maintenance
Agreements (SMMAs) for state highways within local municipalities. The policy will be effective January 1,
2027.
Routine Maintenance Agreement Schedule
BHM would like the regions and counties to begin working together to complete the CY27 RMAs and
encourage face-to-face meetings to develop and prioritize planned activities in 2027. The goal is to
have CY27 RMAs signed by the end of November. However, BHM is aware that there are some
counties that need to get approvals in December and can work with those individual counties on a
case-by-case basis.
The BHM will be working on several MPM changes over the few weeks, with completion scheduled
by September 30, 2026. The changes to the 2027 RMAs are described below:
1. New Project ID – BHM is creating a new project ID to track work done by the counties in
the right-of-way outside connecting highway limits. The intent of this project ID is to
understand the impact of the state-municipal maintenance agreement policy changes.
The information collected will be used to plan for future budget needs.
2. Allocations for roadside facilities – some counties are responsible for maintenance at
WisDOT’s roadside facilities (waysides, rest areas, safety weight enforcement facilities,
etc). BHM will be working with the regions to allocate a portion of the RMA budgets to
account for the work needed at these sites. If the county does not use these funds in a
given calendar year for this purpose, the county can use that on other activities that are
agreed on with the region maintenance staff. From a budget building perspective, the
LOS model has always factored in county work at these facilities. However, there has
been a lack of awareness regarding this in the past. BHM has taken steps to clarify
intent for roadside facilities.
Thank you for the continued coordination and teamwork in prioritizing and delivering maintenance
activities on the state highway system. If you have any questions, please feel free to reach out to
