MINUTES MONDAY, MARCH 9, 2026 TOWN BOARD OF THE TOWN OF OCONTO 6120 CREAM CITY ROAD, OCONTO, WI 54153 1. Call to Order: Meeting called to order at 6:00 by Chairman Scanlan. Present: Clerk Scanlan, Supervisor Pansier, Supervisor Van Hulle, Treasurer Leonard, Others present see attendance sheet. 2. Pledge of Allegiance was recited. 3. Approval of Agenda: Motion by Pansier 2nd by VanHulle to approve as printed. M/C 4. Approve minutes February 9, 2026, meeting. Motion by Pansier, 2nd by Van Hulle M/C 5. Treasurer’s report: General Checking: Treasurer reported a starting balance of $199,085.84 and February deposits of $115,406.62; March orders total $61,497.92 leaving an ending balance of $252,994.54. Tax account balance $0. Motion by Pansier, 2nd by Van Hulle to approve treasurer’s report. M/C 6. Approve Orders for payment: Clerk presented ACH for $1,299.14 for payroll taxes order # 6844 through 6859 which total $61,497.92. Motion by Pansier 2nd by VanHulle to approve orders for payment. M/C 7. Correspondence Received The clerk completed 1 title search forms. Clerk completed Tax exemption reporting (Lena Mennonite Church, Fairhaven church, Sportsman club) by due date (March 31, 2026) Received from Richard Heath, Oconto County Administrator, information regarding Recreation project application for grant. See clerk for details. Received affidavits of training and completion for Chad Van Hulle, Patrick Scanlan and Paul Pansier for the BOR training course. Clerk completed Drinking Water system survey sent by DNR. Also received correspondence from TC Energy regarding gas pipeline (Substation located at corner of Logtown and Rangeline) Not sure if this would affect the substation at this time. Will monitor. 8. Board of Commissioners Public Land Loan for Military Road project. Discussion held. Will continue to review monthly. Will get loan payment down to as low as we can. Possibly consider 20-year loan. 9. Comprehensive Planning Commission: A. Discuss/Recommend Rezone Librado Ortega yTrujillo , parcel # 030-363003324H, address: 5506 Pine Ave, Oconto, WI from Agricultural to Rural Residential. Discussion held. Motion by Pansier, 2nd by Van Hulle to approve as presented and approve rezone of approx. 9 acres from Agricultural to Rural Residential. M/C Clerk to send paperwork to County and copy to Librado Ortega y Trujillo. B Term expirations/renewal (Scanlan,) Appoint new committee member to fill vacancy by Peters. Page 2 10. Road Work: Military Road: Project will most likely be pushed back a year as wetland implications and purchasing of right of way is needed. Military Road currently is a 3-rod road. This will require additional services from REL & Associated for purchasing of right of way along with DOT requirements due to wetland implications. Town of Oconto will be able to pay invoices to REL & Associates without borrowing money. Right of way will be bought towards end of 2026 and there will be possibility of putting out to bid in December 2026. Start of project will most likely be Spring of 2027. REL & Associates amended contract presented. Motion by Pansier, 2nd by Van Hulle to approve amended contract with REL & Associates. M./C Also discussed is public meeting prior to the Annual meeting on April 21, 2026, at 5:30 pm for presentation of Military Road project. REL & Associates will notify all owners on Military Road of this public meeting. 11. County Board update: Approval of election officials’ salaries was presented at County board. Boiler approved for NEW View, roof on highway shop in Mountain and Land and Water Resource committee meeting held review of the RV Camping ordinance and will present at May County board meeting. 12.
