TOWN OF STAR PRAIRIE, WIS. TOWN BOARD MEETING - MINUTES TUESDAY, FEBRUARY 4, 2025 – 6:00 P.M. STAR PRAIRIE TOWN HALL 2118 COOK DRIVE, SOMERSET, WISCONSIN The Town Board Meeting was called to order by Tom Heintz at 6:05 p.m. in the Star Prairie Town Hall: 2118 Cook Drive, Somerset, WI 54025. Present were Tom Heintz, Darryl Wendt, Brian Duggan and Andrea Neumann, Clerk/Treasurer. Michele Hermansen and Bob Crotty were absent. The Pledge of Allegiance was recited. Agenda : Motion M/S by Darryl Wendt/Brian Duggan to approve the agenda, as submitted. Motion carried. Approval of Minutes : Motion M/S by Brian Duggan/Darryl Wendt to approve minutes from the Town Board Meeting January 7 and Town Work Session January 15, as submitted. Motion carried. Public Comments : Brian Smestad addressed the Board regarding his candidacy for St. Croix County Circuit Court Judge. Jamie Johnson addressed the Board regarding his candidacy for St. Croix County Circuit Court Judge. Nancy Karastes addressed the Board regarding the updated Oakland Cemetery book, thanking the Clerk for her help. Treasurer’s Report : Reviewed. No action taken. Building Permits : The January 2025 building permits were read, as reported, by the Building Inspector. Motion M/S by Darryl Wendt/Brian Duggan to accept the report, as submitted. Motion carried. Building Inspection and Permit Ordinance : Board reviewed ordinance update recommended by All Croix Inspections Corp. Motion M/S by Brian Duggan/Darryl Wendt to adopt the ordinance. In a roll call vote, Brian Duggan voted yes, Darryl Wendt voted yes and Tom Heintz voted yes. Motion carried. HAVA Election Security .gov Email Domain Subgrant : Clerk to apply for $600 grant towards the cost of transitioning to .gov email accounts. Town Web is still configuring the accounts. No action taken. Plan Commission Recommendation & Next Meeting : Board reviewed CSM submitted by Mark McClenathan on behalf of Kurt & Elizabeth Christensen and Capital Enterprise LLC. Motion M/S by Darryl Wendt/Brian Duggan to approve Job 8001-014. Motion carried. The next meeting for the Comprehensive Plan is scheduled for Wednesday, February 19, 2025 at 5:30 p.m. Plan Commission Compensation : Clerk requested clarification on Plan Commission payment. Board confirmed that generally speaking, the $50 payment is per day, but up to the discretion of the Town Board and Clerk. No action taken. Town Maintenance Building : Construction is underway. No action taken. February Election & Public Test of Electronic Voting Equipment : Public test for electronic voting equipment is Wednesday, February 12 at 10:00 a.m. The Spring Primary is Tuesday, February 18, 2025; polls are open 7:00 a.m. to 8:00 p.m. Town of Star Prairie - Town Board Meeting - Tuesday, February 4, 2025 1 of 2 Reschedule April Town Board Meeting : Motion M/S by Brian Duggan/Darryl Wendt to reschedule the April Town Board meeting to Tuesday, April 8 at 6:00 p.m. due to the Spring Election. Motion carried. Schedule Monthly Work Session : February Work Session scheduled for Wednesday, February 26 at 4:00 p.m. Town Road Maintenance - Road Patching, Repairs, Mowing and Other Issues : Significant snow expected this weekend. Approve Payment of Town Bills and Adjourn : Motion M/S by Darryl Wendt/Brian Duggan to approve town bills and adjourn.
