July 2026 HHS Director's Report
Department Overview
The Health and Human Services Department continues to adapt successfully to changing
federal policies while maintaining essential services for St. Croix County residents.
Through organizational changes, workflow improvements, strategic partnerships, and
external funding, HHS remains focused on improving outcomes while minimizing
impacts on the County tax levy.
Prevention and early intervention remain central to our approach. Although ongoing
funding is limited for early intervention and prevention services, HHS has leveraged
grants, opioid settlement funding, and community partnerships to develop innovative
programs that improve outcomes and reduce future system costs.
Aging & Disability Resource Center (ADRC)
• Added a 0.4 FTE Volunteer Coordinator (Amber Halverson) to support more than
200 ADRC volunteers.
• Secured $3,000 in community foundation grants to expand the Men's Shed initiative.
Children Services
• Reduced out-of-home placements from 106 children in 2023 to 37 today through
continued implementation of Families First, Corporation Counsel overseeing CHIPS
cases, and strong collaboration with partners.
• Launching the 16-week evidence-based Celebrating Families program this fall.
• Received a $5,000 grant to support relatives and kinship caregivers pursuing foster
care licensure.
Behavioral Health
• Completed the integration of Behavioral Health and CCS under Becky Kerr's
leadership.
• Restructuring supports improved service integration, operational efficiencies, and
management of emergency detention costs.
• Recruitment continues for three Mental Health Therapists amid statewide workforce
challenges in this area.
• Behavioral Health and Public Health will jointly pursue supplemental block grant
funding.
Public Health
• Welcomed Jo Zecherle as Public Health Educator to coordinate the Western
Wisconsin Tobacco-Free Alliance (grant funded).
• Continued focus on adolescent mental health through partnerships with schools and
community organizations.
• Expanded environmental health efforts through tick prevention and mosquito
surveillance.
Health Care Campus
• Maintaining census across all service areas.
• Requesting an Administrative Assistant–Clinical Scheduling Coordinator; position
would not require County tax levy.
Economic Support
• Division update on federal policy changes and implementation efforts will be
provided by Ronda Brown at this meeting.
Administration
• Welcomed Diana Martinson as Executive Administrative Assistant.
• Records Division is primarily focused on the Health Insurance Portability and
Accountability Act (HIPAA) risk assessment for Health and Human Services, in
partnership with other county departments and the County Administrator.
• Developing the proposed 2027 HHS budget.
• Hudson office utilization continues to grow; Julie Kusilek provides outstanding
administrative support in that office.
Looking Ahead
• A comprehensive 2027 HHS Budget Overview will outline service trends, operational
priorities, financial challenges, and strategic opportunities. I will be providing this
overview as part of our 2027 budgeting process later this summer.

Consideration of New Position Requests for 2027 Budget
Cover Memo
To: Health and Human Services Board
From: Ken Witt, County Administrator
Audrie Haycraft, Human Resources Director
Date: July 15, 2026
Agenda Item: Consideration of New Position Requests for 2027 Budget
Background Information:
Public Health request an additional .15 FTE Public Health Nurse. Public Health, prior to COVID, had additional nursing
positions for state statute mandated communicable disease control and prevention work. During COVID, PH had
additional financial and staff support. However, since COVID dollars have ended and the current grant funding, for the
additional .15 FTE in Public Health Nursing time, is ending, Public Health needs the additional FTE to at minimum
maintain our current mandated efforts toward communicable disease control. It is especially important now with two
measles exposures in our county in the past year and cases of West Nile Virus. Grant funding would cover the 2027 costs
but would revert to tax levy in 2028 at an estimated net annual cost of $15,000.
Public Health request an additional .4 FTE Program Associate II. The Environmental Health program under Public Health
is an agent of the Department of Agriculture, Trade and Consumer Protection (DATCP) and the licensing and inspecting
conducted under this program is fee funded. In a recent evaluation, DATCP identified that PH’s Environmental Health
staff have more inspection sites per inspector than recommended for agents. These staff, with higher than
recommended licensing and inspection numbers, need additional operational support for county-wide licensing and
inspections. The requested .4 increase for operational support work will be funded by the DATCP program. This will also
alleviate some of the work supporting Environmental Health currently being absorbed by the only department-wide
Public Health Program Associate II. This position will then be able to take on additional roles for Public Health as a
whole. This is especially important as our Public Health department has of the lowest FTE-per-capita ratios of all public
health departments in the state. Position cost would be supported by fees charged. No net tax levy impact.
ADRC request 1.0 FTE ADRC Specialist I or II – I&A/Options Counselor. Estimated tax levy cost of $50,000. ADRC
caseloads continue to grow beyond current capacity. As the required entry point for all publicly funded long-term care
programs in Wisconsin, the ADRC plays a critical role in ensuring timely eligibility determinations, functional screenings,
and enrollment into long-term care services.
Demand for ADRC Options Counseling has increased significantly, with referrals rising from an average of 34 per month
in 2024 to an estimated 45 per month in 2026—a 32% increase. ADRC Specialists are required to complete functional
eligibility screens within 30 days; however, meeting these state-mandated timelines is becoming increasingly challenging
due to growing referral volumes, competing responsibilities, and the increasing complexity and acuity of the aging and
disability populations being served.
Delays in eligibility determinations, screening, and enrollment increase the likelihood of crises that can result in Adult
Protective Services involvement, emergency placements, and involuntary institutional care—all county-funded
obligations that carry substantially higher costs than the preventative services and early intervention provided through
the ADRC. An additional ADRC Specialist would help ensure compliance with state requirements, maintain timely access
Page 32 of 40
to long-term care programs, and reduce the risk of costly downstream interventions.
Approximately 40% of the position cost (and potentially more) is supported through Medicaid funding, making it a cost-
effective investment that helps offset significantly higher future county expenditures.
Older adults are the fastest growing demographic of Wisconsin's population. Additionally, St. Croix County’s aging
population is growing rapidly and continues to increase demand for ADRC services. In 2023, approximately 22,351
county residents (23.3% of the population) were age 60 or older, and projections show that number increasing to 25,380
by 2030 and more than 30,260 by 2040.
The county’s older adult population is already driving increased need for long-term care access, caregiver support, and
crisis prevention services. Current data shows that more than 14,500 St. Croix County residents are age 65+, with nearly
1 in 4 households including at least one resident age 60 or older.
Behavioral Health request an additional 1.0 FTE Mental Health Co-Responder. Estimated fiscal cost of $100,000. Since
the Co-Responder Program was implemented in 2022, Co-Responders have responded to more than 650 crisis calls
throughout St. Croix County, providing community-based behavioral health crisis intervention in partnership with law
enforcement. Most contacts have been resolved through community-based safety planning, reducing unnecessary
hospitalizations and jail placements while allowing law enforcement officers to return to patrol duties more quickly and
efficiently.
Program responsibilities have continued to expand, including assuming primary responsibility for staffing the St. Croix
County Crisis Line during weekday business hours in 2026, which created additional cost savings by eliminating the need
for contracted crisis coverage during business hours. An additional 1.0 FTE Co-Responder position would help maintain
timely response capacity, support countywide coverage, improve operational efficiency, and ensure continued access to
effective crisis intervention services for county residents.
These early intervention services prevent higher downstream costs, provide better consumer care, and reduce law
enforcement time and involvement during crisis responses. As acute care placement costs and service demands
increase, this position is viewed by HHS as a cost-saving measure that aligns with best practice intervention strategies.
Behavioral Health request .5 FTE Substance Use Counselor. Position is 100% Medicaid reimbursable and will have no
net tax levy impact. Provide substance use recommendations and treatment within CCS. This position would support
the CCS program and would be supervised by James Tabatt. Under CCS requirements, individuals with identified
substance use needs must have recommendations and services provided by a qualified Substance Use Counselor. With
the exception of Bre and James, current CCS Mental Health Professionals do not have the necessary substance use
background or credentials to fulfill this role.
At present, these responsibilities fall primarily to Bre and James in addition to their existing duties. While manageable in
the short term, this is not a sustainable long-term solution given current workload demands. Adding this position would
ensure compliance with program requirements, provide dedicated expertise in substance use services, and better
support the growing needs of the CCS program.
Economic Support request an 1.0 FTE Economic Support Supervisor position be created. Estimated net fiscal cost
of $60,000 with the other half of the position being covered by Great Rivers Consortium funding. The Economic Support
division is at a critical point where the demands of leadership, supervision, and operational management have exceeded
the capacity of the existing structure. To maintain funding, compliance, performance, quality, staffing, resources, and

continuity for staff (local and consortium), consumers (local and consortium), and partners (local), a new position is
essential.
Health Care Campus request a 1.0 FTE Administrative Assistant – Clinical Scheduling Coordinator position be created.
No tax levy impact as the position will be covered by Health Care Campus revenues.

Consortium Snapshot
The Great Rivers Consortium (GRC) is an economic support agency partnership that
determines eligibility for public assistance programs across 1 0 counties that includes
Barron, Burnett, Chippewa, Douglas, Dunn, Eau Claire (lead agency), Pierce, Polk, St.
Croix, and Washburn. The lead agency holds the Income Maintenance (IM) contract
with the Wisconsin Department of Health Services (WI DHS) and our lead agency in
turn enters into an agreement with us to perform the work.
GRC processes applications, reviews, and benefit changes for programs such as BadgerCare Plus , Elderly,
Blind, and Disabled Medicaid, FoodShare , and Wisconsin Shares Child Care Subsidy. Although online,
mobile, and in -person services exist, GRC primarily deliver s programs and services through the Great
Rivers Call Center at 1-888-283-0012. Some of our programs in Wisconsin require an interactive interview
for both new applications and renewals and a live call center makes for an efficient way to establish a
filing date (marking the official start of the application process from which benefits can begin if eligible)
and complete the required interview. Our call center also offers other program assistance, educational
benefits, real-time support, and human connection in addition to more accurate information gathering to
help mitigate misunderstandings and errors.
FoodShare is Wisconsin's name for the federal Supplemental Nutrition
Assistance Program (SNAP).
In Wisconsin, the 2026 gross monthly income limit
(before taxes and deductions) for most households to
qualify for Food Share is typically 200% of the Federal
Poverty Level; for example, $2,610 for a household of
one and $5,360 for a family of four.
The exact benefit amounts for FoodShare vary
depending on household size , income, and whether
the household is applying under standard or
elderly/disabled guidelines. For most FoodShare
applicants in Wisconsin, there is no asset or resource
limit.
FoodShare Quality Control (FSQC) is the federal and
state government’s way of measuring how accurately
a state agency performs the critical function of
determining SNAP households’ program eligibility and
benefits. It consists of both state agency reviews and
federal reviews.
U.S. Department of Agriculture (USDA) Food and Nutrition Administration (FNA) has long performed SNAP
Quality Control measures and assessed for states’ liability and financial responsibility when their

SNAP/FoodShare payment error rates exceed the national payment error rate. Related language has been
written into past IM contracts between DHS and consortia. What is new is that in addition to states paying
more administrative costs for the people and systems necessary to run FoodShare, for the first time, states
may become responsible for paying for member's FoodShare benefits unless the state’s payment error
rate remains under 6%.
States with error rates at or above 6% threshold will
be responsible for covering 5%, 10%, or 15% of their
states’ benefits. The higher the Payment Error Rate,
the higher the percentage.
On June 24, 2026, USDA announced the official State
Payment Error Rates for Federal Year 2025 (ending
September 30, 2025) and Wisconsin’s was 5.72 % just
under the penalty threshold, which is particularly
important as FY 2025 is the first year that could be
used to calculate th e federal penalty fees . And while
proactive efforts by Wisconsin prevented having to
pay penalty fees in 2027, the important work
continues. If future FoodShare error rates exceed six
percent, penalties will apply unless the
implementation of this federal legislation is delayed or
eliminated.
FSQC reviews are selected randomly for cases in which eligibility and benefits have already been
determined. On a monthly basis, consortia receive FSQC summaries with distinctive components.
• Case and Procedural Error Rates (CAPER) refers to FoodShare that was closed or denied incorrectly.
• Active Error Rates (AER) refers to payment errors that occur at application or recertification.
o AER measures payment errors that include both overpayments (when households receive
more benefits than they are entitled to) and underpayments (when households receive less
benefits than they are entitled to).
o The state's accumulative AER is what puts our state at risk for fiscal penalties that
determines if Wisconsin will be required to begin paying a portion of FoodShare benefits
costs starting as soon as October 1, 2027.
FoodShare error rates are not fraud rates ; payment accuracy errors in SNAP are largely accidental and
unintentional.
• Can happen when an applicant is determined to be eligible when they are not.
• Can happen when an eligible participant is certified to receive more or less benefits than they are
entitled to.

• Payment errors can be caused by the agency and by the client.
o Administrative mistakes such as keying missteps, miscalculations, or misapplied policies.
o Household mistakes such as forgetting to report a minor change in income or household
size. Agencies cannot control consumers’ decisions and actions or the complexity of the
FoodShare program , but we can strive to explain individual and household options and
information, ask thorough questions , interpret confusing eligibility rules, and clarify
reporting requirements and necessary verifications to help avoid client errors by making it
easier for consumers to understand what they are supposed to do.
• Overpayments must be paid back to the state, and the state must reimburse participants for
underpayments.
• There is no single “fraud rate,” but deliberate and intentional fraud is extremely low making up a
small fraction of the error rate . Office of the Inspector General (OIG) consolidates all program
integrity, audit, and fraud investigation activities into one office, including the Fraud Investigation,
Recovery, and Enforcement (FIRE) section to investigate and penalize deliberate recipient and
retailer fraud. Our own GRC also has a Benefit Recovery Team with one fraud investigator and four
part-time claims specialists.
In response to fiscal concerns by federal legislative changes approved in “One Big Beautiful Bill Act”
(OBBA), DHS has communicated to consortia statewide that they need to increase their FoodShare quality
control efforts supported by a 2025 Wisconsin Act 116 contract addendum and funding for SNAP Quality
Assurance Reviews.
• Recognizing that the work of multiple partners does
not come with guaranteed outcomes, the consortia
must develop a structured plan to operationalize the
required scope of work outlined by DHS , utilize the
allocated funding, and execute the project to the best
of our collective ability.
• These funds are all funds and do not require county
match. Consortia may not supplan t their existing level
of effort by funding Income Maintenance with these
funds. The funds are intended to supplement, not
replace the existing level of funding contributions made
by our consortium. Any unspent funds are re-obligated
by DHS.
In addition to other quality control efforts consortia
may already be performing, a required solution is
FoodShare Precertification Reviews (PCR) using the
state’s Pre -Certification tool located in our existing
CARES Worker Web (CWW).

• Although the FSQC and PCR processes are separate and different processes, they coincide in
important ways.
• PCRs as a collective consortia-level measure proactively
ensures timeliness and accuracy that reduces the likelihood
of errors in cases that may be selected for the federal/state
FSQC efforts, thus minimizing the potential for FSQC errors,
thus making it more feasible to maintain a low error rate.
• PCR data provides useful details toward staff development
initiatives that support new and ongoing staff performing as
error-free as possible in a complex and ever-changing work
environment.
• Consortia establish sam ple criteria that pull cases in for
assessment before eligibility is certified and benefit
payments are issue d, such as case samples that include
employment, self -employment, or unearned income.
Consortia are strongly encouraged to review error data and
adjust the sample criteria to pull in cases that coincide with
their highest error prone areas, such as wages and salaries,
unearned income, and shelter and utilities.
• Consortia must review a minimum of 25% of FoodShare cases each month and over time utilize
the review results to scale up to a percentage that effectively maintains a consortium AER under
6%.
How does FSQC and PCR relate to the Economic Support Division’s position
request in St Croix County?
Great Rivers Consortium has agreed to fund 50% of a supervisor position to support consortium -level
functions related to an all-new PCR contract addendum, functional plan, funding, and devoted team that
will require expanded SharePoint Coordination that serves as the foundation of our regional operational
design and a distributed, virtual and remote framework.
• New PCR Team will require its own dedicated associated site for workload management and
scheduling purposes.
• PCR structure will be incorporated into the consortium’s operational handbook.
• PCR processes will be outlined in the consortium’s Program, Policy and Procedure Manual.
• Existing PCR & FSQC, performance, and training pages will be expanded. Associated activities will
be data mining and interpretation, root cause analyses to find the reasons for the highest dollar
errors, and toolkit development.

• Microsoft is shifting toward automated, workflow -driven features that place significantly more
responsibility on site administrators in addition to relaying related information to consortium
partners and retraining site users as menus and features shift.
How does the Economic Support Division’s position request benefit St Croix
County?
The total estimated cost for a supervisor position as proposed is $115,000; 50% is anticipated to be funded
by tax levy (with a portion of this contribution collecting federal match revenue).
St. Croix County has a valuable stake in Great River Consortium’s success. GRC has been in business since
January 2012 i.e. 14+ years. We are not only contracted to do the work, but the consortium’s design allows
us to operate a live call center that is available to our local constituents daily as well as manage some
responsibilities collectively through team structures , all of which supports quality and performance. In
general, operationally we perform better as a regional entity than we did as individual counties.
The Economic Support division is at a critical point where the demands of leadership, supervision, and
operational management have exceeded the capacity of the existing structure. The growing complexity of
legislative initiatives are far greater than PCR efforts and they present additional pressure on local
agencies to train and retain staff, ensure compliance with federal and state changes, maintain service
quality, meet performance requirements, sustain operational pillars under increasing demands , and
educate and support partners and consumers . Overall, t he division would gain substantial value from
clearer role separation between subject matter experts (team leaders) , supervision, and higher-level
administrative responsibilities.
A new supervisor will add to and extend our ability to perform the following critical tasks:
• Support scheduling and minimum coverage. Work is inherently time-sensitive and requires critical
backup and redundancy. We cannot close our live call center more than twice per year and only
for holding consortium-wide events. In the same way we cannot stop business, we cannot extend
dates and timelines beyond federal and state guidelines, and the new PCRs orchestrated between
reviewers and staff are also deadline-driven and not something we can turn off.
• Assist with personnel management for high-turnover positions, including hiring, training, coaching,
and ongoing performance planning for specialist and team leaders.
o The Economic Support Division has been in continuous recruitment and training since
November 2022 for both specialist and lead roles , a similar challenge faced by all other
consortium partners, that adversely impacts everyone in numerous ways . Research
supports our experience t hat call centers face notoriously high turnover rates, and the
same is true for specific public service roles namely in HHS. Research also suggests that
ineffective onboarding and inadequate training are primary drivers for high-rate attrition.

Health and Human Services Board Presentation – Economic Support Division – July 15, 2026
o Leadership provides new worker wraparound training in addition to continuous learning
methods and skill level maintenance initiatives to ensure required compliance,
performance, timeliness, and quality.
o Based on present circumstances and knowledge, a supervisor provides far greater
long-term stability, efficiency, and organizational resilience than adding another specialist
in a high -attrition role. The performance data that relates directly to where specialists
spend their time has remained relatively consistent over the years in spite of workload
fluctuations. Where we experience marked challenges is in the repeated time and effort
necessary to continuously build teams of knowledgeable and skilled agents who can
perform timely and accurately. In other words, w hile additional specialists may offer
temporary capacity, the recurring turnover creates continuous training demands, workflow
disruptions, and loss of operational knowledge that a supervisor can directly solve.
• Facilitate increased “in the moment” guidance, stability, and crisis resilience for frontline
specialists and team leaders who serve as ground level support.
• Support all HHS divisions by assisting consumers with Medicaid eligibility challenges that helps
secure reimbursement for eligible services and minimizes financial risk.
• Support more frequent questions, aligning services, and timely informational updates for partners
and local consumers including coordinating direct lobby services for two lobby locations.
• Support SharePoint Coordination and platforms for HHS partners across varied roles and locations.
• Support division Administrator during absences by providing operational oversight and addressing
urgent consumer matters, staff scheduling and leave issues, timesheet approvals, technology
troubleshooting, software or system incident reporting, and other supervisory responsibilities
necessary to maintain continuity of services.
