We have found some better coverage with a truck mounted repeater, but still not great… We are also very supportive of having several incident channels available to use as the main fire channel gets crowded when more than 2 or 3 incidents are happening at the same time. -Chief Drew Spielman, Hudson FD • When our ambulances and supervisors are responding to any major incidents in St. Croix County, we rarely have the opportunity to communicate with St. Croix County Communications Center due to the overcrowding on the fire channel with multiple units trying to all communicate on the same channel. This has been an issue for many years now and it is only getting worse because the call volumes have increased, there is more auto aid happening, and more radios on the system now than ever before. -EMS Director Jon Muller, Lakeview Hospital Page 21 of 88 Hammond Tower • Current tower lease expires January of 2030 • Must start replacement process early 2027 so there is not a gap in service • County decided to not renew lease at former highway shop location • Land has been located to construct a new tower in Hammond • Ideal location to serve the public safety needs of St. Croix County Page 22 of 88 Towers Current Tower Proposed Tower Page 23 of 88 Enhancements • Construction of at least two communication towers and shelters • 12 Dispatch consoles for primary and back-up locations • Over 400 mobile and portable radios • New 800 MHz radio base stations and repurposing current base stations when possible • Refresh of antennas and peripheral parts of radio network Page 24 of 88 CIP Plan 2027-2031 Capital Budget Capital Budget Capital Budget Capital Budget Capital Budget Capital Budget Capital Budget Capital Budget Capital Budget Fund Cost Ctr Project FY27 FY28 FY29 FY30 FY31 Project Title Category Class Description Facilities 405 7140 10001 $ 200,000 $ 200,000 $ 200,000 $ 200,000 $ 200,000 Building Remodeling/Furniture/Plumbing Capital Improvements Recurring This is for any small remodeling projects being done or furniture replacement at any of St Croix Facilities. 405 7320 10004 $ 265,000 $ 285,000 $ 330,000 $ 355,000 $ 290,000 Fleet vehicle replacement. Due to the high mileage and demanding use of these vehicles, we follow a 5-year rotation schedule to ensure each squad remains within warranty and avoids significant repair costs. This cycle has been effective in maintaining vehicle reliability and minimizing downtime. Since 2020, the cost of purchasing a new squad car has increased by approximately 30%. The estimated 2025 cost per vehicle is $46,000, with an additional $16,000 required to outfit each vehicle with emergency lighting and basic equipment. This cost can vary depending on design changes from Ford, which may make older equipment incompatible with newer models. These figures do not include the cost of technology and equipment such as tablets, Cradlepoints, mobile radios, radars, AEDs, stop sticks, dash cameras, or other misc gear. Our agency currently replaces 7 to 10 squads per year. Maintaining this replacement allows us to avoid major mechanical failures, officer safety, and a steady budget cycle. Replacement of 7 to 10 squads and equipment on a recurring basis with a 5% increase per year. $750,000 with 5% increase per year Page 51 of 88 CAPITAL IMPROVEMENT REQUEST CAPITAL, EQUIPMENT, RENOVATION, and MISCELLANEOUS Department Project # or New Brief Title of Request Estimated Cost Department Priority(year) Brief Summary of Request Discussion of Need On Going Increase in Revenues/Expenses or Cost Savings if Approved Capital Improvement Plan Form For Years 2027-2031__ Page 52 of 88 CAPITAL IMPROVEMENT REQUEST CAPITAL, EQUIPMENT, RENOVATION, and MISCELLANEOUS Department Project # or New Brief Title of Request Estimated Cost Department Priority(year) Brief Summary of Request Discussion of Need Staff Review and Comment Capital Improvement Plan Form For Years 2024-2028__ Page 53 of 88 CAPITAL IMPROVEMENT REQUEST CAPITAL, EQUIPMENT, RENOVATION, and MISCELLANEOUS Department Project # or New Brief Title of Request Estimated Cost Department Priority(year) Brief Summary of Request Discussion of Need Staff Review and Comment Capital Improvement Plan Form For Years 2024-2028__ Page 54 of 88 CAPITAL IMPROVEMENT REQUEST CAPITAL, EQUIPMENT, RENOVATION, and MISCELLANEOUS Department Project # or New Brief Title of Request Estimated Cost Department Priority(year) Brief Summary of Request Discussion of Need On Going Increase in Revenues/Expenses or Cost Savings if Approved Capital Improvement Plan Form For Years 2027-2031__ Page 55 of 88 CAPITAL IMPROVEMENT REQUEST CAPITAL, EQUIPMENT, RENOVATION, and MISCELLANEOUS Department Project # or New 10128 Brief Title of Request Dash and Body camera replacement Estimated Cost Department Priority(year) 2030 Capital Improvement Plan Form For Years 2026-2030__ St. Croix County Sheriff's Office 400,000 Brief Summary of Request To upgrade our body camera and squad dash cameras to improve video quality, storage capacity, and system reliability, and officer safety. Body Camera replacement is 86 cameras (including the corrections deputies) Dash Camera replacement is 41 Cloud storage for all body and dash cameras. Discussion of Need Technology will continue to change, and our current dash cameras will become outdated. They are electronic equipment exposed to harsh conditions. The recommended replacement of dash cameras is 7-10 years, leading to reduced video clarity and reliability issues. Our current dash cameras are under a 5 year warranty and it ends 5/1/2028, which is the end of our contract. For years 2028 and 2029, we will have to cover cloud service and we will be out of warranty. Body Cameras should be replaced every 3 to 5 years, depending on when the batteries start to lose their ability to hold a charge. We have one free refresh on our current body cameras, which will be done in 2026-2027. Most agencies on our county are using Getac dash and body cameras, which makes it easier for our District Attorney's office. The cost does include install of new cameras in alls squads. Most of our current units are 10–13 years old and beyond their recommended manufacture service life. Discussion of Need urrently, 30 of our 38 patrol squads are equipped with radar units that are between 10 and 13 years old. In recent years, new radar units have only been purchased for newly added patrol positions, meaning the majority of our equipment is well beyond its typical service life. As these radar units continue to age, the cost of repairs is steadily increasing. Our most recent repair resulted in a recommendation to replace the units due to age. With the addition of new patrol positions, we have already integrated a limited number of new radar units into the fleet. To fully update the remaining squads, 30 new radar units are needed at an estimated cost of $3,000 per unit. Radar units generally have a recommended replacement cycle of 7 to 10 years. To avoid a large, one-time replacement cost in 2030, we plan to purchase a few radar units each year as part of a phased upgrade. On Going Increase in Revenues/Expenses or Cost Savings if Approved Page 57 of 88 CAPITAL IMPROVEMENT REQUEST CAPITAL, EQUIPMENT, RENOVATION, and MISCELLANEOUS Department Project # or New 10132 Brief Title of Request Taser replacment Sheriff's Office Estimated Cost $392,670 for 75 Tasers or $88,194per year for 15 Department Priority(year) 2030-2035 Brief Summary of Request Taser Replacement– Transition from X26P to Taser 10 The X26P has been a reliable Conducted Electrical Weapon (CEW), but with advancing technology and the X26P nearing its end of service life within the next three years, it is time to plan for replacement. We propose beginning a phased replacement with the Taser 10 by purchasing 15 units per year, starting prior to 2030, at an annual cost of $88,194, with a 5% annual price increase. This would establish a recurring expense and maintain a 5-year replacement cycle. Cost Breakdown & Life Cycle: • X26P (with warranty): $1,857.76/unit | 5-year service life (current Taser) • Taser 10 (with warranty): $5,379/unit | 5-year service life o One-time training/equipment cost: $10,200 (unless all 75 units are purchased at once there will be a $7,500 discount is available.) Annual Replacement Cost (Q4 2025 estimates, 13 units): • X26P: $24,150 (current tasers) • Taser 10: $77,434 (if we upgraded in 2025 with mandatory VR equipment for training) Discussion of Need The X26P is coming to the end of its life, and Taser will transition with the replacement Taser 10, which has a significant increase per unit. A Taser is a critical tool for law enforcement, providing a less-lethal option to control resistant or violent individuals while reducing the risk of injury to officers and suspects. It allows for effective de- escalation in dangerous situations, minimizing the need for physical force or lethal alternatives. Tasers improve officer safety, enhance public protection, and align with modern policing strategies focused on reducing harm. There are no competitors in this field for an alternative. With this package, it will also include Tasers, Virtual Reality training, which we cannot op-out of. We currently have the following estimated replacement schedule of tasers: 2026- 16 X26 Tasers ($29,724) 2027- 18 X26 Tasers ($33,439) 2028 - 0 Replacements 2029- 25 X26 Tasers ($46,444) Axon offers a few incentives-discounts based on quantity, time of year. Issuing an additional $70 million in debt would increase annual debt service to approximately $15 million. Based on the current County tax levy rate of $2.595 per $1,000 of equalized value, and assuming no growth in the tax base, the County levy rate would increase to approximately $2.87 to support the additional debt payments. In practice, growth in the tax base would likely reduce the actual impact because the cost would be spread across additional taxable property value. Under this baseline assumption, however, the increase from $2.595 to $2.87 represents an additional $0.275 per $1,000 of equalized value, or approximately $27.50 annually for every $100,000 of property value. A home valued at $400,000 would therefore see an estimated annual County tax increase of approximately $110. If the project were delayed until 2030, annual debt service would peak at approximately $14.5 million due to the scheduled retirement of existing debt. Under the same assumptions, the County levy rate would increase to approximately $2.84, or $0.245 per $1,000 above the current rate. This equates to approximately $24.50 annually per $100,000 of property value, or about $98 annually for a $400,000 home. Delaying the project by three years would reduce the estimated tax impact by approximately 11%. However, that savings should be weighed against anticipated construction cost inflation. If project costs increase by more than 11% over the next three years, the financial benefit of delaying the project would largely be offset. This comparison provides a useful benchmark when evaluating project timing. For historical context, the County tax levy rate was $2.825 per $1,000 in 2024 and has declined over the past two years to the current rate of $2.595. In addition, the County portion represents, on average, only about 20% of a property's total tax bill.
