Chestnut Avenue - Oconto Falls, WI 54154 TUESDAY, DECEMBER 3, 2019 – Immediately following the 6:00 PM Public Hearing – at approximately 6:15 PM MINUTES Meeting called to order at 6:15 pm by Mayor Brad Rice. Roll Call Present: Mayor Brad Rice, Aldermen: Devin Wirtz, Jeff McDonald, Marty Coopman, Mathew McDermid, and Tim Holman Excused: Alderman Kevin Rusch Also present: Administrator Vicki Roberts, Police Chief Brad Olsen, Deputy Treasurer Eve Wallace, and Fire Chief Tim Magnin Others: Samantha Doney, Warren Bluhm-Times Herald, Bart Magnin, Dave Alsteen, Cole Magnin, Carl Vowinkel, Jon Spice, and Bill Zietlow DISCUSSION AND POSSIBLE ACTION ON ANY OR ALL OF THE FOLLOWING: New Business: A. 2019 budget amendment to move $1,000 from the City Administrator Expense Account to the Street Department Miscellaneous Expense Account. The $1,000 transfer is for the Street Department to purchase equipment to pour concrete. MOTION: Holman / McDonald Motion to approve the 2019 budget amendment to move $1,000 from the City Administrator Expense Account to the Street Department Miscellaneous Expense Account. Voice Vote: All present voting aye - MOTION CARRIED B. Municipal Levy Limit Worksheet for 2019. As the budget is presented, the 2019 Levy Limit Worksheet has adjustments in Section D:  Adjustment E reflects the addition of $235,385 for debt service levy for general obligation debt authorized after July 1, 2005.  Adjustment Q reflects the reduction of $5,500 for the adoption of the 10% increase in garbage bags. COMMON COUNCIL – Special Meeting – December 3, 2019 Page 2 MOTION: McDermid / Wirtz Motion to approve the 2019 Municipal Levy Limit Worksheet as presented. Voice Vote: All present voting aye - MOTION CARRIED C. 2020 Proposed Budget. There were no changes made to the 2020 proposed budget. MOTION: Wirtz / McDonald Motion to approve the 2020 proposed budget as presented. Roll CallVote: Wirtz-yes, McDonald- yes, Coopman-yes, McDermid-yes, Holman-yes, Rusch-absent – MOTION CARRIED D. 2020 Proposed Fee Schedule. The only proposed change being made from 2019 is a 10% increase in garbage bag fees, which will be effective January 1, 2020. Citizens were mailed a letter with their December utility bill informing them of the increase. New garbage bags and pack sizes will be ordered once the current inventory is depleted. The fee schedule will be revised once this change takes place. MOTION: McDermid / Holman Motion to approve the 2020 Proposed Fee Schedule as presented with the 10% increase in garbage bag fees. Voice Vote: All present voting aye - MOTION CARRIED E. Adjournment. Mayor Rice asked if there was any further business before the meeting is adjourned.
