TOWN OF STAR PRAIRIE, WIS. TOWN BOARD MEETING - MINUTES TUESDAY, JANUARY 7, 2025 – 6:00 P.M. STAR PRAIRIE TOWN HALL 2118 COOK DRIVE, SOMERSET, WISCONSIN The Town Board Meeting was called to order by Tom Heintz at 6:14 p.m. in the Star Prairie Town Hall: 2118 Cook Drive, Somerset, WI 54025. Present were Tom Heintz, Michele Hermansen, Darryl Wendt, Brian Duggan, Bob Crotty and Andrea Neumann, Clerk/Treasurer. The Pledge of Allegiance was recited. Agenda : Motion M/S by Darryl Wendt/Brian Duggan to approve the agenda, as submitted. Motion carried. Approval of Minutes : Motion M/S by Michele Hermansen/Bob Crotty to approve minutes from the Budget Hearing December 3, Town Board Meeting December 3 and Town Work Session December 19, as submitted. Motion carried. Treasurer’s Report : Reviewed. No action taken. Building Permits : The December 2024 building permits were read, as reported, by the Building Inspector. Motion M/S by Michele Hermansen/Bob Crotty to accept the report, as submitted. Motion carried. Public Comments : None. Building Inspection and Permit Ordinance : Board reviewed ordinance update recommended by All Croix Inspections Corp. Motion M/S by Michele Hermansen/Brian Duggan to table the ordinance and fee schedule discussion, and request All Croix to attend January Work Session. Motion carried. All Croix Inspections - Delegation for Commercial Electrical Inspections : Motion M/S by Darryl Wendt/Bob Crotty to approve the delegation for commercial electrical inspections to All Croix Inspections. Motion carried. All Croix Inspections - Delegation for Commercial Buildings : Motion M/S by Michele Hermansen/Brian Duggan to approve the delegation for commercial buildings to All Croix Inspections. Motion carried. St. Croix County: Community Development - Conditional Approval : Board reviewed St. Croix County Community Development Technical Review Team’s Conditional Approval of Kurt & Elizabeth Christensen CSM 2024-093 in New Richmond, Wis. No action taken. Ayres Master Service Agreement : Board reviewed master service agreement with Ayres for CSM reviews. No change in fee, which is $400/lot, plus $30 for each additional lot. Motion M/S by Michele Hermansen/Darryl Wendt to approve master service agreement with Ayres. Motion carried. Meeting of Urban Reserve Commission : Town Board needs to confirm appointments to the Urban Reserve Commission. Clerk to add item to the Work Session agenda. No action taken. Plan Commission Meeting : Next meeting of the Plan Commission is Wednesday, January 15, 2025 at 5:30 p.m. No action taken. Comprehensive Plan Update : Next meeting is Wednesday, January 15 following the Plan Commission’s meeting. Town Maintenance Building : Construction is delayed. No action taken. Town of Star Prairie - Town Board Meeting - Tuesday, January 7, 2025 1 of 2 Schedule Monthly Work Session : Scheduled for Wednesday, January 15 at 3:00 p.m. Clerk to invite All Croix to attend. WTA - St. Croix County Unit Meeting : Clerk posted notice of possible quorum. No action taken. City of New Richmond - Landfill Annual Monitoring Report : The City of New Richmond invites Star Prairie residents to the annual landfill monitoring report, scheduled for Tuesday, January 28, 2025 at 10:00 a.m. at City Hall. No action taken. Town Road Maintenance: Road Patching, Repairs, Mowing and Other Issues Road Maintenance : Board discussed possible roads for future paving projects. A few suggestions included Asplund Drive, the small section of Brave Drive and Shore Drive. Town to continue discussions regarding larger potential road projects–90th Street, for example. Approve Payment of Town Bills and Adjourn : Motion M/S by Brian Duggan/Bob Crotty to approve town bills and adjourn.
