TOWN OF STAR PRAIRIE SPECIAL MEETING/WORK SESSION - MINUTES MONDAY, JUNE 16, 2025 – 4:30 P.M. STAR PRAIRIE TOWN HALL 2118 COOK DRIVE, SOMERSET, WISCONSIN The Town Board Special Meeting and Work Session was called to order by Tom Heintz at 4:35 p.m. in the Star Prairie Town Hall: 2118 Cook Drive, Somerset, WI 54025. Present were Tom Heintz, Michele Hermansen, Darryl Wendt, Brian Duggan, Bob Crotty and Andrea Neumann, Clerk/Treasurer. Class “B” Beer License Applications : Motion M/S by Michele Hermansen/Brian Duggan to approve the Class “B” Beer License applications for Alice, Inc. dba River’s Edge, Cedar Creek Inn, Inc., Cedar Lake Speedway, LLC, James A. Meister, Inc. dba Meister’s Cedar Lake Tavern, Langmire, Inc. dba Bristol Ridge Golf Course, St. Croix Valley Sports Club, Inc. dba River’s Edge, and StandByMe, LLC dba The Post Bar & Grill. In a roll call vote: Crotty - Yes Duggan - Yes Hermansen - Yes Wendt - Yes Heintz - Yes The motion carried. “Class B” Liquor License Applications : Motion M/S by Bob Crotty/Darryl Wendt to approve the “Class B” Liquor License applications for Alice, Inc. dba River’s Edge, Cedar Creek Inn, Inc., Cedar Lake Speedway, LLC, James A. Meister, Inc. dba Meister’s Cedar Lake Tavern, Langmire, Inc. dba Bristol Ridge Golf Course, and StandByMe, LLC dba The Post Bar & Grill. Cigarette, Tobacco and Electronic Vaping Device Retail License Applications : Motion M/S by Darryl Wendt/Bob Crotty to approve the Cigarette, Tobacco and Electronic Vaping Device Retail License applications for Langmire, Inc. dba Bristol Ridge Golf Course and StandByMe, LLC dba The Post Bar & Grill. Operator’s License Applications : Motion M/S by Darryl Wendt/Brian Duggan to approve the operator’s license applications submitted by Cedar Lake Speedway for Chuck Kaufman. In a roll call vote: Crotty - Yes Duggan - Yes Hermansen - Yes Wendt - Yes Heintz - Yes The motion carried. Motion M/S by Darryl Wendt/Brian Duggan to approve the operator’s license applications submitted by Langmire, Inc. for Candice Barry, Shannon Cohen, Rick Lange, Dana Langness, Ty Langness, Ellie Melvin, Olivia Nelson, Derek Schutte, Sam Strachan, Gwynneth Bruce, Riley Donahue, Dylan Leccia and Heidi Schmitt. Motion M/S by Darryl Wendt/Brian Duggan to approve the operator’s license applications submitted by StandByMe, LLC for Morgan Ayotte, Izabel Barrett, Michael Bauermeister, Jennifer Maypark and Jessica Thompson. In a roll call vote: Crotty - Yes Duggan - Yes Hermansen - Yes Wendt - Yes Heintz - Yes The motion carried. Urban Reserve Commission Appointments : Motion M/S by Michele Hermansen/Darryl Wendt to appoint Tom Heintz to the Urban Reserve Commission, replacing Dan Clement. Motion carried. Riverdale Estates - Reduction to Letter of Credit and Park Fee : Motion M/S by Darryl Wendt/Brian Duggan to reduce Riverdale Estates Letter of Credit to $38,745.36 to align with estimation of 30% of the project remaining. Motion M/S by Michele Hermansen/Bob Crotty to assess a $500/lot Park Fee to Riverdale Estates upon approval of its final plat. Motion carried. Maintenance Building : There were concerns with the concrete level at the service doors; Board to look in-person. No action taken. Roads & Maintenance Stop Sign Visibility: 210th Ave & Hwy 65 : Board discussed options for improving visibility. Board agreed to add a light-up stop sign; Clerk to ask Aric Barron for options and cost. Potholes on 117th Street : Caller reported large potholes on 117th Street, which is a gravel road south of Cedar Lake. Tom to ask County to review. 100th Street/192nd Ave Intersection : Add road stripe to 100th at the T intersection with 192nd, past the stop sign. Driveway off Island Drive/100th Street : Clerk to contact attorney for recommendation. Motion to Adjourn: Motion to adjourn M/S by Darryl Wendt/Brian Duggan.
