3. Approval of Agenda
3.1. Change of Sequence – None.
3.2. Removal of Items – None.
Motion by Kobylarczyk/Wittkopf to approve the agenda as presented. The motion was voted on and carried.
4. Approval of Minutes of Previous Meeting
Motion by Kobylarczyk/Scheffen to approve the Property & Technology minutes of August 11, 2026. The motion was
voted on and carried.
5. Communications
An email dated September 3, 2026, from Kim Pytleski, County Clerk, regarding Public Comment at committee
meetings was handed out and read to the committee.
6. Body Camera and Squad Camera Pilot Project Review and Discussion
Sheriff Skarban updated the committee on the body camera and squad camera pilot project, which will be completed
September 16, 2026. He noted the cameras would provide evidence for hearings, promote accountability, and
transparency with the public. Project results and cost options will be presented in more detail to the Public Safety
Committee on September 16. IT confirmed the Sheriff’s office would be responsible for all policies.
7. Facilities Manager Report
7.1. City of Oconto Water Utility and Fire Protection Invoices
Richard Heath, County Administrator, updated the committee regarding a discrepancy identified by the City of
Oconto Utilities Department on water usage over a 2–3-year timeframe after three new meters were installed by
the city. The invoices for August 2026 listed the past due charges totaling $46,940.28, the amounts used, the
cost per cubic feet. The Maintenance Department will monitor these invoices more closely in the future. Heath
stated that the county received separate invoices for ten separate parcels in the City of Oconto for back billed
Fire Protection Fees at $339.79. In consultation with the city, the explanation was due to a ruling by the Public
Service Commission that the city was required to bill all parcels in the city, except for those owned by the state,
for two-years’ worth of fire protection regardless of whether the parcels were buildable or not. The county has
paid the fee for five parcels and is getting determination from legal counsel on the need to pay the fee for the
other five parcels. David Poffinbarger, LIS Administrator, reviewed these five tax-deeded properties consisting of
four road rights-of-way parcels and a parcel encompassing Spies Creek. Current language allows the City of
Oconto to bill back up to two years. Oconto County is working with Corporation Counsel to review options for the
current invoices, as well as determining potential actions to address similar issues in the future with these five
parcels.
7.2. Update Air Conditioning Building A
Building A air conditioning unit installation is complete; a privacy fence is being constructed to enclose the unit.
7.3. Window Update Building C – Clerk of Courts
A window was installed in the Clerk of Courts office in Building C last week.
8. On-Call Log
Three service calls occurred in August: two for plugged toilets and one for a burning rubber smell, which was resolved
by replacing a coupling.
9. Discuss Possible Use and Schedule Tour of Unoccupied Space in Building B
Sheriff Skarban presented photographs of the former jail and discussed potential uses for areas on the first and
second floors. Following discussion, the committee requested a tour of the facility and for the item to be placed on the
October agenda.
10. Approve Maintenance Engineers 2027 Budget
Motion by Wittkopf/Kobylarczyk to recommend the Maintenance Departments 2027 Budget to the Administrator. The
motion was voted on and carried.
11. Technology Service Report
Melissa Schwaller, Information Technology Director, updated the committee on the following topics.
11.1. Bug Tussel Update
Bug Tussel has completed fiber installation at the following locations: Land Conservation, Village of Lena,
Suring Highway, Town of Riverview and New View Industries. They are currently working to provide updated
OTDR (Optical Time-Domain Reflectometer) tests the fiber by sending pulses of light through the cable and
measuring reflected light and signal loss. The resulting trace confirms fiber length, attenuation,
splice/connector loss, and any potential faults. Once the updated OTDR results are received and reviewed, IT
will be able to determine the appropriate SFP modules (Small Form-factor Pluggable transceiver modules)
required for each connection.
11.2. Courtroom Project Update
IT met with CTI, the judges, judicial assistants, and the Clerk of Courts to review the ongoing courtroom video
& audio issues.
Following the meeting:
CTI confirmed with the State that Oconto County’s Zoom courtroom configuration matches the setup used
by Marinette County.
CTI contacted WolfVision regarding the reported issues.
WolfVision advised that the issue is a known Zoom-related software bug and that they are working to
provide an estimated timeline for a permanent fix.
Current mitigation: CTI’s recommended workaround is proactive rebooting of the affected courtroom
equipment to reduce disruptions until a software fix is available.
11.3. Cisco VOIP Migration
The Cisco VOIP-to-cloud migration proposal will return for approval in October 2026. Final pricing has not yet
been received, so the project is not ready for approval at this time.
12. Approve AI Policy
The AI policy, will provide county employees and officials with guidance for a secure and responsible use of AI tools.
Department Heads will be responsible for ensuring their employees follow the policy. Motion by Kobylarczyk/Scheffen
to approve the AI Policy presented and forward to the full county board. The motion was voted on and carried.
13. Approve Technology Services 2027 Budget
Motion by Kobylarczyk/Scheffen to recommend the Technology Services 2027 Budget to the Administrator. The
motion was voted on and carried. Technology Services will continue to monitor costs throughout the year, as
hardware availability can be limited and pricing for equipment, licensing, and renewals change frequently.
14. Audio/Streaming Project Update
Kim Pytleski, County Clerk, reiterated the following regarding the county board AV system. The Work Group
previously determined that an AV system should be used to record County Board meetings. Because the existing
ceiling microphones were not sufficient for recording purposes, switched to hardwired microphones.
The current AV system allows the front row and one supervisor to speak. Pytleski reported that she contacted Tusker
(formerly Camera Corner) by email to specifically inquire whether the system has the capability to activate up to 15
floor microphones simultaneously during a committee meeting. As of the meeting, she had not yet received a
response, and discussion followed.
Pytleski would like directions from the Property & Technology Committee and the full County Board regarding the
preferred approach. The consensus to date is that committees prefer to remain seated on the floor in a circle. Pytleski
asked whether the seating arrangement could be moved from the right side of the room to the left side to
accommodate an additional microphone and ease of recording. This arrangement would also allow presenters and
designated clerks to use the podium at its present location.
The Committee requested that Pytleski contact Tusker to determine whether a representative can attend the October
13, 2026, Property & Technology Committee meeting. She was also asked to obtain pricing for six additional
gooseneck microphones and to confirm how many gooseneck and hardwired microphones can be activated
simultaneously within the current AV system. Currently, there is no recommendation to record regular committee
meetings at this time and will discuss in the future.
15. Review Prior Months Vendor Payments
Committee reviewed August vouchers.
16. Announcements/General Information
County Board Chair Sleeter announced the Industry Tour will be held October 1, 2026, and expects all supervisors to
attend, a head count will be taken at the September 24, 2026, County Board meeting.
17. Next Meeting Date
Next meeting date is set for Tuesday, October 13, 2026, at 9:00 a.m.
18. Adjournment
Chair Gooding adjourned the meeting at 11:01 a.m.

Sealcoating Commercial | Owners Responsibilities & Conditions
Lawn Fertilization
: Should not be installed seven days before or after service.
Rain
: If it is raining on the day of scheduled service, assume we aren't coming, and we will contact you to reschedule as soon as possible. We monitor the
weather closely and can generally predict this very well. If an unexpected storm happens, we will touch up any areas where sealer has not bonded.
Sprinklers
: Should be off turned off for 24 hours prior to work being done and 48 hours after service is completed. Avoid any lawn cutting or fertilizing
during this same period of time. The surface must be dry for our arrival. Areas where the newly sealed pavement is wet may wear prematurely and are not
under any type of warranty.
Site Services
: The property owner/manager is responsible for notifying all landscapers and garbage companies to not show on the area of work the day we
are performing work. In the event of a rescheduling due to unforeseen conditions, you are required to let all service providers know about the change.
Upon notice of schedule being set, Property owner/manager is required to let any adjoining property owners be aware that we will be coming in to provide
asphalt maintenance/seal coating so that they may move any vehicles that are adjoining the property. Asphalt Seal & Repair will not be liable for any
damage to vehicles that are not moved from the immediate area.
Barricaded Parking Lot
: It is vital that all vehicles are removed from our area of work no later than 7:00 am on the scheduled day (unless other time is
agreed upon) otherwise a trip charge may be incurred . As you can imagine, our project costs are based on the property having all cars, people, and
objects off the area of work. The owner of the property is responsible for scheduling and paying for any tow truck services needed to remove vehicles in
the work zone prior to our scheduled time of arrival. If any cars are left on the area of work, we cannot be held responsible for any damage or overspray to
the vehicles.
Pavement Sealer:
Will take a minimum of 30 days to fully cure and is sensitive to animal droppings, tree droppings, tire marks and water stains from
irrigation systems during the drying time. This is normal and for no reason to be concerned, it will fade over time. Areas of shade will take longer to dry and
cure then areas in the direct sunlight.
White Chalk Residue in Crack Areas
: When sealcoating parking lots with significant underwater issues a white residue that looks like salt may appear in
the areas of cracks throughout the parking lot. This is a condition where the base material of limestone or another surface is drawn to the top of the
surface. This area will blend into the other area as it has time to dry and cure.
Overspray on Grass
: Where grass meets your pavement, you may expect a small “drift spray” of pavement sealer. This is normal and will gradually
disappear after the next couple times the lawn is mowed.
Weeds
: It is important to note that we have proposed all work at the time of the assessment. If you decide to do work 3 months after we look at the project,
if your parking area has developed excessive weeds in the cracked areas as well as the edge lines for any reason, there may be additional costs for
treatment & removal.
Lien Law:
"As required by the Wisconsin construction lien law, claimant hereby notifies owner that persons or companies performing, furnishing, or
procuring labor, services, materials, plans, or specifications for the construction on owner's land may have lien rights on owner's land and buildings if not
paid.
Those entitled to lien rights, in addition to the undersigned claimant, are those who contract directly with the owner or those who give the owner
notice within 60 days after they first perform, furnish, or procure labor, services, materials, plans or specifications for the construction.
Accordingly, owner
probably will receive notices from those who perform, furnish, or procure labor, services, materials, plans, or specifications for the construction, and
should give a copy of each notice received to the mortgage lender, if any.
Claimant agrees to cooperate with the owner and the owner's lender, if any, to see
that all potential lien claimants are duly paid".
Trip Charge
:
If our team is unable to access the property after making and confirming scheduled time for the work to be completed, customer will be
invoiced for a trip charge no less than $500.00 within 25 miles of shop or as much as $750.00 for jobs out of area.
