Town has Admiral Status: Town pays flat rate for moving the dock throughout the summer if needed. All parking signs on S. Cove Rd. have been changed to “permit parking” signs. Glover Park: a. Discuss and consider, activity at park Ron Roen and Ranger Becker de-winterized the community kitchen building and completed the DNR paperwork for drinking water as required. Ed Thurman from St. Croix County did the water test inside the kitchen yesterday. Will not turn on exterior water bottle filler until weather warms up. He also tested water at hand pump. Town road crew Al Hanson will repair the timer for electric use at pump, which is not functioning properly. Chair Berke got a call from resident David Sebesta who noted that the pathway is rough coming into the park from Omaha Access; will look at during Park Site tour. Member Freund indicated that this path may be the responsibility of the Home Owner’s Assn. for Eagle Bluff. Chair Berke will research to see if there’s an easement. b. Discuss and consider, ball organizations’ use of facilities this season-Alicia Schneider Member Schneider reported that she has River Falls schedule but not Hudson. Contracts are signed, fees paid, and insurance forms are submitted to the Clerk’s office. There was a scheduling problem on Sunday with practice. Rangers would like schedules posted to avoid disputes between teams. Member Schneider will get schedules out once finalized. Tournament schedules are set. The Park Board agreed that Hudson can leave some items in the kitchen when they have back-to-back tournaments; if someone leases the building in between they will remove their items. Storage throughout the season was discussed; both teams have said they will not do concessions during the week if they cannot store product in the kitchen. Town Board would like to see a specific proposal. To be on May agenda for consideration and recommendation, member Schneider will try to get a proposal from the teams. c. Discuss and consider, S. Field improvement project-Alicia Schneider & Katie Huttemier Sub-committee members Schneider and Huttemier met with Rob Jones from Cedar Corp. Site is under 1-acre so no DNR permit is required and it is anticipated that the cost will be less than $25,000 which means the Town does not have to take the lowest bid proposal; however it does have to be published. He suggested contracting with BS Construction, who did the recent trail upgrade. Town of Troy Park Board Minutes, April 26, 2022 APPROVED Page 3 of 4 Project needs to be done in July to make sure fields are usable by next spring. Teams agree to not use fields after July 8th to accommodate this. Rob thought it would take two weeks, and to follow with seeding in Sept. Member Schneider will ask Rob to attend Park Site tour on May 11th. d. Discuss and consider, update report for WiFi project-Peter Reese Member Reese has been in touch with Baldwin Lightstream, and he will coordinate a site evaluation. Supr. Rowen reported the Town approved payment for 3 years from ARPA funds. e. Discuss and consider, parking optimization-Supr. Rowen & Mark Swanson Supr. Rowen and member Swanson presented proposal for parking improvements at Glover. First, expanding overflow parking on tournament weekends will solve the major parking problem. Design would provide for tripling the spaces from last year. Rangers can string green rope through holes on posts to mark boundary and take it down after tournaments. Recommend additional class 5 gravel be put down at the overflow entrance; road crew can complete. Second, they suggested that 4 spots be designated for pickleball courts on the grass along the current wood fencing, bordering courts. Could also use commercial turf pavers if the grass gets too torn up in this section. Third, they suggested replacing the “no parking” ropes with short 6x6 posts similar to the wooden fence barrier, without the horizontal boards. This would prevent people from parking on the side of road, yet allow pedestrian traffic. Supr. Rowen and member Swanson volunteered to install. Also add posts near the handpump area. Member Schneider will coordinate with ball teams at tournaments to encourage use of the overflow parking area. Replace “overflow parking” sign with “tournament parking” sign. Member Swanson will bring cost estimate on the turf pavers to May meeting. Member Schneider moved to: purchase the 6x6 posts and the rope; determine the cost to install the turf paver material for the pickleball court area; add class 5 gravel at entrance into the overflow parking; use the pickleball parking area immediately and designate the spaces as reserved; purchase signage for pickleball parking; and purchase signage for tournament parking to go on the same post as the overflow parking signage. Second by member Huttemier. Motion unanimously carried. f. Discuss and consider, Forest Management plan update report-Jill Berke Chair reported that DNR Forester Andy Ciurro plans to make his presentation for the forest management plan at May meeting. Pemble’s Access a. Discuss and consider, preparation for season opening Pemble’s Access opens daily, May 1st. Road crew member Hanson has been contacted to install trash containers. Member Swanson will contact Five Star Rental to arrange for portable restroom satellite. 7. Discuss and consider, Bike & Pedestrian subcommittee report Subcommittee met last week, including discussion with Greg Haig, Engineer with County Highway Dept., about planned improvements to Co. Rd F. Also discussion about marking crossings across F; consensus from sub-committee that it is too dangerous to cross F. Discussed possible ways to get to the east side of F next to Hudson, including possible grant funding, separated bike/ped path, tunnels/culverts (reference also made to the existing tunnel operated by River Crest School to the Y property), and possible route through residential area Town of Troy Park Board Minutes, April 26, 2022 APPROVED Page 4 of 4 east of Phillips manufacturing plant in city of Hudson and connecting to Tower Road. Discuss and consider, renewal of Park Board terms for members #1, #2 The Town Board approved renewal of terms for Members Reese and Swanson for 3 year term. 10. Correspondence Chair Berke referred by Clerk Gail Anderson to request of David Sebesta regarding access into Glover Park off Omaha Rd. 11. Will look at COVID signage at park tour. Date of May 11, 5:00 pm set for site visit tour of parks, beginning at Glover Park.
