Town of Troy Park Board Minutes, June 27, 2023 APPROVED Page 4 of 5 8. Discuss and consider, review and recommendation to updates to Town ordinance, Chapter 109, related to annual boat launch permit policy and other State Statute compliancy requirements-Supr. Gruber Chair Berke explained that this agenda item changed from the initial agenda that was posted. The Rangers also marked up suggested changes in Chapter 109. Only changes to the boat ramp ordinance can be discussed due to wording of the agenda item. Park Board to discuss changes to Pemble’s and Glover Park sections of Chapter 109 at July meeting. Doug Rowen’s and Jennifer Clark’s revisions were reviewed. 109-11(A) should be “Hours of Use” and B and C should be adjusted after that for formatting. Agreed that adding “facility” after Cove Boat Ramp is a good change. Under 109-11 (4) Daily use permits (c) to read “…while using THE Cove Boat Ramp Facility” instead of “using ANY”. Spelling correction under 109-12(P) for “facility”. Seems to be typo for 109-13(B) (2) (d); the following page has a blank item “d”. Member Schneider moved to recommend to the Town Board to accept the recommendations to Chapter 109, Article 4 as presented with the following additional changes: Hours of Use are listed under “A”; “facility” to be spelled correctly in 109-12 Section P; 109-11 Section C (4) change “and” to “the”; and fix the formatting typo for (d) under 109-14 Section B (2); second by member Rowekamp. Motion unanimously carried. Discussed firearms in the parks and if the Town’s rules are in compliance with State law. State Statute 943.13 seems to say that municipalities can only prohibit firearms in public buildings, not in parks. Chair Berke would like to do further research on this and get feedback from the DNR and Town Attorney before changing any ordinances. To be on a future agenda. Chair Berke moved that the Park Board recommend to the Town Board that we refer firearms in parks after obtaining additional information from the Town Attorney, reach out to the DNR, and other municipal parks in St. Croix County to learn their policies; second by member Rowekamp. Discussion. Motion unanimously carried. 9. Discuss and consider, update rules sign at Boat Ramp Sign to be updated with current rules/language. There has been talk about updating fees, would like to update sign all at once. Chair Berke to get DNR contact for Supr. Gruber to see what the state requires for fees. Consensus it to wait on updating the sign. 10. Correspondence Chair Berke was contacted by an Eagle Bluff resident whose property borders Summit Loop, wants to put in a 3’ sheep style fence along the boundary to keep people and dogs off his property. Town doesn’t have a fence ordinance so would be allowed. Supr. Gruber to meet with Chair Berke to discuss rebuilding the Little Free Library structure. 11. Announcements and requests for future agenda items Chair Berke would like to do orientation with new Park Board members before next Park Board meeting. Supr. Gruber is the communications person for the Town Board and asked if anyone wants to help with ways to promote the Town, he’s just getting started on this. Member Swanson suggested he sit down with Doug Rowen as he has a rough draft regarding this. Chair Berke lamented the Town of Troy Park Board Minutes, June 27, 2023 APPROVED Page 5 of 5 loss of the Town newsletter, thought that was a great way to keep residents informed. Member Sumner suggested doing a Town run/bike event. The rest of Chapter 109 to be reviewed at July meeting. Supr. Gruber will be meeting with Jennifer about shelving and fridge maintenance. He continues to work on the Town Board’s policy about storage in the community kitchen. 12. Adjournment Member Swanson moved to adjourn the meeting; second by member Schneider.
