Supr. Rowen got a topo map of the ball fields from Rob Jones at Cedar Corp. There’s
about a 7’ drop to level off. Rob recommended we not do an engineering study due to
cost; they can give us guidance without designing it. If less than $25,000 in cost the
Town can put it out for bid in the paper. Advisory committee members Schneider and

bring a recommendation to March or April meeting.

Chair Berke contacted Quality Roofing in Marshfield who installed the roof on the
building. They used Dynamic Fasteners. Quote from them for material is $1,400.84.
She got an install bid from Ryan DeWitt, who works at Dynamic Fastener. Labor would

be $1,100, total cost would be $2,500. He can complete the installation of the snow
bars this fall.
Chair Berke moved to approve the bid based on checking the state/municipal
guidelines for competitive bid process, for material cost from Dynamic Fasteners for
$1,400.84 and labor through Ryan DeWitt of New Richmond for $1,100 to install the
product, for a total of up to $2,750, and for the work to be completed and paid for in

Member Schneider moved to have Countryside Plumbing & Heating winterize the
building for $396.45 on Nov. 16 and have 5 Star Rental install the satellite by Nov. 15;
second by member Huttemier. Discussion. Motion approved.
h. Discuss and consider, snow removal on paved pathway and sidewalks at

Chair reported that last year the cost by Lawn Barbes for clearing the pathway and
sidewalks at the community building was $37.50 per time. She did not receive an
estimate from him after requesting it. Member Reese moved that the Park Board
approved contracting for snow removal with Lawn Barbers for up to $40 per event for
removal of snow from the paved path for winter 2021; second by member Freund.
Motion unanimously carried.
Pemble’s Access:
a. Update report, status of “end of season” measures
Signs and flags have been removed by the Park Ranger. Member Reese reported that
those flags fall apart in the sun and elements, and would like a different material for
next year, maybe a colored poly rope.
7. Discuss and consider, status of Town Board’s 2022 budget process-Supr. Rowen
Supr. Rowen reported that the board workshop is Nov 1st to put together the final draft budget.
Nov. 18 is the public hearing. He would like to beef up the capital outlay in case we want to do
projects next year. Supr Rowen moved that, in considering the budget process, we increase
our capital expenditure budget for 2022 to a total of up to $35,000, with specific projects to be
recommended by the Park Board and approved by the Town Board with a funding source;
second by member Freund. Discussion. Currently have $13,000 in capital outlay. Clarified
what qualifies as a capital outlay. Motion unanimously carried.
8. Continued discussion, park projects, funding from American Recovery Plan Act (ARPA)
Supr. Rowen reported that the Town Board has expressed their intent as required on how to
spend the ARPA funds: 2% to go to health and safety; 8% to facilities and 90% to road
construction & maintenance. Intent can change. Park Board does have other funding sources.
Rob Jones had good suggestions on optimizing overflow parking at Glover; they could put in
markers and then add permanent posts without putting down a surface material. Could extend
asphalt in some places. Current parking is sufficient during non-tournament times, so should
Town of Troy Park Board Minutes, Oct 26, 2021 APPROVED Page 4 of 4
focus on optimizing overflow parking. One other project that was requested was more swings
for older children.
9. Discuss and consider, posting of Ranger cell number-Supr. Rowen
Discussed on if/where to post the cell number. Supr. Rowen reported that the Rangers believe
it’s important to keep the county number front and center so people don’t call Rangers for
emergencies. The number is on their business cards. The number can be unposted in the
future if it doesn’t work out. Member Reese moved that we post publically at all 3 parks as well
as the website the Ranger cell phone number, posting to read: “To contact Troy Park Ranger
call 715-222-6844;” second by member Rowen. Discussion. Motion unanimously carried. Chair
asked Supr. Rowen to coordinate ordering of the signs. He will work with the Clerk to order
signs.
10. Correspondence
None to report.
11. Announcements and request for future agenda items
Chair Berke reported that the bathroom partitions sold on the state auction website for $54.44.
As long as everything goes through, a Ranger or road crew member will meet with the winner
so he can disassemble and remove them. Oct. 28 is the deadline for payment, removal
deadline is Nov. 1st. Boat launch permit to be on Nov. agenda.
