a. Discuss and consider, activity
Continues to be busy.
b. Status report, additional “no parking” signs in boat ramp area-Ray Knapp
Supr. Knapp reported that the town board approved the additional “no parking” signage
recommendation within one mile of the boat ramp. Member Freund will be out of town
and Supr. Enerson will take care of working with the road crew to get these installed.
Glover Park:
a. Discuss and consider, Forest Management Plan presentation-Andy Ciurro, DNR
Forester 7:15 p.m.
Andy Ciurro, DNR Forester presented the 10-year Forest Stewardship Plan he
prepared for Glover Park. Nothing in the plan is required; these are his
recommendations and this is a flexible document. Management practices are included.
Three different forest stands have been identified in the park: aspen forest, oak forest,
and red pine forest. NHI inventory did come up with an endangered plant: dotted
blazing star from 1995 in the “Glover prairie.” The plant will not be disturbed by any
forest activity.
Ciurro reviewed the recommended management practice by year. He recommends the
oak stand get harvested at some point to prevent oak wilt. Discussed what needs to be
done after harvesting, such as deer tubing. He will mark the trees to be removed for
harvest. He noted that the aspen should be maintained as much as possible, as it is a
critical tree for many animal species; recommends it be regenerated. The red pine
stand is nice quality, has been maintained and thinned. Trees are healthy, and good
amount of oak coming up which is good to see. Recommends partially or completely
harvesting the red pine to allow the oak to take over.
Getting buckthorn under control will help immensely; he recommends continuing the
current treatment plan. Garlic mustard and honeysuckle should be removed. Reviewed
the land exam data. He recommends all harvesting to be done at once due to how the
market here works. He pointed out that it will probably take two years to get loggers
booked. Discussed harvesting in winter vs. summer. He can come back to a future
meeting to discuss plans. Also discussed the threat of spongey moth, formerly known
as gypsy moth, currently not in this area yet, and anticipates it will be a future problem.
Member Swanson moved to accept the Forest Stewardship Plan presented by DNR
Forester Andy Ciurro, dated June 20, 2022; second by member Freund. Motion
unanimously carried. The Park Board thanked Ciurro for his work on the plan.
b. Discuss and consider, parking optimization project Plan and Updates-Mark
Swanson
Member Swanson reported that posts were installed earlier this month along the
roadway next to the pickleball courts. Member Huttemier and her husband, Ranger

Becker, Supr. Doug Rowen and project coordinator Swanson worked on the project.
Supr. Knapp noted the recycling center just hired a new employee who may be
interested in helping with the project; board expressed support for hiring him to help if
needed. Member Swanson will talk to Supr. Rowen about purchasing remaining posts
and store behind Town shop until installed. Thank you extended to volunteers by other
members.
c. Update report, driveway into overflow parking and signage
Gravel is down at overflow entrance, and 143 parking spaces north of the North Field
have been mapped by Cedar Corp. Member Swanson suggested chalking some
spaces for tournaments. Member Swanson noted that if it’s a smaller tournament they
could do 100 spaces to free up more green space for other park users. Member
Freund suggested roping it. Could also get volunteers from teams to help park cars. As
member Schneider had to leave the meeting early, this will go on the August agenda
for further discussion.
d. Discuss and consider, bids for South Field improvement project and other
project updates-Alicia Schneider
Member Schneider received a bid from BS Construction for $24,950 and an email from
Willow River Companies with an informal estimate for a “range of $10-12,000.” Noted
big difference in bids, and she expressed concern that the Willow River Co. bid may not
be accurate. She met with BS Construction on site. Would probably have to purchase
additional infield fill for regrading, roughly $1600 for a truck load but he would need to
check current pricing. Volunteers to remove and reinstall fencing. One Hudson team is
using fields through Aug. 22 but they could use the North Field.
Discussed the legal requirements of the bid process; it will need to be posted but the
Town does not need to accept the lowest bid due to the cost of the project. Supr. Knapp
thinks we need to wait to accept the bid until after it’s posted. Member Schneider moved
to recommend to the Town Board to notice the project in the official newspaper based
on the conditions submitted; second by member Freund. Motion unanimously carried.
Member Schneider will email bid to Clerk, Supr. Knapp will make sure it gets on August
Town Board agenda.
e. Update report, herbicide treatment at South Field
Chair Berke reported that Todd Domino with Lawn Barbers treated the field and under
the bleachers on July 9.
f. Discuss and consider, electrician to repair electrical problems at East Pavilion
Chair Berke talked to Evergreen Electric of River Falls about fixing an electrical short at
the East Pavilion. Cost to repair is roughly $150. Member Reese suggested having him
also install the needed outlet for the WiFi router in the community kitchen at the same
time. Chair Berke will get a cost estimate from Evergreen. Chair Berke moved to have
an electrician come out and take care of East Pavilion issue and work on the router
outlet project in community building; second by member Reese. Discussion. Motion
unanimously carried.
g. Discuss and consider, update report, public easement status of Omaha Access-
Ray Knapp
Town of Troy Park Board Minutes, July 26, 2022 APPROVED Page 4 of 4
Supr. Knapp reported that the Omaha Access easement was surveyed and part of the
trail is on personal property and not park property by 5-10’. Town Board voted to have
Park Board work with Rob Jones to ensure the trail is moved onto the Town’s
easement. The neighbor’s have no issue with this. Could contact BS Construction to
work on this project. Supr. Knapp suggested restoring the whole trail. Member Swanson
moved to have BS Construction or other vendor move the trail so it’s on public access
versus private access; second by Chair Berke. Motion unanimously carried.
h. Report, recent water testing status at community building-Jill
Chair Berke received report from Ed Thurman, County Public Health Inspector who
retested water in the community building. Test produced negative result.
Pemble’s Access:
a. Discuss and consider, activity
It’s been busy with the hot weather. Water level is down, good for the beach.
b. Discuss and consider, possible blue green algae along beach and public notice
County alerted the Town about algae blooms at Troy Beach, and that beach has since
been reopened. Rangers are keeping an eye on blooms at Pemble’s. Chair worked
with Deputy Clerk to post notice on Town website to inform public. Notice also posted
at Pemble’s. Member Reese pointed out that posting notice to be aware of the algae
should suffice; shouldn’t have to close it since public uses the beach, and don’t
necessarily go into the water to swim. Consensus by other members.
c. Update report, monthly water testing by St. Croix County Public Health
County continues to test water at Pemble’s on a monthly basis.
General
a. Update report, landscape planting at town hall-Jill
Chair Berke met with one interested landscaper, K&M Outdoor Services, who will
get estimate on planting ornamental grasses, perennial flowers, and replace rocks
with mulch on South side of the Town Hall.

None to report.
8. Announcements and request for future agenda items
