St. Croix County, WI Rural Highway Safety Project
OVERVIEW
St. Croix County, Wisconsin (herein referred to as “the County”) is requesting $4,666,135 ($3,705,674
for implementation projects, and $960,461 for supplemental planning projects detailed at the end
of this application) in discretionary funding through the FY 2026 Safe Streets and Roads for All
(SS4A) Implementation Grant program. The requested funds will support the deployment of low-
cost, high-impact strategies grounded in the Federal Highway Administration’s (FHWA) Proven
Safety Countermeasures (PSCs) with a focus on the Safe System Approach to prevent fatalities and
serious injury crashes, particularly in rural communities, as well as supplemental planning dollars
for the completion of four corridor studies along the most hazardous of the County’s highways.
The St. Croix County, WI Rural Highway Safety Projects (herein referred to as “the Project”) will
improve safety of seven segments comprising over 84 miles of the most dangerous rural county
trunk highway (CTH) segments, six of the most dangerous intersections, and eight hazardous curves
across the county (see Figure 1). Each of these projects have been identified in the County’s Safety
Action Plan (SAP) adopted in 2025.
Figure 1 Project Location Map
In total, the Project is expected to prevent 5.2 fatal and 26.2 serious
injury crashes over the next 20 years, resulting in a benefit-cost ratio
(BCR) of 22:1 (detailed in Table 1).

St. Croix County maintains that loss of a single human life on a roadway is both tragic and unacceptable.
According to FARS data, St. Croix County experienced 51 fatal crashes between 2019-2023. Data
collected from the WisTransPortal System managed by the Wisconsin Traffic Operations and Safety
Laboratory (TOPS Lab) identified an additional 16 fatal crashes in 2024-2025. Further analysis
shows 297 serious injury, 1,224 minor injury, and 926 possible injury crashes between 2019 and
March 31, 2026, according to the TOPS Lab data (see Figure 2).
Figure 2 Crashes in St. Croix County (2019-2026)
This application focuses on safety improvements along County Highways (CTHs) as recommended
in the County’s SAP. These improvements fall into three categories: 1) rural segments; 2)
rural curves; and 3) rural intersections.
The Project’s goal is to enhance safety along both the High Injury Network (HIN) and in other high-
risk areas of the CTH system that have been shown in the SAP to experience a high incidence of
risk factors for fatal and severe injury crashes. Each component of this Project shares the common
objective of addressing safety concerns for all users of the County’s CTH network.

St. Croix County, WI Rural Highway Safety Project
LOCATION
St. Croix County is located in northwest Wisconsin
along the Minnesota border, with a 2020 Decennial
Census population of 93,536. Although classified
as a rural jurisdiction, the County experiences
above-average population growth compared to
Wisconsin in general, largely due to its proximity
to the growing Minneapolis-St. Paul metropolitan
area. According to the 2020 Decennial Census,
the largest communities in the county include the
Cities of Hudson (14,755) and New Richmond
(10,079), as well as the Villages of Baldwin
(4,291), North Hudson (3,803), and Somerset
(3,019).
The Project is located across St. Croix County,
encompassing over 84 miles of improvements to
seven rural CTH segments, enhancing the safety of
six hazardous intersections across the county, and
eight curves on rural CTHs associated either with
past fatal and severe injury crashes, or locations
that share similar risk factors (see Figure 1).

Figure 3 Percentage of Severe Crashes by
Jurisdiction, 2019-2023 (excluding animal
crashes)
Source: St. Croix County, Wisconsin Safety Action Plan
Between 2019 and 2023, 1,823 crashes occurred on
the CTH network, accounting for approximately
28 percent of all crashes on the local system.
Fatal and serious injury crashes have remained
relatively stable since 2014, a trend that can be
attributed to safer roads and vehicles, as well as
more stringent enforcement of existing laws and
policies by St. Croix County and the municipalities
within county borders.
Of all fatal and serious injury crashes across the
county during this period, 38.4 percent occurred
on the HIN which represents less than five percent
of county roadways. Overall, approximately 56
percent of severe crashes took place on roadways
under local jurisdictions (Township 17 percent,
City 14 percent, and County 25 percent) (see
Figure 3). On average, if a driver experiences
a crash on any roadway in St. Croix County, the
likelihood of that crash being fatal or severe is
about two percent. However, for crashes occurring
specifically on rural CTHs (the focus of this grant
application), this figure increases to over three
percent. This is primarily due to factors such as
high speeds, vehicles running off roadways at
curves on CTHs, and crashes at key intersections.
Geospatial Risk Visualization
Utilizing data from the TOPS Lab, the County has
identified the crashes that have occurred in direct
coincidence with the proposed projects identified
within this application. According to this data,
three fatal crashes and 18 crashes resulting
in serious injuries occurred out of a total of
192 crashes between 2019 and 2023. Fatalities
and serious injuries occurred from crashes where
vehicles ran off the roadway along dangerous
curves and head-on crashes with another vehicle
or with a fixed object. Between 2019 and 2023,
51 fatal crashes took place on St. Croix County
roadways. An additional 16 fatal crashes occurred
between 2024-2025 (see Figure 4).

Figure 4 St. Croix County Fatal Crashes (2019-2025)
Assessing Safety Risk
The SAP goes beyond traditional crash analysis by
employing a “Systemic Safety Analysis” to identify
high-risk priority locations. These locations are
ranked based on their correspondence with multiple
risk factors (defined as characteristics correlated
with an increased likelihood of severe injury or
fatal crashes). These risk factors are represented by
stars (see Figure 5), which contribute to creating a
prioritized ranking for projects that form the basis
of this grant application. This type of analysis is
especially useful for examining severe and fatal
crashes in aggregate, helping to identify common
patterns when crashes appear scattered randomly
on a map.
The Systemic Safety Analysis utilizes the
following process:
1. Establish the county’s roadway network
2. Collect data on roadway geometrics and
crashes
3. Identify Risk Factors (elements that contribute
to crashes)
4. Prioritize county segments, intersections,
and curves based on risk factor assessments
5. Assign project recommendations to high-
priority county segments, curves, and
intersections.

St. Croix County, WI Rural Highway Safety Project
SAFETY IMPACT
The High Injury Network
All projects included in this application fall along
the High-Injury Network (HIN) established in
the SAP. The HIN (see Figure 6) is based on
historical crash evaluation from 2019 to 2023 on
all non-freeway and non-limited access highways
across the county. Although only about 85.8 miles
(4.3 percent) of county roadways are included
in the HIN, these roads account for 38.4 percent
of fatal and serious injury crashes countywide.
The County followed a six-step process to develop
its HIN, as follows: 1) Compile the crash data; 2)
Create the base network; 3) Divide the network
into “short” (i.e., 0.1-mile) segments and “long”
(corridor-level combination of short segments)
windows; 4) Assign crashes to long windows;
5) Calculate crash scores; and 6) Set a threshold
for inclusion in the HIN. Appendix D of the SAP
provides a more detailed description of the six-
step process.
Figure 6 St. Croix County High Injury
Network (HIN)
Use of Low-Cost, High-Impact Strategies
The Project is distinct and strategic in its ap-
proach to implementation. Rather than concen-
trating solely on one corridor or specific local
areas of concern, it closely follows the HIN
and the findings of the SAP’s Systemic Safety
Analysis to identify targeted improvements.
Figure 7 Core Elements and Principles of
the Safe System Approach
The result is a broad investment in low-cost,
high-impact safety strategies across CTHs,
aimed at systemically improving rural seg-
ments, curves, and intersections across the 722
square miles that make up the county. Most of
the proposed improvements are low-cost, and
all have high-impact. The most utilized strate-
gies are documented below:
Lighting
The Project will enhance lighting at five
intersections and one curve in the County. Proper
lighting of intersections and priority crossings are
one of the most easily implementable and cost-
effective safety improvements with a proven track
record of crash reduction. The safety benefits of
adequate lighting at rural intersections and on
rural highways are well-documented. FHWA PSCs
demonstrate that lighting can reduce nighttime
crashes at rural intersections by up to 38
percent, and nighttime pedestrian crashes at
all intersections by 42 percent, corresponding
to Crash Modification Factors (CMF) of 0.62
Page 33 of 51
FY 2026 SS4A GRANT APPLICATION
6
St. Croix County, WI Rural Highway Safety Project
and 0.58, respectively. Lighting will enhance roadway safety at five intersections of CTHs across
St. Croix County.
Enhanced Delineation for Horizontal Curves
The Project will implement chevrons and signage to delineate eight dangerous curves across St.
Croix County. To address hazards presented by curves on high-speed CTHs, the Project implements
improvements at eight hazardous curves throughout the county. The following low-cost, high-impact
strategies are proposed as part of the Project (see Table 2). These facility treatments can be applied
individually or in combination with other roadway improvements, either in advance of or within
the curves.
Table 2 Strategies for Enhanced Delineation for Horizontal Curves
Strategies for Rural Curves In Advance of a Curve Within a Curve
Pavement markings (standard width or wider) Yes Yes
In-lane curve warning pavement markings Yes --
Chevron Signs -- Yes
Enhanced Conspicuity (i.e., larger, fluorescent, and/or
retroreflective signs) Yes Yes
Sequential dynamic chevrons -- Yes
FHWA’s PSCs prove that these low-cost, high-impact treatments are effective at reducing both fatal
and total crashes. For example, chevron signs lead to a 16 percent reduction in non-intersection
fatal and injury crashes at curves, and a 25 percent reduction in night-time crashes. Fluorescent
curve signs are also proven to reduce rural non-intersection, head-on, run-off-road, and sideswipe
crashes by 18 percent.
The Project includes Safety Improvements at a critical curve where a fatal crash took the life of eight-year-old
Owen Hailey in December 2025.
Rumble Strips
Longitudinal rumble strips are proposed along the nearly 29 miles of the most hazardous CTH
segments in this Project, both along the center line and the edgeline. Rumble strips are an extremely
cost-effective PSC, with economic analyses indicating a benefit-cost ratio of over 100. These raised or
milled elements alert drivers through vibrations and sound that their vehicles have either drifted to the
side of the road or into oncoming traffic. Shoulder rumble strips are shown to reduce single-vehicle,
run-off-road fatal and injury crashes by 13 to 51 percent on rural roadways (corresponding with a
CMF of 0.87 and 0.49). Centerline rumble strips yield even more safety benefits, reducing head-on

fatal and injury crashes on rural roads by 44
to 64 percent on rural roadways (corresponding
with CMFs of 0.56 and 0.36).
Wider Edgelines
The Project also includes widening of edgelines
from four inches to a maximum width of six
inches along over 84 miles of hazardous CTH
segments. Wider edgelines increase the visibility
of the travel lane and yield a meaningful reduction
in crash frequency and severity. Wider edgelines
can yield a 37 percent reduction in fatal and
injury crashes on rural roads (corresponding
with a CMF of 0.635). These are especially cost-
effective PSCs, yielding a total benefit-cost ratio
of 25:1 for fatal and serious injury crashes on
rural roadways, per the Idaho Department of
Transportation (2018).
Use of Evidence-Based FHWA Proven Safety
Countermeasures
Roundabout
One of the improvements of this Project is
the conversion of the intersection of CTHs A
and U into a roundabout. Roundabouts are a
comprehensive solution to managing intersection
traffic in both urban and rural settings and offer
multiple benefits. They not only calm traffic speeds
but are also proven to reduce delays and queuing
compared to traditional intersection treatments.
Most importantly, roundabouts are highly effective
in reducing fatal and serious injury crashes.
Converting two-way stop-controlled intersections
to roundabouts has been shown to result in an 82
percent reduction in fatal and injury crashes,
corresponding to a CMF of 0.18.
Measuring Persistent Safety Impacts &
Benefits
The countermeasures at high-risk curves, roadway
segments, and intersections along the St. Croix
County HIN will deliver both immediate and long-
lasting safety benefits. According to a Benefit-
Cost Analysis (BCA) conducted for the Project,
this suite of improvements will save lives among
St. Croix County residents in both the near and
long-term, while preventing many more severe,
life-altering injuries due to traffic crashes. As
previously mentioned, benefits were monetized
for a BCA completed for the Project and were
based on the following CMFs (see Table 3):

Technologies that Improve Safety
High Friction Surface Treatments (HFST) are specialized,
high-durability pavement coatings that enhance skid resistance
to reduce wet-weather crashes by up to 83 percent and total
crashes by over 50 percent. The installation of High Friction
Surface Treatments (HFSTs) is planned at 14 locations.
HFSTs are an FHWA Proven Safety Countermeasure that
can reduce injury crashes up to 48 percent at horizontal
curves. An HFST is proposed along 887 feet of CTH A.
IMPLEMENTATION COSTS
Summary of Costs
If funding is secured, construction activities will occur during calendar years 2028 and 2029. A

If awarded, this Project would
mark the first application
of a High-Friction Surface
Treatment (HFST) in St. Croix
County, per the Wisconsin
Department of Transportation.
Reasonableness and Necessity of Costs
Planning-level cost estimates were prepared in
2024 by a certified professional engineering firm
as part of the SAP development process. These
estimates were subsequently revisited to reflect
constructability considerations and current bid
prices. Costs were then escalated to 2028 dollars
using an assumed annual inflation rate of four
percent. Engineering and administrative costs are
estimated at 10 percent of total construction costs.
Any cost overruns will be funded by St. Croix
County funds. The County Highway Department
has considered all relevant factors, including
materials, labor, and potential contingencies to
ensure that the cost estimates presented in this
grant application are both reasonable and necessary
to complete the Project. St. Croix County has an
established track record of accurately estimating
the costs of capital projects of similar size and
scope to the proposed project.
Effective Use of Federal Funds
The Project represents an effective and responsible
use of federal funds by deploying proven systemic
safety countermeasures along St. Croix County’s
HIN considering the findings in the SAP. Rather
than addressing crashes after they occur, this
Project proactively targets the most dangerous
curves, segments, and intersections along St.
Croix CTHs to maximize long-term fatal and
The Project will prevent 5.2 fatal crashes and 26.2 serious injury crashes over a
20-year analysis period, resulting in an undiscounted benefit-cost ratio of over 22:1.
Crash costs by severity are from the USDOT BCA Guidance for Discretionary Grant
Programs (2024 dollars). This analysis conservatively assumes no traffic volume growth
and monetizes only fatal (K) and serious injury (A) crashes.

serious injury crash reduction benefits per federal
dollar invested.
By focusing on scalable, evidence-based
countermeasures that can be implemented readily
within the County’s existing right-of-way, this
Project achieves broad and substantial safety
improvements in a cost-effective manner, yielding
an effective benefit-cost ratio of over 22:1 (a net
benefit of over $101 million in 2024 undiscounted
dollars).
ENGAGEMENT AND COLLABORATION
Preventing Roadway Fatalities and Serious
Injuries in Rural Communities
According to FHWA, while public concern about
speeding is focused on high-speed interstate
highways, 87 percent of 2022 fatal speeding-
related crashes took place on non-interstate
highways. The Project therefore explicitly focuses
on rural CTHs, aiming to reduce crashes at key
segments, curves, and intersections along the
CTH system.
St. Croix County is a rural jurisdiction whose
population is forecasted to increase despite
projections showing that Wisconsin’s population
will decrease. The county’s population is projected
to grow from 93,536 in 2020 to 102,980 by
2050 (Wisconsin Department of Administration
population projections), a total increase of 10
percent. This growth contrasts with the state’s
overall projected decline of over three percent
during the same time frame. The county’s growth
is driven by the growth of the nearby Minneapolis-
St. Paul urbanized area. This underscores the
critical importance of this project not only for
current residents, but for future drivers in the
next 25 years that will travel along the county’s
rural roadways.
Demographic Considerations
According to the 2020 Decennial Census, 14,375
St. Croix County residents (15.4 percent of the
population) were age 65 or older. The Wisconsin
DOA projects this number will nearly double by
2050 to 27,715, representing 25.9 percent of the
county’s population by that time.
This demographic trend is critical for traffic
safety. According to the National Highway
Traffic Safety Administration (NHTSA), older
Americans consistently experience higher fatality
rates than younger age cohorts. This is attributable
to unique safety challenges associated with aging
like reduced visual capacity (especially at night),
slower reflexes, and decreased physical fitness. As
this population cohort grows disproportionately
in the county and across the United States, the
Project’s countermeasures that emphasize visual
cues like improved lighting, chevrons, arrow
boards, edgelines, and signage will play a critical
role in fostering road safety for older adults.
Engagement Plan
St. Croix County will engage communities through
all phases of the Project, from planning, design,
and through construction. This will include
activities such as Public Involvement Meetings
(PIMs) to engage interested parties and adjacent
property owners following the example of similar
meetings held for recent construction projects
across the County. The St. Croix County Highway
Department will also leverage its long-standing
partnerships with the 21 townships across the
county and their respective governments to reach
and involve all affected residents and businesses.
During the construction season, St. Croix County
maintains a public website that is updated weekly
with information on ongoing road construction
projects and advertised on the County’s social
media platforms. The website also provides
details about the County’s and the State’s long-
term construction plans, as well as public safety
information related to work zones, including
guidance for both drivers and those working in or
near the roadway, such as flaggers and equipment
operators.
Community & Stakeholder Engagement
Community and stakeholder engagement are
critical pillars of the SAP and by extension, the
Project, ensuring that the recommendations address
the community’s most significant concerns. The
most extensive community engagement took place
in Summer 2024, when the County hosted a “pop-
up” event at the St. Croix County Fair, launched
an interactive web map, and ran an active social
media campaign. In total, 67 attendees participated
in the County Fair exercise, and the project team
received 326 online comments.

Action Plan
Speeding and aggressive driving were the top
traffic safety concerns expressed at the County
Fair, followed closely by issues related to
intersections (see Figure 10). This Project has
been thoughtfully designed to directly address
all three of these concerns.
Leveraging Partnerships
While all components of the Project are located
on CTHs within the County’s jurisdiction, their
implementation will ultimately impact the 21
townships, 10 villages and four cities that make
up the County. The St. Croix County Highway
Department will work collaboratively with its
municipal partners to ensure that the design and
construction phases achieve the Project’s intended
safety outcomes while avoiding unintended
negative impacts on rural communities and the
traveling public. The Highway Department will
also proactively engage with potentially affected
property owners to identify any right-of-way
(ROW) concerns (however unlikely those may be)
and implement appropriate mitigation strategies
to minimize or eliminate adverse effects on
businesses and the broader community.
PROJECT READINESS
TECHNICAL CAPACITY
The St. Croix County Highway Department
guarantees that all necessary activities will be
completed within five years of grant agreement
as outlined in the FY 26 SS4A NOFO. County
staff have extensive experience delivering projects
funded through general funding, and construction
projects of similar scope and size, on time and
within established budgets, demonstrating prudent
use of federal dollars, particularly through the
Highway Safety Improvement Program (HSIP),
Surface Transportation Program (STP), and
other state and federally funded infrastructure
initiatives. Additionally, the County has experience
implementing chevrons, signage, edgeline
improvements, rumble strips, and lighting across
the CTH network as part of both ongoing systemic
safety initiatives and routine roadway maintenance
activities. This familiarity with design standards
demonstrates evidence of the County’s ability to
efficiently deliver the proposed improvements on
a county-wide scale.
Additionally, the County has committed to
providing a 20 percent local match demonstrated
through the letter of commitment included in this
application.
REQUIRED APPROVALS, ASSESSMENT
OF PROJECT RISKS, & MITIGATION
STRATEGIES
A Class II action (Categorical Exclusion, or
“CATEX”) is expected for the Project, as no ROW
or wetland impacts are anticipated. The County
also recognizes the possibility of unexpected
delays due to funding and weather-related events.
Any unexpected cost increases beyond the grant
award will be paid by St. Croix County using
local funding.
The County is well-versed in delivering large-
scale projects completed through the National
Environmental Policy Act (NEPA) review process.
All proposed projects and strategies will conform
to USDOT, AASHTO, and WisDOT standards
for design. All property and ROW acquisitions,
as needed, will be completed in accordance with
49 CFR Part 24 and other applicable federal
regulations.

SUPPLEMENTAL PLANNING ACTIVITIES
SCOPE OF WORK
St. Croix County is requesting $960,461 in FY
2026 SS4A Program Grant Supplemental Planning
funds for the completion of four corridor studies
of the county’s most hazardous CTHs (see Figure
10). All four corridors pose their own distinct land
use and safety contexts and challenges, and all
cross through multiple municipalities. The scope
of services is similar for each of the four plans and
would involve long-range transportation planning
for each corridor. The plans would document
existing conditions of both traffic and land use
and evaluate how future growth and forecasted
future traffic would affect the safety, operational
efficiency, mobility, and capacity of each corridor.
Work would include roadway and intersection
operational analysis, crash and safety analysis,
access management strategies, data collection,
and traffic forecasting. Each plan would provide
recommendations that would detail targeted
improvement of intersections, guidance on
consolidating access points, signage and striping
guidance, and other recommendations intended
to ensure that the four corridors accommodate
the future growth of St. Croix County (which is
expected to outpace that of Wisconsin as a whole)
while also providing a safe and efficient corridor
for the traveling public regardless of their mode
of travel.
The plans also intend to provide a high-level
environmental scan of the planning areas, while
stopping short of formal NEPA documentation.
All plans will be informed by meaningful public
engagement at each step of the planning process.
Each plan was scoped and adjusted to 2028 dollars
(assuming an annual inflation rate of four percent).
The County wishes to emphasize to USDOT its
willingness to accept a partial award. With this
possibility in mind, the County has ranked the
following in corridors in order of priority, with
“1” indicating the highest priority (see Table 6):

ROADWAY SAFETY ISSUES
ADDRESSED
From 2019 to the present day, each of the four
corridors have unfortunately experienced a great
concentration of crashes, cumulatively resulting
in five fatal crashes, 25 serious injury crashes,
and a total of 1,088 crashes (see Table 7). These
account for 28 percent of fatal crashes, 32 percent
of crashes resulting in serious injuries, and 35
percent of total crashes on CTHs.
As stated previously in this application, head-on
crashes with oncoming vehicles and vehicles
rolling off the roadway are prominent contributing
factors to crashes resulting in fatalities and severe
injuries. These corridors are also the four most
prominent corridors on the HIN established in
the St. Croix County SAP.
While the low-cost, high-impact infrastructure
treatments included in the Project will yield
immediate and significant safety benefits, long-
term corridor planning is needed along these
roadways so that these CTHs remain safe and
efficient roadways for the traveling public as St.
Croix County communities continue to grow in
the coming decades.
INFORMING THE SAFETY ACTION
PLAN
The findings and recommendations in each of the
four corridor plans will bring new infrastructure
recommendations and insights based on the most
recent data and best practices, and in consideration
of timely development and growth trends. SAPs
are intended to be routinely revisited after
improvements are made to the HIN and new crash
data becomes available. These corridor studies
will be guided by engagement, collaboration, and
sound safety analysis based on evidence-based
strategies. These corridor studies will inform
the SAP, which will continue to be grounded
in the following components as established by
USDOT: leadership commitment and goal setting;
planning structure; safety analysis; engagement
and collaboration; policy and process changes;
strategy and project selections; and progress and
transparency.

Review of County Highway Parking Safety Concerns and Proposed Parking
Restrictions
Cover Memo
To: Traffic Safety
From: Ken Witt, County Administrator
Robbie Krejci, Highway Commissioner
Date: July 15, 2026
Agenda Item: Review of County Highway Parking Safety Concerns and Proposed Parking Restrictions
Background Information:
The St. Croix County Highway Department has identified several locations along the county trunk highway system where
roadside parking creates recurring public safety and roadway maintenance concerns. In these areas, parked vehicles
reduce sight distance, impede traffic operations, interfere with snow removal and routine maintenance activities, and
create hazards for both motorists and Highway Department personnel. Many of these locations have experienced
increasing roadside parking associated with recreational activities, special events, or other recurring uses that were not
anticipated when the roadways were originally designed.
The proposed ordinance would establish permanent no-parking restrictions on specific segments of county highways
where engineering evaluation and operational experience have determined that parking presents an unacceptable
safety risk or significantly impacts the County's ability to maintain the roadway. The ordinance is intended to improve
public safety, preserve the efficient operation of the transportation system, and provide law enforcement with clear
authority to address parking violations in these designated locations. The Highway Department will periodically review
parking conditions throughout the county highway system and, as traffic patterns, roadway conditions, and land uses
evolve, may recommend modifications to designated no parking areas when such changes are determined to be in the
best interest of the safety of the traveling public and the efficient maintenance of the county highway system.

CTH D Bridge Closure - P-55-915 (Approximately 2 miles north of STH 12)
Cover Memo
To: Traffic Safety
From: Ken Witt, County Administrator
Robbie Krejci, Highway Commissioner
Date: July 15, 2026
Agenda Item: CTH D Bridge Closure - P-55-915 (Approximately 2 miles north of STH 12)
Background Information:
During a routine bridge inspection on CTH D, approximately two miles north of US 12, Highway Department staff
identified advanced deterioration of the bridge girders on Structure P-55-915. Based on the initial critical finding and a
subsequent evaluation by a structural engineering consultant, the bridge was posted at a reduced load limit of 15 tons in
March 2026. During the inspection and subsequent evaluations, staff also observed an unexpectedly high volume of
commercial and heavy truck traffic using CTH D between US 12 and STH 64.
Traffic Analysis
Following these observations, Engineering Division staff deployed traffic counting equipment along CTH D to better
quantify traffic volumes and truck loading within the corridor (see attached map). The data indicate a higher-than-
anticipated volume of heavy truck traffic utilizing this route.
CTH D was originally designed to function as a lower-volume county highway with limited through heavy truck traffic.
Based on the traffic counts, it appears that a significant number of heavy trucks are using CTH D as a through route
between US 12 and STH 64. This traffic includes vehicles operating under oversize/overweight permits issued by the
Wisconsin Department of Transportation (WisDOT).
Infrastructure Concerns
Highway Department staff remain concerned about the increasing volume of heavy truck traffic on this corridor. CTH D
is exhibiting advanced pavement deterioration, including rutting, indicating that the roadway is likely experiencing traffic
loading beyond what it was originally designed to accommodate. Continued heavy loading will accelerate deterioration
of both the roadway and associated structures, increasing future maintenance and replacement costs.
Bridge Closure Evaluation
On June 25, 2026, the County was forced to close the CTH D bridge to all traffic after a critical structural finding was
identified during an evaluation by the department's structural engineering consultant. While assessing repair
alternatives, the consultant discovered additional deterioration within the superstructure.
The consultant indicated that it may be possible to reopen the bridge to a single lane of traffic controlled by stop signs,
with a reduced 5-ton load limit. Highway Department staff evaluated this option and considered the following factors:
Safety: The roadway has a posted speed limit of 55 mph and relatively straight horizontal and vertical alignment,
providing good visibility under normal conditions. Southbound drivers would be required to stop, determine whether
northbound traffic was approaching, and then navigate around a barrier before crossing the bridge. Northbound traffic
would also be required to stop before entering the structure. Although sight distance is favorable, the department
remains concerned about driver compliance and the potential for conflicts. WisDOT reported that a similar one-lane
Page 48 of 51
bridge operation near Fairchild, on a roadway with comparable traffic volumes, experienced six crashes over a three-
month period, including one head-on collision and five crashes involving traffic control barricades.
Winter Maintenance: Maintaining a one-lane, 5-ton crossing throughout the winter would create significant operational
challenges. Standard Highway Department snowplows exceed the proposed load limit, requiring alternative equipment
and maintenance procedures. This would increase operational costs while reducing maintenance efficiency and creating
additional safety concerns.
Load Compliance: Since the bridge was posted at 15 tons in March 2026, Highway Department staff have observed
multiple heavy trucks disregarding the posted weight restriction and continuing to use the bridge. These unauthorized
loads likely contributed to the accelerated deterioration that occurred between March and June. While a 5-ton posting
would be more restrictive, there is no assurance that overweight vehicles would comply, creating an unacceptable risk
to both the structure and the traveling public.
Local Access: Closing the bridge is certainly inconvenient for local residents. However, passenger vehicles can utilize
town roads located approximately one mile east or one mile west of the bridge, increasing travel distance by
approximately two miles. Larger commercial vehicles have already been prohibited from legally using the bridge since
the 15-ton posting was implemented, limiting the additional impact of the full closure on commercial traffic.
Construction: The Highway Department is planning to replace the bridge with the goal of completing construction during
the 2027 construction season. Keeping the bridge closed will allow County forces to remove the existing structure during
the winter months, reducing demolition costs and lowering the overall construction contract.
Conclusion
Based on these considerations, the Highway Department determined that maintaining the bridge closure is in the best
interest of the County and is the safest course of action for the traveling public. Staff are preparing to procure consultant
engineering services to complete the bridge design, with the goal of advertising the project for an early 2027 letting and
completing construction during the 2027 construction season.

FOR IMMEDIATE RELEASE
6/24/2026
Contact: Adam Kastonek – Public Information Officer
Immediate Closure of CTH D Bridge Due to
Deteriorating Condition
St. Croix County, WI — The St. Croix County Highway Department is announcing the immediate closure of the
CTH D bridge, located on County Trunk Highway D north of Woodville near 90th Avenue. The closure follows the
discovery of significant additional deterioration during the development of planned bridge repairs. Detour
signage is being installed to direct traffic around the closure via US-12, US-63, and CTH E. Drivers should follow
the posted route and use caution while traveling through the area.
In January, routine inspections identified substantial deterioration in the bridge's condition. As a result, the
County ordered a load rating study to evaluate the bridge's capacity. Based on the findings of that study, the
bridge was posted with a 15-ton weight limit in March.
Since that time, the County has been actively developing a repair plan intended to improve the bridge's load-
carrying capacity and extend its service life while funding is pursued for a full bridge replacement.
During the engineering and design work for those repairs, additional deterioration was identified. Preliminary
findings indicate that the bridge's condition has worsened significantly since the March load rating study was
completed. Out of an abundance of caution and in the interest of public safety, the County is closing the bridge
immediately until a new load rating study can be completed and the bridge's capacity reevaluated.
County staff and consulting engineers are actively evaluating options to safely restore traffic across the bridge
until a replacement structure can be constructed. Several alternatives are under consideration, including
potential temporary traffic configurations that would utilize portions of the bridge that are in better condition.
No decisions have been made at this time, and any interim solution will be implemented only after it has been
thoroughly evaluated for safety.
"We understand this closure will create an inconvenience for everyone who relies on this bridge,” said Robbie
Krejci, St. Croix County Highway Commissioner. "However, public safety must remain our top priority. We will
continue to provide updates as we complete additional engineering analyses and determine the safest path
forward."
