Boat ramp signage has been updated with fees and atemporary sign was added warning of the drop off at end of ramp due to low water.Rangers have reported that some boat ramp users think the county park passes work for the boat ramp as well. Discussed ticket payment procedure. Member Swanson moved to acknowledge the June 2026 Ranger report; second by member McElmeel.Motion unanimously carried.5. Park Reports:Cove Boat Rampa. Discuss and consider, activityRangers have reported lower activity due to the heat. Town of Troy Park Board Minutes, July 28, 2026DRAFTPage 2 of 6 Glover Parka. Discuss and consider, Glover Park Little Free Library contest timelineChair Berke updated the proposed timeline using feedback from last month’s meeting. The contest should be posted online by August 30th, re-posted every 2 weeks until September 15, entries will be due by September 30thwith May 2027 as the installation goal. Member Swanson moved that the Park Board recommend to the Town Board approval of the updated plan for the Little Free Library at Glover Park; second by member Missy. Motion unanimously carried. b. Discuss and consider, recommendation to Town Board, Friends of Troy ParksThe updated Friends of Troy Parks plan, prepared by Chair Berke, was reviewed. Member Swanson suggested amending the last safety guideline to just “do not bring pets.”. Member Missy moved that the Park Board recommend to the Town Board to approve the formalized plan for Friends of Troy Parks last updated 7/28/26; second by member Swanson. There was discussion on lending Town tools and not wanting to give out the shed lock combo (option 1) versus coordinating with Rangers (option 2). Supr. Schneider noted we haven’t had a lot of volunteer groups and this shouldn’t be a burden on the Rangers if volunteering does increase. Admin. Carlson noted that the Rangers don’t have set hours at certain parks, but if it’s an event for a large volunteer group, it could be arranged. Park Board consensus is to use option 2 and add “or Park Board representative.” Admin. Carlson would like to see focus on coordinating events/projects rather than just random volunteers, like having a big work day that gets publicized. There is a project list that needs to be updated that would be provided to the potential volunteer/group. Member Missy agreed to amend his motion to strike option 1 and keep option 2, adding Park Board representative in addition to Park Ranger to meet volunteer at storage building to unlock the storage building and lend out the necessary tools and/or equipment; second by member Swanson. Discussion. Motion unanimously carried with Supr. Schneider not voting.Supr. Schneider asked for clarification on who approves volunteer applications. Admin. Carlson stated that office staff can’t determine appropriate projects for appropriate skill sets, and the Town cannot impose duties on staff that do not have the knowledge to manage the action. The Clerk’s office is too busy to take on this task and the Rangers will also not be responsible for approving projects. Admin. Carlson stated that for an event/large volunteer activity he has no problem committing resources but not just for one-off volunteers. Supr. Schneider would like to see the focus be on big work day events. Member Missy expressed frustration that this has only Town of Troy Park Board Minutes, July 28, 2026DRAFTPage 3 of 6 now become an issue when the Park Board has been working on this for months. Admin. Carlson clarified that if all we need office staff to do is have volunteers sign the waiver form, give them the project list, and instruct them to contact the Park Board chair, that can be done but they cannot coordinate the projects. This recommendation to the Town Board will be on an upcoming Town Board agenda.c.Discuss and continued discussion, Disposal Center big Little Free Library contestChair Berke prepared a timeline and plan for the potential big Little Free Library contest. Members Swanson, Sumner, and Missy looked at the shed and agree it will take a lot of work to make the building secure and functional. The roof needs extensive repair. Supr. Schneider noted it would be open when there are a large number of people there so the disposal center is the logical location. She also noted that the current Troy Mart building does have a bookshelf area. Discussed repairing the building versus constructing a new building; a new building would need to be approved by the electors. Admin.Carlson would like the Park Board to decide if it’s a project they wish to pursue and not focus on the funding. Supr. Schneider suggested that this could also be an Eagle Scout project and not a contest. Chair Berke moved that the Park Board at this time is not interested in pursuing the big Little Free Library at the disposal center, second by member McElmeel. Discussion. It was noted that the project could be reconsidered at another time. Motion carried 4-1 with one abstention.d. Discuss and consider, update report, invasives projectMember Sumner reported he pulled the remaining garlic mustard before it went to seed. He has not started his honeysuckle experiment yet and needs to get ahold of Dan Cain, Habitat for Creation, to coordinate getting started on the Oak Trail section. He will keep the Park Board updated. Member Swanson will help with the burdock. Member Sumner will let Adm. Carlson know the location of brush piles that can be mulched or removed. e. Discuss and consider, update report, trail clearingThe St. Croix Correctional Center work crew is scheduled for Sept. 1-3 for clearing trail overgrowth. Member Sumner will not be there on those dates. Chair Berke thanked Pam Ellingson for her continued volunteer work on clearing along trails and removing some invasives. JCE Tree Service cleared the dead ash trees and some dead pines by the park entrance along Eagle Trail, noting a big improvement. Chair Berke would like to use any mulch resulting from tree removal to upgrade mulch around large stones at the park entrance. Town of Troy Park Board Minutes, July 28, 2026DRAFTPage 4 of 6 f. Discuss and consider, future security system improvementsSupr. Schneider reported that the Town Board subcommittee is meeting Thurs. to discuss future security system improvements and she will report back at either the August or Sept. meeting.g. Discuss and consider, signage conventionAs was discussed at the site tour, the ranger removed the “overflow parking” sign from the tree and the sandwich board sign was placed in storage building.Pemble’s Accessa. Discuss and consider, activityChair Berke reported it’s been very busy due to the heat.b. Discuss and consider, removal of tree stumps from beach areaTree stump removal is on the list for JCE Tree Service to take care of. Ranger Haroldson cleared the vegetation around the stumps and bike rack.c. Discuss and consider, suggested park improvements from site visitSupr. Schneider recapped the park site tour discussion on a convex mirror onBeach Road and a picnic table at Pemble’s. The convex mirror had previously been recommended for approval by the Park Board. Member Swansonreported that neighbors to Pemble’s have expressed that installing the mirror might cause people to drive faster and that the limited vision naturally reduces speed. Supr. Schneider likes the mirrors as a safety device that she has experience using, as does member Missy. There was discussion on installing a picnic table, including concerns with anchoring it so it won’t float away during high water or be moved. Chair Berke would like to see Pemble’s kept as a natural sandy beach, noting there is limited space for a table. Supr. Schneider reported that Troy Beach has 6 picnic tables and that Ranger Haroldson believes a table would get a lot of use. No action on picnic table.Supr. Schneider will follow up with Supr. Enerson on the convex mirror that was previously recommended for approval. 6. General Parka. Discuss and continued discussion, Park Board mission and opportunitiesChair Berke and Paul McGinnis would like to meet with Admin. Carlson in the future to discuss potential projects and grant opportunities for bike/pedestrian routes. b.Discuss and consider process updates, 2026-31 Comprehensive Outdoor Recreation Plan (CORP)Meeting packets contained a summary of the July 21 meeting with Planner Fowle. Members should review this over the next week and get back to Chair Town of Troy Park Board Minutes, July 28, 2026DRAFTPage 5 of 6 Berke with any changes or updates. The Resident Visioning Workshop is scheduled for August 29that the Hein Pavilion in Glover Park from 9am-Noon.The Town will promote it on the website and Facebook page. Park Board consensus is to call this “Visioning Workshop” instead of “Resident Visioning Workshop.” Planner Fowle provided a template for information cards for the Rangers to pass out while they’re on patrol. The template should be corrected to remove “resident.” c. Discuss and consider, status of website updatesSupr. Schneider made some basic changes to the Town website related to parks and recreation after last month’s meeting. She will connect with member Missy to continue work on the next phase with the template. She thanked member Missy for all his work and will provide an update next month. d. Discuss and consider, review of draft 2027 parks & recreation budgetAdmin. Carlson reviewed the 2027 preliminary budget information. There was discussion on signs that need replacing, including the faded directional sign to Cove Boat Ramp at intersection of N. Cove Rd. and Aherns Rd. Admin. Carlson questioned the design, location, and number of signs needed. He can replace the signs but needs more details. He also noted that Windmill Marina is going to give him an estimate on boat dock maintenance work versus replacement. He may get another bid depending on their bid number. Replacing the main entrance sign at Glover Park will be a capital expense. He also needs to talk to Public Works about how much engineered wood fiber is needed for the playground at Glover Park. The Park Board should let him know if they would like more money budgeted for buckthorn removal; Chair Berke will advise him on the usual budget number for chemical treatment. AED cardiovascular device will be a capital expense or possibly through grants/donations and park locations will need to be determined. The roof repair for the storage building and pavilion was budgeted for this year but it may not get done this year; the Town Board will need to discuss it at the budget adjustment meeting in October. The Park Board should start thinkingabout park space with the upcoming town hall addition. There was discussion on increasing Park Ranger hours; Admin. Carlson believes it’s a possibility if the Park Board has rationale for it. Budget workshop date will be set at the August Town Board meeting.7. Administrator’s ReportAdmin. Carlson reported that Carpenter Nature Center is holding Level 1 certification chainsaw training April 7, 2027 and that the Town would pay for this training. It would be good for a couple Park Board members and Rangers to complete the training. The Town also plans to buy a couple sets of chainsaw safety gear. Member Sumner is interested; further discussion on matter at a future meeting. A new Park Board member to fill the vacant position is under consideration by town Chair. Town of Troy Park Board Minutes, July 28, 2026DRAFTPage 6 of 6 8. Call to Order Chair Berke called the meeting of the Town of Troy Park Board to order at 5:00 p.m.2. Cove Boat Ramp, 306A Cove Roada. Observe and consider, possible site improvements and potential projectsSigns and town notices need to reflect park name, Cove Boat Ramp, and not landing or launch in accordance with town ordinances. The paybox is leaning and will be repositioned. Ranger Haroldson would like to see the Town accept electronic payment. b. Observe and consider, recent repairs to boat dockPark Board members observed recent replacement boards installed on the dock by the Public Works. Chair Berke reported that Admin. Carlson is getting quotes from Windmill Marina for future dock upgrades to compare to the cost of having Public Works complete the project. Member Missy suggested getting another quote from a different marina as well. There is significant board rot near the handicap access stairs. In recent tour of the boat ramp by Chair Berke, Cedar Planner Eric Fowle questioned whether a second ramp access to the north should be considered. General consensus was that there doesn’t appear to be adequate space between town and private property on the north boundary; further, additional parking spaces may not be available to justify a second dock. Ranger Haroldson noted that the Rangers receive frequent complaints about the lack of parking. Town of Troy Park Board Park Tour Minutes, June 24, 2026APPROVEDPage 2 of 3 3. Pemble’s Access, 193 Glenmont Roada. Observe and consider, possible site improvements and potential projectsThe bike rack has significant leaf overgrowth from existing tree stump that needs to be removed to access the rack. Ranger Haroldson noted that bees like to nest in the tree stumps; Chair Berke will ask Public Works to clear leaf growth around up to 3 stumps and to consider having tree service chip stumps. The fencing looks good. There was discussion about adding picnic tables; they would need to be chained so they don’t end up in the river and would also need to be moved during high water times. Vegetation could be trimmed back along the fence and around the garbage cans. There was discussion on the sand and if that could be better; this could be a volunteer project for raking and picking up debris. The Park Board discussed adding a convex mirror at corner of steep entrance road (AKA Beach Rd.) for improving visibility and safety when leaving park. 4. Glover Park, 428 North Glover Roada. Observe and consider, parking and overflow parking enhancementsThere are no tournaments at Glover Park this year. Next year we could potentially spray paint parking spaces in the overflow area. The signage looks good but the ash tree that the “parking” sign is nailed to needs to be removed. Suggestion that sign be removed from dead tree since there is a permanent sign directing visitors to the overflow parking area. b. Observe and consider, routine trail overgrowth clearingBurdock and buckthorn was noted on Woodland Flower Trail. Board hiked area between Eagle trail and Woodland Flower Trail that the Correctional Center crew and volunteers cleared this past spring to observe method used for creating brush piles for buckthorn and other invasives. There are a few loose trail signs that need to be repaired. Volunteer Pam Ellingson has done a great job on Bluff Trail and other trails, clearing overgrowth with a weed whip.c. Observe and consider, placement of dog waste garbage receptacle at entrance to Woodland Flower Trail and/or Bluff TrailsThe proposed location of the dog waste receptacle was observed at entrance to Woodland Flower Trail; Chair Berke is working with Clerk to order. This is a central location to accommodate hikers with dogs using the trails west of the ball fields.d. Consider other site observations and potential projectsChair Berke would like some pictures of the bike repair station to promote it on the Town’s Facebook page. Member Swanson noted the Allen wrenches are starting to rust; Chair asked him to lubricate. It was suggested by member Missy to consider a grant from the Hudson Hospital Foundation or perhaps the Hudson Fire and EMS about placing AED’s in parks. Town of Troy Park Board Park Tour Minutes, June 24, 2026APPROVEDPage 3 of 3 Last year’s burn project was observed in native area across from the N. parking lot and considered successful. The new accessible picnic table has been installed at Hein Pavilion. Chair Berke will ask Admin. Carlson to order some more eco engineered wood chips for the playground surface. The excavator toy needs more sand. There was discussion on the main playground structure being dated and if accessible/adaptive equipment was a possibility. Both ball fields look great. The crabapple tree by the pollinator garden and northwest kiosk should be removed;Chair Berke will follow up with this. The picnic table by the northwest kiosk could also use some repairs. Member Sumner counted approx.. 24 ash trees that need to be removed, possibly by JCE Tree Service, located along north Eagle Trail and along the entrance road near N. parking area. Supr. Schneider suggested that the Park Board consider at future meeting marking the two pickleball courts, either by letters or numbers. 5. Adjournment Member Swanson moved to adjourn the meeting; second by member Sumner. Motion unanimously carried. Approval of minutes, including review and discussionThe May 26th, 2026 Park Board meeting minutes were reviewed. Member Swansonmoved to accept the minutes of the May 26th, 2026 meeting; second by memberSumner. Motion unanimously carried.4. Discuss and consider, Park Ranger April ReportThe May Park Ranger report was reviewed. Supr. Schneider met today with Rangers;they discussed processes and procedures, the cleaning schedule, and the new paddle rack for the pickleball court. She noted that the Rangers have not noticed dog waste bags being left on the trails. Supr. Schneider wants to verify winter access rules at the boat ramp; there have been previous discussions about a sign for winter. MemberSwanson moved to acknowledge the May 2026 Ranger report; second by memberSumner. Motion unanimously carried.5. Park Reports:Cove Boat Rampa. Update report, portable restroom satelliteChair Berke will confirm with Admin. Carlson that the satellite has been ordered as she noticed it was not in place yet.Glover Parka. Discuss and consider, update report, Town Board action on installation of dog waste receptacle(s) Town of Troy Park Board Minutes, June 23, 2026 APPROVEDPage 2 of 4 Chair Berke made a presentation to the Town Board last week at their meeting. She suggested the Town order just the lidded metal dog waste can instead of ordering the whole system, as the waste bag portion is already installed. The suggested location is at Woodland Flower Trail entrance. The Town Board approved ordering just the waste can along with the bag liners, in an amount not to exceed $165. The Clerk’s office will work with Chair to order. b. Discuss and consider, update report on Town Board action related to Little Free Library contest and steps forwardChair Berke updated the process document from last month’s meeting. The Town Board wants to wait to install the Little Free Library after the security camera system has been updated. Town Chairperson Rowen suggested having a big Little Free Library, utilizing a former small disposal center shed that has been moved to the Town shop area. Question also to consider whether this big Little Free Library would be open only during Disposal Center hours, or if it could be located outside of the protected/fenced area and be available for greater accessibility. The Town Board indicated that a contest could be run concurrently for both the Little Free Library to be located at Glover Park, and a big Little Free Library in Town shop area. The former disposal center shed would need structural repairs, painting and the allowable cost for a potential contest winner would be greater than the Glover Park Little Free Library. Chair Berke suggested that Park Board take a look at the vacated shed before the next meeting to better evaluate it’s condition and suitability. Chair Berke will revise the LFL plan to include a big little free library contest. Supr. Schneider will provide more location details for the big Little Free Library. Park Board to consider the big Little Free Library at July meeting. c.Discuss and consider, clearing overgrowth along trail edges and other clean-upThe Park Board thanked Pam Ellingson for her volunteer work clearing trailsusing her weed whip. Member Sumner has been working on removing the garlic mustard across from the north parking lot. He will be meeting with Dan Cain,Habitat Creations in July about treating larger buckthorn and an experiment that member Sumner wants to do on eradicating the invasive honeysuckle. Chair Berke reported that she has talked to two potential volunteers and Admin. Carlson sent them the volunteer forms. Member Sumner discussed the large amount of brush and ash trees that need to be cleared in Glover; Chair Berke will ask Admin. Carlson for guidance. Chair asked Supr. Schneider to contact the St. Croix County Correctional Center to schedule the work crew in September for trail trimming and burdock removal. The second fall phase of the invasives project is being scheduled for six (6) days in late October/early November. Supr. Schneider suggested booking the work Town of Troy Park Board Minutes, June 23, 2026 APPROVEDPage 3 of 4 crew further in advance on a set schedule each year, including trail edge clearing. This will be on next month’s agenda for continued discussion/action. d. Discuss and consider, update report, pickleball court paddle waiting rack systemSupr. Schneider reported that the rack has arrived, and Admin. Carlson will coordinate the installation.Pemble’s Accessa. Discuss and consider, activityMember Swanson reported it’s busy on hot days but overall activity has been fairly light. He mentioned a neighbor who has been walking her unleashed dogs on the beach, a violation of the ordinance. 6. General Parka. Discuss and continued discussion, Park Board mission and opportunitiesSupr. Schneider suggested devoting the time for this agenda item to the website discussion item. b.Discuss and consider update report, 2026-31 Comprehensive Outdoor Recreation Plan (CORP)Eric Fowle from Cedar Corp. provided a progress report for review. He met with Admin. Carlson and Chair Berke provided him an extensive tour of Glover Park, Cove Boat Ramp, Pemble’s Access and bike routes. He also met with Town Chairperson Rowen and Town Engineer Rob Jones and toured other non-Town affiliated recreational areas. They also looked at recreational opportunities in the surrounding cities. There is an in-person meeting planned with Planner Fowle on July 21st; details are being finalized. c. Discuss and consider, review of Town website related to parks and possible restructuring content-Adrian MissyMember Missy prepared a report using an AI agent (Claude) to go through the Town’s website; this produced a high-level summary. He reviewed the key findings and steps for fixing the website. He noted that the website could be moreuser friendly. There are some easy changes that could be made right away to increase accessibility. Supr. Schneider reviewed the known issues and limitations with the current hosting platform (Town Web). The search feature is particularly limiting. There also is no module for making reservations. It would be easy to change the menus and how things are labeled by increasing terminology uniformity through the website (boat ramp vs. boat launch, for example). Fixing the website would be very time-consuming, and that is almost a bigger obstacle than the budget aspect. Supr. Schneider said she can change the menu access structure; the Town of Troy Park Board Minutes, June 23, 2026 APPROVEDPage 4 of 4 new information architecture was discussed. There was discussion on creating a site template so each park facility has the same information in the same format. The contact information should also contain Ranger contact information. Member Missy also discussed how the website does not view properly on mobile devices. Member Missy and Supr. Schneider will continue their work on this as a subcommittee and update the Park Board as needed; this will be on July agenda.d. Discuss and consider, placement of Automated External Defibrillator (AED)/First Aid Kits at parksMember Missy prepared additional information for AED units. He noted that the outdoor boxes need to be heated and have power. The Park Board had previously discussed putting one at the community kitchen building; units could also be considered for installation at Pemble’s Access and Cove Boat Ramp.Member Missy will check with the City of Hudson and City of River Falls parks departments to see if they have them in any of their outdoor spaces. He noted that the units need to be used within three minutes of collapse or they are pointless, so this is something to keep in mind when choosing locations, especially at Glover Park. The units also need to be visible. There will becontinued discussion on this at next month’s meeting. 8. Administrator’s ReportThere was no Administrator’s Report to review. 9. Park Chair ReportChair Berke previously reported on the two potential volunteers. Chair Berke also reported that Jim Freund’s service plaque; and the bike repair station recognition ofHudson Hospital Foundation gift have been installed at Glover Park.10. CorrespondenceThere was no correspondence to report. 11. Announcements and request for future agenda items:Supr. Schneider emailed out the invite for the fire station groundbreaking on Thursday. She would like to discuss naming conventions at Glover Park in response to resident and Ranger feedback. Next month’s agenda to include: Big Little Free Library and Little Free Library updates, correctional center crew work dates, volunteer projects, aligned language on the Town website, and AED units update.12. Adjournment Member Swanson moved to adjourn the meeting; second by member Sumner. Motion unanimously carried. Temporary sign in is posted at ramp entrance to prohibit and discourage power launching. Jill Berke, the Park Board Chair, stated that “resident’s opinions and ideas are very important to this process and their direct feedback through this survey will help to ensurethe Town is properly identifying and prioritizing future park, recreation, and trail improvements.” Ms. Berke added that “recreational activity demands have increased greatly since the COVID-19 pandemic and we want to be sure the Town is making the proper investments to help keep our community members safe, active, and healthy.”The on-line survey will only take about 10-12 minutes to complete and will be available between September 1 and September 30, 2026. The survey can be accessed from the home page of the Town of Troy’s website (https://townoftroy.org/)or from the dedicated Project Engagement Hub which can be accessed here: https://townoftroy-cedarcorp.hub.arcgis.com/For more information about this effort, please contact Jill Berke, Park Board Chair at jillberke@baldwin-telecom.net, or Eric Fowle (Cedar Corporation) at eric.fowle@cedarcorp.com.
