Business
1. Financial Report for May 2026
Fay Strenke, Fiscal Manager, presented the May 2026 HHS financial report. She noted changes to Behavioral Health
substance use revenue reductions from 2025 vs 2026 due to program changes. CCS census is up, creating higher
revenue. Children Services purchased services are significantly less than last year at this time due to the hiring of two
additional staff, a physical therapist and occupational therapist, in the Birth to 3 Program, also creating increased
revenue. The 2025 Health Care Campus audit will be completed soon to present final year-end numbers.
2. Health and Human Services Director Report
Bob Rohret, HHS Director, provided a summary of division activities and discussed efforts to pursue prevention and
early intervention services to reduce the impact on downstream costs and the county tax levy. Additional details
regarding each division will be shared during the 2027 budgeting process later this Fall.
3. Consideration of New Position Requests for 2027 Budget
Ken Witt, County Administrator, explained he has asked that new position requests be brought before the committees
Page 2 of 82
for review and discussion prior to the budget prioritization meetings. Discussion and feedback from the HHS Board will
assist with finalizing the 2027 new position requests for approval.
Bob Rohret, HHS Director, provided an overview of new positions that will be requested for 2027 and the funding
details for each. Sandy Hackenmueller and Kristin Newton provided additional details regarding the Health Care
Campus and ADRC positions requested. Discussions were had regarding each requested position to better understand
the department's needs and prioritize accordingly.
4. Economic Support Division Updates
Ronda Brown, Economic Support Administrator, presented Economic Support division updates. She discussed the Great
Rivers Consortium agreement with St. Croix County and the services provided. She explained that according to Federal
and State requirements, FoodShare/SNAP cases are reviewed monthly to measure error rates which must be lower
than 6% to avoid penalties; Wisconsin's score was 5.72% for 2025 but is currently trending higher. Ronda reviewed the
need to hire a Supervisor and discussed state/consortium funding that will offset 50% of position costs.

Consideration of 2027 Requested Budget (Ken Witt)
Cover Memo
To: Health and Human Services Board
From: Ken Witt, County Administrator
Bob Rohret, HHS Director
Date: September 9, 2026
Agenda Item: Consideration of 2027 Requested Budget (Ken Witt)
Background Information:
Departments did a good job, projecting expenses and making budget requests consistent with the priorities established
by the County Board. Based upon the requests received and early revenue projections, we currently have a budget
deficit of approximately $760,000. This is roughly half of the deficit we typically see at this stage of the budget process.
As a result, we anticipate a relatively smooth budget process, with some reductions to requests but many requests are
likely to make it into the final budget.
This review of the requested budgets provides an opportunity for the Committee to offer recommendations on items
they would like to see reduced or eliminated, as well as to show support for items they believe should be included in the
final budget.
Ultimately, the County Administrator will consider the feedback received from the County Board, elected officials, and
department heads in developing a balanced budget for the County Board's consideration.

HHS Director’s Report
Department-Wide Updates
• With assistance from Human Resources, HHS will begin developing its 2027–2030 Strategic
Plan as the current plan concludes at the end of 2026.
• The Wisconsin Counties Association (WCA) invited HHS to submit an article highlighting law
enforcement partnerships in Adult Protective Services and behavioral health crisis co-
response. The article was submitted and is under consideration.
• On September 8, I will meet with my counterpart in Polk County and a DHS legislative liaison
regarding $10 million in Crisis Care Facility funding still awaiting release by the Joint Committee
on Finance. DHS has submitted a third request to have the funds released and two Polk County
providers are interested in developing a regional crisis care facility. This is time sensitive, so
there is risk of missing this opportunity if funds are not released soon.
• In 2025, HHS received a one-year, $100,000 opioid settlement matching grant through Vital
Strategies, a global public health nonprofit. The grant supported the substance use
professional embedded in Child Protection Services and Family Treatment Court and a Public
Health evaluation effort. Public Health Strategist Genevieve Palazzolo will present the findings
tonight.
Behavioral Health
• CSP’s Elizabeth Plummer (St. Croix County Employee of the Year!) is conducting outreach at the
Salvation Army’s Grace Place (Emergency Shelter) to connect shelter residents with needed
county services.
• Behavioral Health received $55,091 in supplemental mental health and substance use block
grant funding- thank you Becky Kerr, Behavioral Health Administrator.
• HHS is collaborating with a community partner to acquire several fully funded positions
through the Rural Health Transformation Program grant. If funded, one of these positions
would include an additional co-responder.
Public Health
• Mosquito surveillance identified a mosquito positive for West Nile virus. Public Health posted a
notice on the county website on August 28.
• Public Health and the ADRC partnered with UW–Extension on a Rural Health Transformation
Program application that could support community health worker positions.
Aging and Disability Resource Center (ADRC)
• Men’s Shed events continue to be well received. The November 4 event will feature Phil
Landgraf of Veterans Services.
• The ADRC and Public Health will host the first ADRC Expo on October 21, 2026, at Ready
Randy’s in New Richmond.
Health Care Campus
• The Health Care Campus received a $5,000 St. Croix Valley Foundation grant for staff education
and scholarships.
Children Services
• Children’s Long-Term Support (CLTS) earned an excellent score of 95.3% in a MetaStar records
review.
Page 2
Economic Support
• Economic Support continues preparing for FoodShare and Medicaid changes resulting from the
One Big Beautiful Bill Act, including work-requirement exemptions and operational and service
impacts.

Evaluation of Projects Related to Vital Strategies Opioid Settlement
Matching Funds (Genevieve Palazzolo, PH Strategist)
Cover Memo
To: Health and Human Services Board
From: Ken Witt, County Administrator
Bob Rohret, HHS Director
Date: September 9, 2026
Agenda Item: Evaluation of Projects Related to Vital Strategies Opioid Settlement Matching Funds (Genevieve
Palazzolo, PH Strategist)
Background Information:
HHS received a one-year, $100,000 opioid settlement matching grant from Vital Strategies to support the integration of
a substance use professional within Child Protective Services and Family Treatment Court. Public Health Strategist
Genevieve Palazzolo will present an evaluation of project implementation and outcomes.

Vital Strategies Grant Funding
Vital Strategies Grant
• Supplemental funding to opioid settlement funding
Funding Use
• Substance use professional embedded into the Children Services department
to work with families who have substance use involvement in their Child
Protective Services cases.
• Implementation of Family Treatment Court (FTC)
Public Health Involvement
• Grant evaluation to assess impact on prevention of out-of-home placements,
promotion of family reunification, and support for recovery for families
Page 75 of 82
The Approach
This need was not directly addressed through other overdose
prevention strategies that are currently ongoing.
Goals:
• Improve outcomes for parents and their children
• Low-barrier approach
• Early intervention strategy
• Increase reunifications
• Reduce high cost out-of-home placements where possible
Page 76 of 82
Current Landscape of Substance Use & Children Services
• 34.2% of the cases opened by Children Services involved substance
use
• A case being opened means a report was received, but the family did not
necessarily go on to receive ongoing services.
• 78.4% of the ongoing protection cases involved substance use
• An ongoing protection case means the family required additional support or
services from Children Services after the initial assessment.
• 86.2% of all ongoing child protection services (includes cases opened
in previous years) have substance use involvement.
Evaluation: Embedded Substance Use Professional
• Since September 16, 2024, the embedded substance use professional has
received 52 referrals, representing 49 unique clients
• 11 were successfully discharged after meeting treatment goals
• 17 only needed an assessment or referral
• 5 were transferred to another provider
• 91 children were impacted by these services and 47 experienced out-of-
home placement
• Average length of placement before embedded professional: 323 days
• After parent(s) began working with embedded professional: 261 days
• 10 of 12 closed placements achieved reunification with their parent(s)
Causation cannot be established, but this suggests that earlier engagement
with treatment may contribute to shorter out-of-home placements.
Preliminary Data: Family Treatment Court
Designed to help parents with substance use disorders achieve long-
term recovery while improving child safety.
• Since February 2026, 5 participants have enrolled in FTC
• All are actively engaged
• 4 also received services from the embedded professional
Because FTC launched in February 2026, outcome data is still
preliminary.
Qualitative Data Summary
• 11 Children Services social workers completed a qualitative survey
about the program
Key Benefits:
• Communication
• More direct referral process
• Single point of contact
• Faster follow-up
• Reduced barriers to care
• Flexibility
• Ease and convenience
• Increased access to needed
services
• Collaboration and information
sharing
• Building rapport and trust
Evaluation Results
• Early findings suggest improved access to services, stronger coordination,
and promising support for recovery, family stability, and reunification.
• Supports parents in becoming healthy, stable, and productive members of
the community through addressing their needs more directly
• May help reduce out-of-home placement costs by connecting families to
treatment earlier
• Because out-of-home placements are costly, even modest reductions in placement
length may have financial benefits for the County.
This grant helped fill a gap by bringing substance use support directly into
Children Services, where families can be connected to help earlier.
