2. Presentation of the Proposed 2027 Capital Budget.
Comptroller Treasurer Ladick reviewed the proposed 2027 Capital Budget. Ald. Guthrie
asked a few questions as they pertain to sustainability goals, city hall unexpected costs,
dam requirements as it pertains to McDill, HVAC facilities with the upcoming facilities
study and what the signage plan for Community Development was. Ald. Christianson
understood the need to keep costs down but questioned cutting the preventative
maintenance for street work.
3. Presentation by Synergy Sports on developing a sports facility.
Jason Boudrie from Synergy Sports gave a presentation on the possibility of developing
a sports facility.
Discussion and Possible Action on:
4. Approval of the list of anticipated borrowing for the years 2026 through 2030
for incorporation into the financial management plan.
Ald. Shuda moved, Ald. Keymer seconded, to approve the list of anticipated borrowing
for the years 2026 through 2030 for incorporation into the financial management plan.
It was noted that it is a plan at this point, and can be amended and adjusted as the
years go by.
Call for the vote: ayes, all; nays, none; motion carried.
5. Approval of ordinance amendment related to cat license fees.
Ald. Morrow moved, Ald. Keymer seconded, to approve the ordinance amendment
related to cat license fees.
Call for the vote: ayes, all; nays, none; motion carried.
6. Consideration of adjusting the price for cemetery plots at Forest Cemetery.
Ald. Shuda moved, Ald. Guthrie seconded, to increase the cost of cemetery plots to
$875 for residents and an additional $250 for non-residents, with flexibility for the
Treasurer's office to make exceptions to the non-resident fee for past City residents.
Call for the vote: ayes, all; nays, none; motion carried.
7. Approval of adding a solar canopy to the City Hall project.
Ald. Guthrie moved, Ald. Shuda seconded, to approve adding a solar canopy to the City
Hall project.
Call for the vote: ayes, all; nays, none; motion carried.
8. Approval of request to spend no more than $24,750 for joint Market
Feasibility Studies/Economic Impact Analyses.
Ald. Keymer moved, Ald. Morrow seconded, to approve the request to spend no more
than $24,750 for joint Market Feasibility Studies/Economic Impact Analyses.
Call for the vote: ayes, all; nays, none; motion carried.
9. Approval of additional funding for the citywide facilities study.
Ald. Keymer moved, Ald. Morrow seconded, to approve additional funding for the
citywide facilities study in order to contract with Somerville.
Call for the vote: ayes, all; nays, none; motion carried.
10. Request to Release Funds to CAP Services for Housing Repair and
Construction Programs.
Ald. Shuda moved, Ald. Keymer seconded, to approve the request to release funds to
CAP Services for Housing Repair and Construction Programs. It would be
approximately $33,754.78.
Call for the vote: ayes, all; nays, none; motion carried.
11. Approval of setting a direction for the investment of funds for post-
employment (retiree) benefits and cemetery perpetual care.
Ald. Shuda moved, Ald. Morrow seconded, to invest funds for post-employment
(retiree) benefits in order to offset the liability for Other Post-Employment Benefits as
detailed in the attached memo.
Call for the vote: ayes, all; nays, none; motion carried.
12. Approval of Claims Paid.
Ald. Shuda moved, Ald. Morrow seconded, to approve payment of the claims paid.
Call for the vote: ayes, all; nays, none; motion carried.
13. Adjourn into closed session (approximately 8:45 P.M.) pursuant to
Wisconsin Statutes 19.85(1)(e) (deliberating or negotiating the purchasing of
public properties, the investing of public funds, or conducting other
specified public business, whenever competitive or bargaining reasons
require a closed session) on the following:
A. Negotiating the acquisition of real estate for the Business 51 project.
B. Negotiating an Interlocal Cooperation Agreement in Tax Incremental
Financing (TIF) District 14, parcels 281230801340005 and 281230801340002.
Ald. Morrow moved, Ald. Keymer seconded, to move to closed session as per WI SS
19.85(1)(e) to negotiate the acquisition of real estate for the Business 51 project and
negotiate an interlocal cooperation agreement in TIF District 14 for parcels
281230801340005 and 281230801340002.
Roll call vote: ayes: Christianson, Morrow, Shuda, Keymer and Guthrie; nays, none;
motion carried.
14. Reconvene for Possible Action on the above-referenced closed session
items.
Ald. Keymer moved, Ald. Guthrie seconded, to move to open session.
Roll Call vote: ayes: Morrow, Shuda, Keymer, Guthrie and Christianson; nays, none;
motion carried.
Ald. Guthrie moved, Ald Morrow seconded to approve negotiating an Interlocal
Cooperation Agreement in Tax Incremental Financing District 14.
Call for the vote. ayes: all; nays, none. motion carried.
