Village Clerk Update
July 14, 2026
Utility Shut-Offs
• Shut-Off Listing for June 2026: 0 residents
Ordinance Violations/Litigation
• To be discussed later in the meeting.
Utilities
• Power and gas account matters have been completed.
Accounting System Update
• The new accounting system is up and running.
I am requesting Board approval to engage Kim West to assist with QuickBooks and government
reporting requirements. Kim's rate is $75.00 per hour plus $0.70 per mile for travel from
Tuscola. She has estimated up to four hours to review the accounting system, payroll records,
and other financial processes to ensure everything is functioning properly and that there are no
additional issues.
Kim is available to meet with me on Friday at 10:00 a.m. This option is significantly more cost-
effective than other alternatives and will help ensure our financial reporting remains accurate and
compliant.
Grant Activities and Funding Opportunities
There are several grant-related projects currently underway.
• We are exploring grant opportunities to assist with the demolition of the old building and
potential funding for rebuilding efforts.
• A water tower grant opportunity is currently available with an application deadline of
August 27, 2026. Meetings and planning sessions are being scheduled to determine
eligibility and prepare an application.
• Monthly training sessions are being attended for additional grant programs, and technical
assistance is being provided to help ensure our applications are competitive.
• Several organizations and professionals have volunteered their time to assist with grant
preparation and planning efforts.

In addition, I am working to resolve issues related to previously awarded COVID-related grant
funding that was not properly submitted. Access to the reporting account has been difficult to
obtain, and I have been communicating with federal representatives to correct the issue. The
reporting was originally due in April, and I am continuing to work toward compliance.
I have also contacted several local organizations and agencies that specialize in community
development and municipal improvement projects. These groups are willing to meet with the
Village to discuss funding opportunities for sidewalk repairs and other community improvement
projects. Some programs involve direct funding assistance, while others require simple
community grant applications. These opportunities may provide additional resources to address
infrastructure needs within the Village.
