She also questioned if the Disposal Center will be closed at all during the move to the new location at the Town Hall. Administrator Carlson responded that the goal is to move the Disposal Center to the Town Hall by the end of August or the first week of September; ideally, the disposal center will not be closed for more than two consecutive weekdays during the move. The Town will notify residents of any closures. 4. Discussion and possible action on Consent Agenda Items: Supervisor Enerson moved to approve the July 18th, 2026 Regular Town Board minutes, and to acknowledge the Park Rangers, Park Board reports and minutes, Animal Control Office, Sheriff’s Department, Zoning Administrator, Building/Driveway Permits, and Plan Commission reports. Supervisor Pearson seconded. Roll call vote: Dan Pearson – yes; Doug Rowen – yes; Lowell Enerson – yes. All ayes, motion carried. 5. Discuss and consider an amendment to an existing Conditional Use Permit to allow for the consumption of alcoholic beverages on the premises in conjunction with an approved event venue use, consistent with applicable Wisconsin Statutes and Town Ordinances Applicant: YMCA Camp St. Croix (Owner-YMCA of the North) Site Location: 532 Riverview Drive and 570 County Road F, Hudson, WI 54016 PID: 040-1026-60-000, 040-1026-70-000, 040-1026-90-000, 040-1026-95-000, 040-1027-20-000, 040-1027-40-000, 040-1028-50-000, 040-1030-50-000, 040- 1144-50-000, 040-1025-90-000, 040-1025-80-000, 040-1026-50-001, 040-1030- 60-000, 040-1030-80-000, 040-1144-70-000, 040-1030-70-000, 040-1027-10-000, 040-1026-70-001, 040-1027-30-000. Request: To recommend to the Town Board an amendment to an existing Conditional Use Permit that would allow consumption of Fermented Malt Beverage and Wine on premises consistent with Chapter 170 of the Town Code and Chapter 74, Wisconsin statutes. Administrator Carlson provided a summary of the application and the YMCA Camp’s existing Conditional Use Permits, noting that many uses at the Camp are legal nonconforming uses. To comply with changes to the State’s liquor licensing laws, the applicant is requesting an amendment to their CUP to explicitly allow consumption of beer and wine at the Discovery Center, the Dining Hall, and the Weyerhauser Lodge. In addition, they are requesting to increase the number of events to 30 (currently approved for 24 events), to allow alcohol consumption from the hours of 3:00 p.m. until 11:00 p.m., and to allow for up to 296 attendees per event. The applicants noted in discussions with Town staff that events are primarily weddings and 1 or 2 fundraisers for the Camp. The applicant does not intend to sell alcohol, and consumption would occur only during these events. Executive Director Dan O’Brien, 532 County Road F, and Senior Program Director Nick Ducklow, 528 County Road F, who both live on-site at the Camp, thanked the Town for their time and support through the years. Nick Ducklow explained that weddings provide a large source of revenue to support the YMCA’s mission-based programming and scholarships. He clarified that they would like to be able to run events at both addresses concurrently, with no more than 240 guests at the Discovery Center and no more than 200 guests at the dining hall, for a total of 440 guests on site at once. They stated this would be infrequent and would be counted as 2 events towards the 30 allowed events. Chairperson Rowen also explained that the Camp and the Town will be working collaboratively to bring all Camp operations under one Zoning/CUP framework. Supervisor Pearson moved that the existing Conditional Use Permits, and the underlying legal nonconforming use, shall remain in effect except as modified below: 1. Alcoholic beverages may be consumed on the property in conjunction with events and areas authorized under the Conditional Use Permit from 3:00 p.m. until 11:00 p.m. 2. For purposes of this approval, alcoholic beverages shall be limited to beer and wine, consistent with the licensing structure discussed during Plan Commission review. 3. The maximum number of individual events at which alcoholic beverages are consumed in any one calendar year is 30. 4. Event types will be predominantly weddings. 5. Event locations where Wine and Fermented Malt Beverages (Beer) will be consumed will be the RCU Discovery Center, the Dining Hall, and the Weyerhaeuser Lodge. 6. Maximum attendance at any individual event will be 296, unless a separate event permit is issued by the Town. In no case will any maximum occupancy limits as established by the fire marshal be exceeded. 7. The use shall remain subject to all applicable provisions of Wisconsin Statutes Chapter 125 and Chapter 74 of the Town of Troy Municipal Code regulating liquor licensing and alcohol consumption, as well as any other federal, state, or county regulations that may apply. 8. Annual inspections required by the applicable fire authority, together with any State licensing or life-safety inspections applicable to YMCA Camp St. Croix’s buildings and grounds, and compliance with Chapter 58 of the Town Code, shall be maintained for each building where events and alcohol consumption is authorized under this amendment. 9. The Conditional Use Permit document shall be updated to reflect that this approved use remains categorized under Chapter 170, Section E as a non-profit religious, community service, recreational and educational retreat facility amended by this action to include alcohol consumption at the event locations listed. This condition does not alter or expand the legal nonconforming status of the Camp’s other operations not covered by an existing Conditional Use Permit. 10. Approval of this amendment is granted on the understanding that it overlays with the Camp’s existing Conditional Use Permits and underlying legal nonconforming use, without consolidating or superseding them. Given the number of separate approvals now governing the property, the applicant is encouraged to work with the Town, on a mutually agreed schedule, to pursue a comprehensive zoning review of the Camp’s conditional uses and legal nonconforming operations, with the goal of consolidating them into a single, comprehensive Conditional Use Permit. 11. All remaining conditions of the previously approved Condition Use Permit(s) shall remain in full force and effect unless specifically modified herein. 12. This Conditional Use Permit can only be transferred to another non-profit property owner. Supervisor Enerson seconded. Roll call vote: Dan Pearson – yes; Doug Rowen – yes; Lowell Enerson – yes. All ayes, motion carried. 6. Public Hearing to consider an amendment to an existing Conditional Use Permit to allow for the consumption of alcoholic beverages on the premises in conjunction with an approved event venue use, consistent with applicable Wisconsin Statutes and Town Ordinances: Applicant: YMCA Camp St. Croix (Owner-YMCA of the North) Site Location: 532 Riverview Drive and 570 County Road F, Hudson, WI 54016 PIDs: 040-1026-60-000, 040-1026-70-000, 040-1026-90-000, 040-1026-95-000, 040-1027-20-000, 040-1027-40-000, 040-1028-50-000, 040-1030-50-000, 040- 1144-50-000, 040-1025-90-000, 040-1025-80-000, 040-1026-50-001, 040-1030- 60-000, 040-1030-80-000, 040-1144-70-000, 040-1030-70-000, 040-1027-10-000, 040-1026-70-001, 040-1027-30-000. Request: To allow consumption of Fermented Malt Beverage and Wine on premises consistent with Chapter 170 of the Town Code and Chapter 125, Wisconsin Statutes Chairperson Rowen opened the public hearing opened at 6:28 p.m. Jill Berke, 246 Carlson Lane, spoke in support of the license and appreciates the Town’s support of the Camp. Chairperson Rowen noted that the Town did not receive any written testimony. He called for comment three times and hearing none, closed the public hearing at 6:30 p.m. 7. Consider and possible action on YMCA Camp St. Croix Class “B” Beer and “Class C” Wine, Liquor Licenses application: The liquor license application and maps were reviewed. The application form includes an incorrect license class: it should be Class “B” Beer, not Class “A” Beer to be consistent with all other documents. The notice in the paper was correct and listed the request as Class “B” Beer and “Class C” Liquor (wine only). All required documents and fees were submitted. The Town Board is not aware of any issues or complaints with the property. Supervisor Pearson moved that the Town approve the Class “B” Beer and “Class C” Wine liquor license application for YMCA Camp St. Croix. Supervisor Enerson seconded. Chairperson Rowen made a friendly amendment to specify the license is only for the buildings and events approved in their Conditional Use Permit; Supervisors Pearson and Enerson agreed. Motion carried. 8. Consider and possible action of change order for St. Anne’s Parkway project in the amount of $12,767.80: Administrator Carlson reviewed the change order for the St. Anne’s Parkway road project; the amount would be a Town cost and not assessed to residents. The hash- marked area on the map was mistakenly not included in the original bid. The change order is for saw cutting and replacing this section; the County has signed off on it. The asphalt cost is the same as for the rest of the project but there is some extra cost for working adjacent to a County highway and redeployment of demolition resources. Both Administrator Carlson and Engineer Rob Jones recommend approval of the cost. Chairperson Rowen stated that the Town will need to look at how we spec future projects as this section should have been included when the project was put out for bid. Administrator Carlson reported that the Town has excess funds budgeted for this project. Supervisor Enerson moved that the Town approve Change Order No. 1 in the amount of $12,767.80. Seconded by Supervisor Pearson. Roll call vote: Dan Pearson – yes; Doug Rowen – yes, Lowell Enerson – yes. All ayes, motion carries. 9. Consider and possible action on purchase of equipment for Fire Trucks: No discussion or action. 10. Consider and possible action on tree removal quote-Marson Drive: During the spring road tour, more than 100 dead trees were noticed in the right-of-way along Marson Drive. The Town got two quotes for removal: one from KG Tree Service in the amount of $75,000 and one from JCE for $29,000. This project was not in the 2026 budget. The Town budgets for tree removal every year but this would be an extra project. Lowell Enerson reported that stumps are usually not ground out and that Public Works can mow around them. If the work is done during the winter, perhaps a lower cost could be negotiated. Supervisor Enerson moved to approve the tree removal on Marson Drive with JCE in an amount not to exceed $29,000. Seconded by Supervisor Pearson. Roll call vote: Dan Pearson – yes; Doug Rowen – yes; Lowell Enerson – yes. All ayes, motion carried. 11. Consider and possible action on scheduling budget workshop: The budget workshop will be on Friday, October 9th from 8:00 a.m. until 12:00 p.m. at the Town Hall. 12. Consider and possible action on update to Emergency Management Plan: Administrator Carlson reviewed the update amendment to the Emergency Management Plan that was requested by St. Croix County. The Supervisor 3 address should be changed to 524 Mann Valley Drive and the Deputy Clerk/Treasurer name should be corrected for spelling. The Plan should be updated again in May next year after elections. Supervisor Enerson moved that the Town does hereby approve the Town of Troy Municipal Emergency Operations Plan as amended dated August 3, 2026 and as amended tonight. Seconded by Supervisor Pearson. All Ayes, Motion carried. 13. Administrator Report: Administrator Carlson reported on a new setback document that will hopefully speed up processes and help the public as well. Construction is moving along with the Disposal Center relocation and the Fire Substation. Weather allowing, the Substation should be substantially complete by December. He reported on issues discovered during the St. Anne’s Parkway roadwork with washed-out culverts underneath the pavement. About 20 culverts were affected and the repairs will be a appropriately assessed; the HOA is aware. Additionally, approximately 30%-40% of homeowners did not move their lawn irrigation water lines and sprinkler heads as they were notified they needed to do; he believes the contractors should just finish their work and homeowners will need to take care of repairs as they were given sufficient notice. The boat ramp has an undercut of 12” to 18” from power loading and low water conditions. He has been trying to contact the DNR regarding the proper approval process for fixing the issue. In the future, the Town may need to consider extending the ramp. He will report back on the process and costs. There is a sign up at the ramp warning users and the information is also posted on the Town’s Facebook page and website. 14. Clerk/Treasurer Report: Supervisor Enerson is interested in the election numbers if the Clerk’s office has those available. 15. Approve disbursements: Chairperson Rowen noted the question on the animal control bill was resolved: it was an invoice adjustment on a lost dog call where the Town was underbilled. Supervisor Pearson moved to approve the disbursements from July 16, 2026, to August 20, 2026, from Citizens State Bank in the amount of $552,384.08. Seconded by Supervisor Enerson . Roll call vote: Dan Pearson – yes; Doug Rowen – yes; Lowell Enerson – yes. All ayes, motion carried. 16. Correspondence: The Town will be having the Visioning Workshop for the CORP plan update. 17: Committee reports (Roads, Recycling Center, Fire/EMS, Communications, WTA, Fire Station, Town Hall Expansion, Boundary Agreement): Roads – previously noted in the meeting. Disposal Center – previously noted in the meeting. Fire/EMS – Supervisor Brown sent Chairperson Rowen his report. He is working with Allina and Lakeview to get quarterly updates on calls, response times, etc. He is also working with Hudson Fire on ordinance updates that they have requested regarding fire management, particularly with commercial buildings. The River Falls and Hudson Fire Chiefs have done the final delineation for response boundary, effective January 1, 2027. Communications – No report. WTA – Supervisor Enerson reported on recent work by the Town Advocacy Council on results from recent listening sessions; the members will vote on a list of priorities. ETZ issues are still being considered. He reported that the Wisconsin Town’s Association pays his expenses for attending the TAC meetings. He will be attending the State convention this year. Fire Station – previously noted in the meeting Disposal Center Relocation – previously noted in the meeting Town Hall Expansion – previously noted in the meeting Boundary Agreement – Chairperson Rowen reported that the public hearing will be October 13th and that there are two upcoming meetings for stakeholders. He will have more information available for residents at the Saturday coffee discussion. 18. Chairperson report: Chairperson Rowen reported receiving some feedback from residents on data center concerns since the County has been considering a moratorium. He has explained to residents that the Town’s zoning code is more restrictive than the County’s and that commercial data centers are currently not an approved use in any Town of Troy zoning district. The proposed boundary agreement with the City of Hudson would offers the Town some control over zoning of annexed property, which currently is controlled by the annexing City. He also mentioned that the Town has no Flock cameras, nor have they been proposed orconsidered, as that has been a topic of recent public concern in the surrounding areas. Adjourn: Supervisor Enerson moved to adjourn. Seconded by Supervisor Pearson. All ayes, motion carried. Meeting adjourned at 7:37 p.m. These minutes were taken At the August 20, 2026, Town Board meeting. Chair Berke will make the edits and get them to Eric Fowle and Admin. Carlson. The QR codes on the card and the informational flyers need to match, and need to link directly to the survey, not to the hub and then to the survey. After Oct. 1 when the park survey timeframe is over, the QR code can link directly to the hub. c. Discuss and consider, review CORP SWOT summary CORP SWOT summary was briefly reviewed. d. Discuss and consider, subcommittee report, outdoor recreation spaces related to Town hall expansion The report from Chair Berke and member McElmeel, subcommittee members was reviewed. They determined that there is limited opportunity to provide a safe and functional children’s play area at the Town hall after reviewing the expansion blueprint and walking the outside area. The septic system is located on the west side; the east side is unsafe due to traffic levels including Public Works vehicles, new Disposal Center traffic, and the electric substation; and to the north of town shop Public Works will be moving equipment, gravel and other materials causing unsafe conditions for children. The planned additional parking also limits the available space. They concluded that a low-maintenance gathering and outdoor amenity space would be an option. The Park Board discussed creating a gathering area with benches in front of the hall and potentially adding a pavilion with cement base in the northwest corner behind the hall on the northwest corner to be used for office staff breaks, meetings and use by election workers if/when taking breaks. Also discussed was adding a walled-in garden or earth walls that grow over with greenery. Noise from the highway is an issue on all sides of the Town hall. It was noted that the Town will be getting feedback on amenities from Town residents through the CORP planning process. Member McElmeel moved that the Park Board recommend to the Town Board the Outdoor Space Assessment and Recommendations in relation to park space as part of the Town hall expansion. Discussion. More detail on the plan will be needed before going to the Town Board. Chair Berke volunteered to mark up a tentative site plan showing the gathering area and benches, including an estimate on the cost of the benches, and the relocation of the bike rack. Member McElmeel withdrew her motion. This will be on the Sept. agenda. 7. Administrator’s Report Admin. Carlson’s report was reviewed. He hopes to have roof quotes for the storage building for the September Town Board meeting. 8. Park Chair Report No additional report. Carlson after getting permission from the DNR. Effectiveness will be observed after continued use to determine if other options including lengthening the ramp will be necessary. Glover Park • Activity – high level use by visitors including hiking, playground, pavilions, and pickleball. • Trail Clearing project – St. Croix Correctional Center crew completed significant clearing along Oak, Bluff, Woodland, Summit Loop, and Eagle Trails; and along north and east entrance road on Sept. 1 -3. Volunteers Swanson, Berke and Schneider were on sight for scheduled times/days to help supervise and participate. Crew used string and blade trimmers, buckthorn pullers, and hand pruners. • Friends of Troy Parks – Chair Rowen will attend the Sept. Park Board meeting to provide information about plan scope and staffing for volunteer projects. • Woodland Flower Trail project – section of trail needs restoration and Park Board will provide a plan for consideration by Town Board for 2027 budget. Pemble’s Access • Activity – park is especially busy on weekend days; daily use by families slows down due to start of school. Access closes Oct. 1 for the season. • Drift metal pipe – As observed by visitor and neighbor to the park, and reported to Park Board Chair, Public Works removed a 10-ft. pipe metal pipe exposed from under the sand near the beach. General • Friends of Troy Parks – Chair Rowen will provide additional clarification and input to the plan at Sept. Park Board meeting, and plan will be updated for consideration to approve by the Town Board at a future meeting. • Comprehensive Outdoor Recreation Plan - Sr. Planner Eric Fowle, Cedar Corp. directed the 5-year Recreation Plan update Visioning Workshop for residents and other stakeholders on Aug. 29 at the Hein Pavilion, Glover Park, 9am to noon. Approx. 20-25 individuals, families, and representatives from neighboring non-profit organizations stopped by to participate in prepared exercises, providing valuable input. Appreciation is extended to Town Board members and Park Board members were able to attend. Thank you to the Town Board, Park Rangers, Public Works staff, and Town office staff for assisting with park and recreation projects and activities. Call to Order Chair Berke called the meeting of the Town of Troy Park Board to order at 7:00 p.m. 2. Resident Comment There was no resident comment. 3. Approval of minutes, including review and discussion The June 23rd, June 24th, 2026, and July 21st Park Board meeting minutes were reviewed. Member Swanson moved to accept the minutes of the June 23rd, 2026 meeting; second by member Sumner. Motion unanimously carried with member McElmeel abstaining. Member Swanson moved to accept the minutes of the June 24th meeting; second by member Sumner. Motion unanimously carried with member McElmeel abstaining. Member McElmeel moved to accept the minutes of the July 21st, 2026 meeting; second by member Sumner. Motion unanimously carried with Supr. Schneider abstaining. 4. Discuss and consider, Park Ranger April Report The June Park Ranger report was reviewed. Admin. Carlson will arrange for repair of the hand pump at Glover Park. Boat ramp signage has been updated with fees and a temporary sign was added warning of the drop off at end of ramp due to low water. Rangers have reported that some boat ramp users think the county park passes work for the boat ramp as well. Discussed ticket payment procedure. Member Swanson moved to acknowledge the June 2026 Ranger report; second by member McElmeel. Motion unanimously carried. 5. Park Reports: Cove Boat Ramp a. Discuss and consider, activity Rangers have reported lower activity due to the heat. Town of Troy Park Board Minutes, July 28, 2026 APPROVED Page 2 of 6 Glover Park a. Discuss and consider, Glover Park Little Free Library contest timeline Chair Berke updated the proposed timeline using feedback from last month’s meeting. The contest should be posted online by August 30th, re-posted every 2 weeks until September 15, entries will be due by September 30th with May 2027 as the installation goal. Member Swanson moved that the Park Board recommend to the Town Board approval of the updated plan for the Little Free Library at Glover Park; second by member Missy. Motion unanimously carried. b. Discuss and consider, recommendation to Town Board, Friends of Troy Parks The updated Friends of Troy Parks plan, prepared by Chair Berke, was reviewed. Member Swanson suggested amending the last safety guideline to just “do not bring pets.”. Member Missy moved that the Park Board recommend to the Town Board to approve the formalized plan for Friends of Troy Parks last updated 7/28/26; second by member Swanson. There was discussion on lending Town tools and not wanting to give out the shed lock combo (option 1) versus coordinating with Rangers (option 2). Supr. Schneider noted we haven’t had a lot of volunteer groups and this shouldn’t be a burden on the Rangers if volunteering does increase. Admin. Carlson noted that the Rangers don’t have set hours at certain parks, but if it’s an event for a large volunteer group, it could be arranged. Park Board consensus is to use option 2 and add “or Park Board representative.” Admin. Carlson would like to see focus on coordinating events/projects rather than just random volunteers, like having a big work day that gets publicized. There is a project list that needs to be updated that would be provided to the potential volunteer/group. Member Missy agreed to amend his motion to strike option 1 and keep option 2, adding Park Board representative in addition to Park Ranger to meet volunteer at storage building to unlock the storage building and lend out the necessary tools and/or equipment; second by member Swanson. Discussion. Motion unanimously carried with Supr. Schneider not voting. Supr. Schneider asked for clarification on who approves volunteer applications. Admin. Carlson stated that office staff can’t determine appropriate projects for appropriate skill sets, and the Town cannot impose duties on staff that do not have the knowledge to manage the action. The Clerk’s office is too busy to take on this task and the Rangers will also not be responsible for approving projects. Admin. Carlson stated that for an event/large volunteer activity he has no problem committing resources but not just for one-off volunteers. Supr. Schneider would like to see the focus be on big work day events. Member Missy expressed frustration that this has only Town of Troy Park Board Minutes, July 28, 2026 APPROVED Page 3 of 6 now become an issue when the Park Board has been working on this for months. Admin. Carlson clarified that if all we need office staff to do is have volunteers sign the waiver form, give them the project list, and instruct them to contact the Park Board chair, that can be done but they cannot coordinate the projects. This recommendation to the Town Board will be on an upcoming Town Board agenda. c. Discuss and continued discussion, Disposal Center big Little Free Library contest Chair Berke prepared a timeline and plan for the potential big Little Free Library contest. Members Swanson, Sumner, and Missy looked at the shed and agree it will take a lot of work to make the building secure and functional. The roof needs extensive repair. Supr. Schneider noted it would be open when there are a large number of people there so the disposal center is the logical location. She also noted that the current Troy Mart building does have a bookshelf area. Discussed repairing the building versus constructing a new building; a new building would need to be approved by the electors. Admin. Carlson would like the Park Board to decide if it’s a project they wish to pursue and not focus on the funding. Supr. Schneider suggested that this could also be an Eagle Scout project and not a contest. Chair Berke moved that the Park Board at this time is not interested in pursuing the big Little Free Library at the disposal center, second by member McElmeel. Discussion. It was noted that the project could be reconsidered at another time. Motion carried 4-1 with one abstention. d. Discuss and consider, update report, invasives project Member Sumner reported he pulled the remaining garlic mustard before it went to seed. He has not started his honeysuckle experiment yet and needs to get ahold of Dan Cain, Habitat for Creation, to coordinate getting started on the Oak Trail section. He will keep the Park Board updated. Member Swanson will help with the burdock. Member Sumner will let Adm. Carlson know the location of brush piles that can be mulched or removed. e. Discuss and consider, update report, trail clearing The St. Croix Correctional Center work crew is scheduled for Sept. 1-3 for clearing trail overgrowth. Member Sumner will not be there on those dates. Chair Berke thanked Pam Ellingson for her continued volunteer work on clearing along trails and removing some invasives. JCE Tree Service cleared the dead ash trees and some dead pines by the park entrance along Eagle Trail, noting a big improvement. Chair Berke would like to use any mulch resulting from tree removal to upgrade mulch around large stones at the park entrance. Town of Troy Park Board Minutes, July 28, 2026 APPROVED Page 4 of 6 f. Discuss and consider, future security system improvements Supr. Schneider reported that the Town Board subcommittee is meeting Thurs. to discuss future security system improvements and she will report back at either the August or Sept. meeting. g. Discuss and consider, signage convention As was discussed at the site tour, the ranger removed the “overflow parking” sign from the tree and the sandwich board sign was placed in storage building. Pemble’s Access a. Discuss and consider, activity Chair Berke reported it’s been very busy due to the heat. b. Discuss and consider, removal of tree stumps from beach area Tree stump removal is on the list for JCE Tree Service to take care of. Ranger Haroldson cleared the vegetation around the stumps and bike rack. c. Discuss and consider, suggested park improvements from site visit Supr. Schneider recapped the park site tour discussion on a convex mirror on Beach Road and a picnic table at Pemble’s. The convex mirror had previously been recommended for approval by the Park Board. Member Swanson reported that neighbors to Pemble’s have expressed that installing the mirror might cause people to drive faster and that the limited vision naturally reduces speed. Supr. Schneider likes the mirrors as a safety device that she has experience using, as does member Missy. There was discussion on installing a picnic table, including concerns with anchoring it so it won’t float away during high water or be moved. Chair Berke would like to see Pemble’s kept as a natural sandy beach, noting there is limited space for a table. Supr. Schneider reported that Troy Beach has 6 picnic tables and that Ranger Haroldson believes a table would get a lot of use. No action on picnic table. Supr. Schneider will follow up with Supr. Enerson on the convex mirror that was previously recommended for approval. 6. General Park a. Discuss and continued discussion, Park Board mission and opportunities Chair Berke and Paul McGinnis would like to meet with Admin. Carlson in the future to discuss potential projects and grant opportunities for bike/pedestrian routes. b. Discuss and consider process updates, 2026-31 Comprehensive Outdoor Recreation Plan (CORP) Meeting packets contained a summary of the July 21 meeting with Planner Fowle. Members should review this over the next week and get back to Chair Town of Troy Park Board Minutes, July 28, 2026 APPROVED Page 5 of 6 Berke with any changes or updates. The Resident Visioning Workshop is scheduled for August 29th at the Hein Pavilion in Glover Park from 9am-Noon. The Town will promote it on the website and Facebook page. Park Board consensus is to call this “Visioning Workshop” instead of “Resident Visioning Workshop.” Planner Fowle provided a template for information cards for the Rangers to pass out while they’re on patrol. The template should be corrected to remove “resident.” c. Discuss and consider, status of website updates Supr. Schneider made some basic changes to the Town website related to parks and recreation after last month’s meeting. She will connect with member Missy to continue work on the next phase with the template. She thanked member Missy for all his work and will provide an update next month. d. Discuss and consider, review of draft 2027 parks & recreation budget Admin. Carlson reviewed the 2027 preliminary budget information. There was discussion on signs that need replacing, including the faded directional sign to Cove Boat Ramp at intersection of N. Cove Rd. and Aherns Rd. Admin. Carlson questioned the design, location, and number of signs needed. He can replace the signs but needs more details. He also noted that Windmill Marina is going to give him an estimate on boat dock maintenance work versus replacement. He may get another bid depending on their bid number. Replacing the main entrance sign at Glover Park will be a capital expense. He also needs to talk to Public Works about how much engineered wood fiber is needed for the playground at Glover Park. The Park Board should let him know if they would like more money budgeted for buckthorn removal; Chair Berke will advise him on the usual budget number for chemical treatment. AED cardiovascular device will be a capital expense or possibly through grants/donations and park locations will need to be determined. The roof repair for the storage building and pavilion was budgeted for this year but it may not get done this year; the Town Board will need to discuss it at the budget adjustment meeting in October. The Park Board should start thinking about park space with the upcoming town hall addition. There was discussion on increasing Park Ranger hours; Admin. Carlson believes it’s a possibility if the Park Board has rationale for it. Budget workshop date will be set at the August Town Board meeting. 7. Administrator’s Report Admin. Carlson reported that Carpenter Nature Center is holding Level 1 certification chainsaw training April 7, 2027 and that the Town would pay for this training. It would be good for a couple Park Board members and Rangers to complete the training. The Town also plans to buy a couple sets of chainsaw safety gear. Member Sumner is interested; further discussion on matter at a future meeting. A new Park Board member to fill the vacant position is under consideration by town Chair. Town of Troy Park Board Minutes, July 28, 2026 APPROVED Page 6 of 6 8. Park Chair Report Chair Berke reported that the focus in the next few months is the CORP plan and she appreciates everyone’s input and diligence. 9. Correspondence Chair Berke received an email from Sam Pertz, resident on Red Brick Rd., regarding the proposed cooperative boundary agreement with the City of Hudson and planning for recreation; she copied Chairperson Rowen on her reply. 10. Announcements and request for future agenda items: Chair Berke and Supr. Schneider are going to attend this year’s Workshop on the Water. Town Chairperson Rowen will be presenting. 11. Adjournment Member Swanson moved to adjourn the meeting; second by member Sumner. Motion unanimously carried. Approval of minutes, including review and discussion The July 28th, 2026 Park Board meeting minutes were reviewed. Member McElmeel moved to accept the minutes of the July 28th, 2026 meeting; second by member Swanson. Motion unanimously carried. 4. Discuss and consider, Park Ranger April Report The July Park Ranger report was reviewed. Supr. Schneider reported that the illegal parking noted by Ranger Mose was for parking on Glenmont Road. Supr. Schneider met with Rangers today: worked on vacation scheduling, reported that the buoy was moved at Pemble’s and a buried pipe was dug up and removed by Rangers at Pemble’s. Ranger Mose reported a tree down at the beach. Ranger Mose would like clarity on winter use at Cove Boat Ramp; Supr. Schneider will review the ordinance to make sure all is correct. Ranger Haroldson is interested in electronic payments. Rangers have started opening envelopes to make sure the correct amount is included. Member Swanson moved to approve the July 2026 Ranger report; second by member McElmeel. Motion unanimously carried. 5. Park Reports: Cove Boat Ramp a. Discuss and consider, activity Chair Berke reported busy weekends at the ramp. Town of Troy Park Board Minutes, August 25, 2026 DRAFT Page 2 of 5 b. Discuss and consider, leveling river floor at end of concrete ramp Admin. Carlson reported to Chair Berke that Public Works filled in the hole at the end of the ramp with gravel with DNR permission. The Town may need to have future discussions about lengthening the ramp. Glover Park a. Discuss and consider, update report, Glover Park Little Free Library contest Chair Berke reported that the Town Board did have the Glover Park Little Free Library on the August meeting agenda; to be considered when plan is in place for updating the security cameras at Glover Park. b. Discuss and consider, status report, Friends of Troy Parks plan as recommended to the Town Board Chair Berke reported that the Town Board did not have the Friends of Troy Parks on the August meeting agenda. She prepared an updated report for the Town Board that is included in tonight’s packet. Chair Berke would like to meet with Supr. Schneider and Chair Rowen regarding expectations on the project list. Supr. Schneider reported Chair Rowen told her we need more scope and information on staffing. This will be on a future agenda. c. Discuss and consider, update report, Sept. trail clearing, St. Croix Correctional Ctr. Work crew Chair Berke reported that the St. Croix Correctional Center crew is scheduled to work Sept. 1-3. Chair Berke will be there on the 1st and the 3rd, member Swanson on the 2nd, and Supr. Schneider may be there on Sept. 3. at start time. Supr. Schneider reserved one brush cutter and one weed whip from Ace Hardware. The equipment can be kept overnight, and Ace will bill the Town when the tools are returned. Chair Berke will buy gas for the Stihl trimmer and bring extra pruners and her walk behind trimmer. The plan is to start by working on Oak Trail, followed by Summit Loop, Bluff, and Woodland Flower Trail. If time allows, the crew will also clear along Eagle Trail and any other overgrown areas. d. Discuss and consider, Woodland Flower Trail entrance off Eagle Trail, restoration project Chair Berke reported that Public Works removed a large tree earlier in the year on Woodland Flower Trail and the trail needs to be restored in that area. The area was reseeded and is currently only a narrow path that gets wet and muddy in the spring and after heavy rainfalls. Member Missy suggested restoring the trail with a woodchip surface to help with the moisture. Chair Berke believes the grading issue needs to be addressed first and that this could be a 2027 project. She will let Admin. Carlson decide whether this is a Public Works project or if it should be bid out. Member Berke moved that the Park Board recommend to the Town Board to budget in 2027 the restoration of a section of Woodland Flower Trail; second by member Swanson. Discussion. Supr. Schneider noted the project needs to be fully spec’d out before making a recommendation to the Town of Troy Park Board Minutes, August 25, 2026 DRAFT Page 3 of 5 Town Board, such as the length and width that need to be restored, surface material, drainage, runoff, and at least an estimate on cost. Chair Berke will measure the length of trail that needs restoration and work on getting an estimate from Trail Source or other appropriate contractor. Chair Berke withdrew her motion. This will be on the September agenda. Pemble’s Access a. Discuss and consider, activity Member Swanson reported it’s been busy with the warm weather. Chair Berke reported that Public Works removed about 10’ of metal pipe that was buried under the sand but was now exposed. 6. General Park a. Discuss and consider, preparation for Visioning Workshop, 5-year Comprehensive Outdoor Recreation Plan (CORP) The CORP Visioning Workshop is this Sat., August 29, 9am-noon. Chair Berke encouraged all members to stop by if able. She announced at the Town Board meeting last Thurs., asking members to also stop by. Eric Fowle, Sr. Planner with Cedar Corp. will lead the session and Rob Jones, Cedar Corp. Engineer will also be in attendance. The Town has noticed the workshop extensively through social media, Park Rangers, and the Town website and will go out in News & Notices again this week. Chair Berke will pick up some bottled water. b. Discuss and consider, review CORP survey The CORP survey questions were reviewed. The Park Board decided to remove the descriptive qualifiers from question 22 and just leave the age range; “individuals with disabilities” should be struck as an option on this question. Question 20 should be struck and replaced with a question about how important amenities for users with disabilities are to the survey respondent. The two-sided card the Town will be mailed out to all property owners was reviewed; at this time the Town is planning on sending this out on Sept. 1. The Park Board suggested the card read as follows: Address side of the card to read: “Help shape the future of recreation in the Town of Troy!” Other side of the card to read: “The Town of Troy is preparing its 2027-2032 Comprehensive Outdoor Recreation Plan, an update to its current 2019 plan. Led by the Town of Troy’s Park Board, the plan will help guide decisions about park & recreational facilities, trails, and bike and pedestrian routes. Roll Call Present were Doug Rowen, Dean Albert, Pete Hawksford, and David Wolf. 3. Public Input There was no public comment. 4. Approve minutes of August 13, 2026 meeting: The minutes of the August 13, 2026 Plan Commission meeting were previously distributed. Dean Albert moved to approve the minutes of the August 13, 2026, Plan Commission meeting. Pete Hawksford seconded. Motion carried. 5. Discussion and Consideration of the Comprehensive Plan Update, with possible recommendation of a Public Participation Plan to the Town Board 2 Rob Jones reviewed the most recent edits to the Town’s Comprehensive Plan. The Town hub portal is live; the hub includes a section for the parks and recreation plan (CORP) that is also being updated. Feedback from last month’s meeting was incorporated into changes to goals and policies throughout the chapters, including minor text updates. Chapter updates were reviewed as follows: Chapter 1: Issues and Opportunities Goal 1, Objectives, and Policies were reviewed. This section emphasises housing discussions the Town has had in recent years without being restrictive. The Commission agreed to incorporate this section as written. Chapter 2: Agricultural, Cultural, and Natural Resources Goal 3 added a Policy and Goal 6 replaced the previous policy. This chapter includes parks and recreation in the Town and surrounding areas and formalizes supporting activities that private entities provide. Goal 6 was a clarification that the County monitors nitrate levels in wells instead of the Town. The Commission agreed to incorporate this section as written. Chapter 3: Housing The Mission Statement was reviewed; Goal 3 was revised. This Chapter highlights that the Town is part of a larger housing ecosystem and neighboring municipalities are have implemented higher density housing, and emphasizes that our neighboring communities are accommodating those density needs, many times by annexing Town property. The Commission suggested using the verbiage of “limit multifamily and high-density housing which are currently provided by neighboring cities on municipal sewer and water” under Goal 3 policies instead of “limit multifamily and high-density housing better provided by neighboring cities on municipal sewer and water.” Chapter 4: Transportation Road corridor criteria were reviewed along with a new Policy for Goal 1, which focuses on the DOT overpass and interchange as a planning directive for future commissions and boards. The Commission agreed to incorporate this section as written. Chapter 5: Utilities and Community Facilities Staff updates were reviewed, including the disposal center expansion and relocation and Starlink satellite availability. The new disposal center should be functional in the next two weeks. The regional park map will be added to show all public and private parks and recreation areas that are available in the region; this is also part of the CORP update. All City of River Falls and Hudson parks should be added. The Commission agreed to incorporate this section as written with the disposal center timeline update and incorporating the updated regional park map. Chapter 6: Land Use The 5-year acreage table was reviewed. If the Town would like the table to be more of a planning document, growth could be projected for Commercial, Institutional, Parks, and River. This table assumes no annexation and the Commission does not want to address it in the Plan. Commercial growth should be projected, assuming growth of 5 acres per year; those 5 acres will then be deducted from Agricultural acreage. Institutional areas were reviewed; the Commission does not want to forecast growth for Institutional. The Goals section should refer to the Future Land Use Map and emphasize the farmland preservation program. Rob Jones will work on some language that highlights how the Town tries to recommend where development rights go in effort to preserve the Town’s best farmland. Chapter 7: Economic Development 3 The new Policy added for Goal 1 was reviewed, which is to prioritize commercial development that directly benefits Town residents and workers. “Benefits” could be elaborated on in this section. Chapter 8: Intergovernmental Cooperation The status update regarding the boundary agreement was reviewed. The Policy under Goal 1 on Page 8- 5 states to “explore” should be changed to state “routine discussions with neighboring municipalities for opportunities for collaboration” or similar language. Rob Jones will fix the formatting error on the Page 1 bullets. Rob Jones stated that Cedar Corp. will go through the entire plan to ensure that all page numbers, maps, and notes align. After making updates from tonight’s meeting, the Plan will go to the Town Board for review and approval of the public participation plan at their September 17th regular meeting. The public notice would run on September 24th with the public hearing during the Plan Commission’s regular November 5th meeting, with potential adoption at the November 19th Town Board meeting. Rob Jones will have the Plan changes done by the end of next week for staff and staff will get those copies out to the Town Board members hopefully ahead of the rest of the packet. Doug Rowen moved that the Plan Commission recommend to the Town Board that they approve the Public Participation Plan as amended at tonight’s meeting for the Comprehensive Plan update. David Wolf seconded. Motion carried. 6. Correspondence There was no correspondence to review. 7. Potential items for future meetings There are no new applications for October so there may not be an October meeting, unless any outstanding applications come in with revisions. 8. Adjourn David Wolf moved to adjourn the meeting of the September 3rd, 2026, Plan Commission at 7:18 p.m. Dean Albert seconded. Motion carried. Discussion The Town has hired SEH to assist the Town in the process of designing an addition/renovation to Town Hall. Town Electors approved a construction budget of up to $2,000,000, and the Town Board has discussed a total budget (including furnishings and security) of up to $2,500,000. Working with the Subcommittee of Rob Brown, Lowell Enerson, April Fredrick, and David Carlson, the subcommittee recommends proceeding with final design and bidding of the project. Three alternatives will be included in the bid, specifically a room divider for the Town Board Chambers (estimated cost of $86,000), additional storage space (estimated cost of $60,000), and completely re-roofing all the entire town hall ($ Attachments: Preliminary Layout Preliminary Cost Estimate Town of Troy Town Hall Addition and Renovation SEH Project No: TROYT 187853 Cost Total 00 00 00 General Conditions 212,672.82$ 02 00 00 Existing Conditions 20,329.00$ 03 00 00 Concrete 119,037.50$ 05 00 00 Metals -$ 06 00 00 Wood and Plastic 214,375.00$ 07 00 00 Thermal and Moisture Protection 261,145.00$ 08 00 00 Doors and Windows 99,630.00$ 09 00 00 Finishes 162,774.00$ 10 00 00 Specialties 20,725.00$ 22 00 00 Plumbing 83,010.50 $ 23 00 00 Mechanical HVAC 157,817.00 $ 26 00 00 Electrical Systems 171,975.25 $ 31 00 00 Exterior Site Work 107,000.00 $ Building and Site Subtotal 1,630,491.07$ Contingencies (10% of building subtotal) 163,049.11 $ Inflation to Construction Start (9 months at 0.25% per month) 36,686.05 $ Phased Construction (4% of subtotal) 65,219.64 $ Total Estimated Building and Site Construction 1,895,445.87 $ Design Fees 1 LS 95,000.00 $ Allowance for Well and Septic 0 LS - $ Furniture Allowance 1 Allowance 150,000.00 $ Technology/Security Allowance 1 Allowance 150,000.00 $ 2,290,445.87$ Alternate #1 Additional 10-Feet to Building 59,552.00 $ Alternate #2 Folding Partition Wall 91,959.00 $ Alternate #3 Re-Roof Existing Town Hall 15,000.00 $ 2,456,956.87$ Quantity Unit Estimated Project Cost with Alternate Bid Items Total Cost The preliminary Opinion of Probable Cost prepared by the Architect, represent the Architect's judgment as a design professional. Proposed Mailbox Standards and Replacement Policy The Town has a current mailbox replacement policy in which the Town will reimburse up to a maximum of $50 for repair or replacement or a mailbox or support post if directly damaged during Town snowplow operations. Mailbox guidelines are based on US Postal Service guidelines, which focus on design of the mailbox, ease of delivery and are mostly concerned with height of box and where the front of the box is placed. They also focus on urban guidelines, for example streets where curbs are installed. USPS guidelines are not concerned with snow plowing or other operations such as mowing in the Town right of way, nor are they concerned with safety to people or equipment if a large, immovable mailbox constructed of stone or concrete is installed. They refer, briefly, to Federal Highway guidance for construction of mailboxes, and refer to them as guidelines, not requirements. The proposed mailbox box replacement policy instead is based on highway safety, driver safety, and effectiveness of roadway and right of way maintenance, while also accommodating the USPS guidelines as to design of the mailbox, height, etc., as found in Wisconsin Transportation Bulletin #14. I believe the new policy, based on highway safety standards as well as maintenance needs, will provide clearer guidance to Town residents, and reduce arguments when incidents do occur. September 17, 2026 Proposed Motion I move we adopt the proposed Mailbox Replacement Policy dated September 17, 2026 Mailbox Standards and Replacement Policy – Town of Troy These standards are based upon Wisconsin Transportation Bulletin No. 14 (https://ltap.engr.wisc.edu/wp-content/uploads/2019/12/Bltn_014_Mailbox_Safety.pdf). Purpose. Since it is in the public interest to promote effective and efficient postal service, the Town does not discourage the practice of allowing its citizens to locate a mailbox within the Town road right-of-way in front of private residences by constructing and retaining mail receptacles without obtaining permits. Such placement does occasionally result in inadvertent damage to such privately owned property by Town crews in undertaking snow removal or other public services. While the Town may take the position that any damage to such mail receptacle is not the responsibility of the Town, the Town believes that notions of fairness and equity compel the Town to accept reasonable responsibility for damages caused by Town crews in providing services. The Town therefore sets reasonable limits to its responsibilities regarding damage to mail receptacles placed in Town right-of-way. Construction. The Mailbox must be between 41” and 45” from the bottom of the road surface. The face of the mailbox must be 6” to 8” behind the curb, or in areas without curb, behind the roadway surface. Note the roadway surface includes gravel shoulders. Mailbox Posts should: • Be a single 4”x4” wooden support or a 2” (or narrower) diameter steel or aluminum pipe. • Installed in compacted sand or gravel to a maximum depth of 2’ . No concrete should be used. A single anti-twist plate may be used for metal pipe installations. • The support post shall be installed a minimum of 24” behind the roadway surface (which includes the gravel shoulder). Compensation to the property owner by the Town of Troy for damage to mailboxes and support structures shall be limited to circumstances in which the mailbox and/or support structure is physically struck by a Town-owned and operated plow or roadway maintenance vehicle, or the vehicle of a contractor or subcontractor performing operations arising out of a contract with the Town. The Town may at its option replace the damaged mailbox and/or support. In all other cases, the maximum amount of compensation by the Town of Troy for such damage shall be as adopted by the annual Town fee schedule. If the Town replaces a mailbox and/or support, its replacement shall be limited to a standard USPS approved steel mailbox with a four-inch × four-inch wooded post support. The Town of Troy shall not be liable for damage to mailboxes and support structures because of objects, snow, sleet, ice, water or other precipitation thrown by a plow. Mailboxes, which do not conform to the standards for construction and placement provided herein, shall not be eligible for compensation by the Town. Adopted by the Town Board, Town of Troy, ___________________________ Town Chair Town Clerk Memo on Hiring Dangelo Gayle to assist the Town in preparation of design proposal for the Town’s Security and Fire Alarm System. Proposed Motion I move to approve the contract dated September 9, 2026, with Dangelo Gayle to assist the Town in preparation of design services and layout drawings for the Town’s Enterprise Security and Fire Alarm Systems for the new Town Hall, Fire Station, Glover Park, Disposal Center and Public Works Building, in the amount of $6,500. Discussion The Security Subcommittee of Alicia Schneider, Rob Brown, and David Carlson have been meeting to discuss process for preparing a performance bid specification for security and fire alarm systems for Town facilities. The immediate goal is to provide systems for the Fire Station and Town Hall, but also Glover Park, Public Works, and the new, expanded, Disposal Center. In addition, the specification would be a template for any other locations or facilities that the Town would choose to implement security at some future time. The key issues that the committee identified that Town staff does not have experience with include deciding on appropriate layouts for security systems, specifications for security systems, in particular security and fire alarms, and reviewing security proposals. After discussions, the subcommittee met with Dangelo Gayle to discuss the process of bidding security systems. Mr. Gayle has experience with all these issues. Because of his knowledge and experience in areas that Town staff does not have, the subcommittee recommends contracting with Mr. Gayle for assistance. Staff have reached out to other contractors/designers. All that we have talked about provides this service as part of construction contracts, not as a separate service. Contracting in this manner provides us an unbiased professional to consider, evaluate, and select a company to provide security systems. Dangelo A. Gayle, PE | Fire Alarm & Security Systems Design | Prepared for Proposal Purposes Memo on expenditures relating to the completion of the Comprehensive Outdoor Park and Recreation Plan Discussion Topic 1 – Comprehensive Outdoor Park Plan – Cedar Payment Schedule When the Town Board authorized the contract with Cedar for this project, it did so with the specific understanding that the work would be completed and billed half in 2026 and half in 2027. The timeline of the project has accelerated, and the Park Plan will be completed in 2027. As such, staff recommends accelerating payment to match work completed. Note, Cedar has indicated they have no issue holding billing for the second half of the project until 2027. Topic 2 – Costs related to Park Survey The Park Board would like to send postcards out to Town residents with a link to an online survey (attached). The Town completed a similar effort with the previous Park Plan five years ago. The cost of printing and mailing the postcards for the survey will be between $3,000 and $5,000 (we are still evaluating options). This cost has not been authorized by the Town Board, and I would be more comfortable with formal authorization of the expense. The cost of survey preparation and tabulation is included in the original Cedar contract. Proposed Motion (s) To approve accelerating payment to Cedar I move to authorize payment to Cedar for work on the Comprehensive Outdoor Park and Recreation Plan as work is completed, irrespective of the calendar year. To approve costs related to completing the postcard mailing relating to the survey I move to approve up to $5,000 in costs related to the printing and mailing of postcards to Town residents for the purposes of encouraging completion of the Outdoor Park and Recreation Plan Survey. 654 Glover Road, Hudson, WI 54016 Phone: (715)425-2665 Fax: (715)425-2551 Administrators Report – Thursday, September 17, 2026 Coming Attractions September 22 – Park Board October – No Plan Commission October 12 – Columbus Day, Town Offices Closed October 15 – Town Board October 31 – Halloween Status Updates Town Hall Renovation/Expansion – Project continues on schedule. Bidding should be first week of Jan 2027, substantial completion by December 2027. Conceptually we would build the addition, move the town offices over temporarily, renovate the existing space, then tie the buildings together. Elections in 2027 would occur in current space before renovations. I have approved a small contract to evaluate the existing septic system. Disposal Center Relocation – By the time the Town Board meets, the Center should be relocated Security/Camera system at Town facilities – Subcommittee has a recommendation for the Town board on bidding in this month’s packet. Zoning and Subdivision in the Town. Things are quiet with a few discussions, but nothing major. Fire Sub-Station –Concrete footings, walls and floors have been poured. Project is on schedule to be completed by April 2027. Substantial completion may be done by December 2026. St. Annes Parkway –Construction should be wrapping up by the 22nd of Sept. Overall, as the date of writing, things are looking good. Outdoor Park and Recreation Plan. Underway Cove Boat Ramp. Fixed. The Town is allowed to do maintenance on the boat ramp (per DNR), so Rick and Troy got some rock and filled in the scour hole, so hopefully no one is getting their boat trailers stuck any longer. Yard Waste. I have started working on business plan Public Works Building. We have one quote and are working on getting a second to switch everything to LED, for consideration at the budget meeting. \\TOTNAS1\Town_Repository\Admin Team\Administrator Files\2026-09-17 Administrators Report.docx 1 Clerk/Treasurer Report Thursday, September 17th, 2026 Looking Back: - Met with PTMA to review our investment plan - Prepared Budget Workshop materials - Reviewed Election Materials to finalize - Prepared for the upcoming Election Moving Forward: - Prioritizing Office Staff workload in the busy upcoming tax season - Will be meeting with Rick to review budget items to reclassify in our accounting system - Working with the Auditor and WorkHorse to set up two more funds to better assist in our accounting with our newly implemented G.O.
