Chestnut Avenue - Oconto Falls, WI 54154 TUESDAY, NOVEMBER 27, 2018 – Immediately following the 6:00 PM Public Hearing – at approximately 6:15 PM MINUTES Meeting called to order at 6:27 pm by Mayor Brad Rice. Pledge of Allegiance Roll Call Present: Mayor Brad Rice, Aldermen: Kevin Rusch, Marty Coopman, Jay Kostreva, and Mathew McDermid Excused: Devin Wirtz and Tim Holman Also present: Administrator Vicki Roberts, City Attorney Larry Jeske, Police Chief Brad Olsen, Deputy Treasurer Eve Wallace, Street Superintendent Terry Magnin, and Fire Chief Tim Magnin Others: Samantha Doney and Warren Bluhm-Times Herald (arriving at 7:09 pm) DISCUSSION AND POSSIBLE ACTION ON ANY OR ALL OF THE FOLLOWING: A. Council may go into closed session to discuss matters of employment, promotion, compensation, or performance evaluation data of public employees pursuant to 19.85 (1c) Wis. Stats. MOTION: Rusch / Kostreva Motion to go into closed session at 6:32 pm to discuss matters of employment, promotion, compensation, or performance evaluation data of public employees pursuant to 19.85 (1c) Wis. Stats. Roll CallVote: Rusch-yes, Kostreva-yes, Coopman-no, McDermid-no, Wirtz-absent, Holman-absent – TIE VOTE Mayor breaks a tie. Mayor Rice voted yes - MOTION CARRIED Those remaining in closed session were: Rice, Rusch, Kostreva, Coopman, McDermid, Roberts, Jeske, Olsen, and Terry Magnin. B. Council will return to open session and may take action on matters discussed in closed session. MOTION: Rusch / McDermid Motion to return to open session at 7:09 pm and may take action on matters discussed in closed session. C. Municipal Levy Limit Worksheet for 2019 levy increase of $50,000. MOTION: Coopman / Rusch Motion to approve the 2018 Municipal Levy Limit Worksheet as presented with the $50,000 increase. Roll CallVote: Coopman-yes, Rusch-yes, McDermid-yes, Kostreva-yes, Wirtz-absent, Holman-absent – MOTION CARRIED D. 2019 Proposed Budget. MOTION: Coopman / McDermid Motion to approve the 2019 proposed budget as presented to include changes of a $5,000 increase to exempt computer aid and reducing this $5,000 from fund balance. Roll CallVote: Coopman-yes, McDermid-yes, Rusch-yes, Kostreva-yes, Wirtz-absent, Holman-absent – MOTION CARRIED E. 2019 Proposed Fee Schedule. No changes were made from the 2018 Fee Schedule. MOTION: McDermid / Kostreva Motion to approve the 2019 Proposed Fee Schedule as presented. Voice Vote: All present voting aye - MOTION CARRIED F. Adjournment. Mayor Rice asked if there was any further business before the meeting is adjourned.
